No violations observed
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
Facility Inspection
1. The facility’s entrance is secured with a lockable security gate. Signage is posted at entrance stating
prohibited materials, hours of operation, permit number and emergency contact information.
2. Entrance road and interior roadways are of all-weather construction and are well maintained.
3. A scale house attendant was present, weighing and recording incoming loads.
4. No windblown debris was observed on site. Property appears to be regularly cleaned and maintained.
5. No vector pests were observed. No foul odors were noted during inspection.
6. No standing water was observed during inspection.
7. Concrete pad and staging area are well maintained.
8. Leachate was flowing through drains as intended. Mr. Kagley stated leachate drains are cleaned once a
week.
9. Mr. Kagley stated stored leachate is pumped once a month by an outside company.
10. Recoverable material is processed through the MRF area of the building. Bails of recovered materials
are stored in an orderly fashion awaiting transport.
11. Waste on the tipping floor is moved towards the back push wall and is subsequently loaded into a
transfer trailer to be transported to Anson County landfill. No unapproved waste was observed during
inspection.
12. Mr. Kagley stated tipping floor is cleaned weekly with a pressure washer. Side walls outside of building
are cleaned twice a year.
13. O’Leary keeps a record of all inspection. Random inspection record was available upon request.
14. The Facility Annual Report for FY 21/22 was received by NCDEQ-Solid Waste Section on 8/1/2022.
