Permit for Closure 3901-MSWLF-1981 and 3901-CDLF-1997 issued March 18, 2019. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS 3901-MSWLF-1981 and 3901-CDLF-1981 From 1976 to 1997, Granville County operated the Granville County Municipal Solid Waste Landfill (MSWLF) Unit 1 under Permit No. 3901- MSWLF- 1981. The landfill stopped receiving waste on or before January 1, 1998. In 1997, the transition plan for the unlined MSWLF included a permit modification request to construct and operate a Construction and Demolition Debris Landfill (CDLF) unit on top of the closed MSWLF Unit 1. On January 1, 1998, this CDLF unit began receiving waste. The landfill ceased receiving waste on December 31, 2016. The landfill closure construction was substantially completed on January 9, 2019. The 30-year post-closure activities began on March 18, 2019. The following were observed during the October 5, 2023 inspection: 1. The facility is fenced and secured by a locking gate at the main landfill property entrance. 2. The access road leading to the top of the landfill is maintained in good condition. 3. The landfill cap is covered in native vegetation and is mowed at least twice per year. However, at the time of this inspection, the side slopes and cap contained waist-high grasses and wood vegetation which made it difficult to perform a visual inspection. Mr. Falls stated that their contractor was scheduled to mow next month (November). It is recommended that vegetation is mowed as often as needed so that settlement, subsidence, erosion, and/or leachate seeps, should they occur, can be seen and repaired accordingly. Any woody vegetation should be removed or rough cut to prevent damage to the landfill cap. Vegetation with a trunk or stem larger than 6 inches in diameter should be removed and cap repaired as necessary. It may be necessary to contact permitting staff should cap repairs be required. 4. 15A NCAC 02C .0108 (1), “All non-water supply wells, including temporary wells, shall be secured with a locking well cap to ensure against unauthorized access and use.” At the time of this inspection, a groundwater monitoring well located in the woods approximately 70 yards west of the landfill was unlabeled and had a broken lock. Mr. Falls was unsure if this was an active well. Ensure all groundwater monitoring well and landfill gas monitoring well locks are periodically inspected for security, and any damaged or cut locks or missing identification plates replaced as needed. Any inactive monitoring wells should be properly abandoned if no longer in use. 5. Semi-annual water quality monitoring is being performed by Hart & Hickman, PC (H&H). Monitoring was conducted in March 2023, and was also scheduled to occur in September 2023. Quarterly LFG monitoring is being performed by Garret & Moore, Inc. First and Second Quarter 2023 LFG monitoring reports were reviewed. 6. At the time of this inspection, edge of waste (EOW) markers on the western landfill slope were either missing or had been knocked down and obscured by vegetation. Ensure any missing or damaged EOW markers are replaced or repaired so that each one is visible from one to the next. 3901-MSWLF-2012 The facility is Municipal Solid Waste Landfill permitted to receive non-hazardous solid waste, as defined in N.C.G.S. 130-290 (a)(35). The permitted wastes received at the facility must be generated within the boundaries of Granville County (including the municipalities such as Oxford, Butner, Creedmoor, Stem, and Stovall) and surrounding counties (including Durham, Franklin, Person, Vance, and Wake Counties). The following were observed during the October 5, 2023 inspection. 1. The facility is fenced and secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and materials accepted at the facility. Ensure emergency contact information is also listed on the entrance sign. 3. The facility accepts waste Monday through Friday from 7:30 am until 4:00 pm. Brush, leaves, yard waste, scrap metal/appliances, and scrap tires are accepted during weekday hours and on Saturdays 8:00 am to 12:00 pm. 4. The permit, training records, waste screening logs, and cover logs are up to date and were reviewed during this inspection. Ensure a copy of the current operations plan is kept onsite and that NCDEQ representatives contact information is up to date. 5. The facility has certified personnel on site during the hours the site is open to the public. No. 76198, exp. 2/5/2025 e) Winfred Huff, Certified Manager of Landfill Operations, Cert. No. 17325, exp. 7/13/2025 6. Water quality monitoring records and LFG monitoring records from 2023 were emailed to Mr. Davis and were reviewed after this inspection. 7. The working face was small and compact. A synthetic tarp is used as an alternative daily cover at the end of each operating day, and six inches of soil cover is applied to all exposed waste at the end of each operating week. 8. The rain cover on the western section of the Unit 2 Phase 2 Expansion is pulled back as waste is placed within the cell from east to west. During this inspection, the working face appeared to be within only a few feet of the rain cover in some areas, increasing the potential of leachate to flow onto the rain cover and mix with the stormwater being pumped into the adjacent sediment pond. It is recommended that greater separation occur between exposed waste and the yet-to-be used portion of the cell so that leachate can be contained to the collection system. Additional measures to prevent leachate flowing onto the rain cover may be necessary. Any water on the rain cover impacted by leachate must be managed as leachate. 9. Vegetative cover on the side slopes of the landfill provided adequate coverage and was mowed to an acceptable height. No woody vegetation was observed on the side slopes. 10. Permanent edge of waste markers (EOW) were observed around the landfill and each one was visible to the next. 11. The perimeter roadways around the landfill are of all-weather construction and are being properly maintained. However, erosion rills were identified within the access road to the top of Unit 2 Phase 1, and some exposed waste was visible in these areas. The erosion rills need to be repaired and properly graded as soon as they are observed and weather conditions allow. Ensure that any exposed waste in the erosion rills is properly covered during the repairs. 12. Windblown waste was being managed properly and the facility grounds were clean and free of windblown waste. Good job! 13. NCGS, Article 9, Chapter 130A-309.05 (1), (2), “Seventy-five percent (75%), by weight or volume, of the recovered material stored at a facility at the beginning of a calendar year commencing January 1, shall be removed from the facility through sale, use, or reuse by December 31 of the same year. The recovered material or the products or by-products of operations that process recovered material shall not be discharged, deposited, injected, dumped, spilled, leaked, or placed into or upon any land or water so that the products or by-products or any constituent thereof may enter other lands or be emitted into the air or discharged into any waters including groundwaters, or otherwise enter the environment or pose a threat to public health and safety. Facilities that process recovered material shall be operated in a manner to ensure compliance with this subdivision.” At the time of this inspection, three damaged and deteriorated metal roll-off containers in the white goods storage area were being used as a makeshift push wall and barrier for loading and storage of scrap metal. The rusted scrap metal within these roll-off containers appeared to have been onsite for an extended period, as vegetation was observed growing within the waste. Also, commingled waste fines, including plastic, metal, and MSW, were observed inside of, leaking out of, and around the roll-off containers. Mr. Falls stated that he would have the damaged roll-off containers removed from the site. Ensure that the damaged and deteriorated roll-off containers and their contents are removed and properly disposed of. Any commingled waste on the adjacent ground should be picked up and properly disposed of as well. 14. Scrap tires are collected in an area adjacent to the scrap metal and white goods collection area. Mr. Falls stated that scrap tires are loaded into a trailer and transported to Carolina Central Holdings once per week. 15. Any changes or modifications to the operations or operational areas of the facility should be submitted to Permitting for review and approval before implementing. An updated site map should also be included with submittal. 16. Digital photographs were taken during this inspection.
