Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos were taken by Lee Hill on October 24, 2023. 2. The facility is open Monday through Friday, 7:00 am to 4:00 pm and Saturday 7:00 am to 12:00 pm. 3. Waste is transported to the R&B Landfill in Homer, Georgia for final disposal. 4. The facility is secured by gates and fencing to prevent unauthorized entry. 5. Signs constructed of durable, weather resistant material were posted at the entrance showing the name of the facility, permit number, emergency contact information, hours of operation, types of waste that can be accepted and that hazardous and liquid waste are not accepted. 6. Roads were of all-weather construction and being maintained in good condition at the time of inspection. Records Review 7. The permit and operations plan were available for review upon request. 8. Tonnage records for FY 22-23 were reviewed from the Facility Annual report and records from July 2023 to September 2023 were provided by email. The facility disposed of 36,040 tons of waste during FY 22-23 and have disposed of 9,943.52 tons from July to September 2023. 9. Waste screening forms from August 17, 2022 to October 23, 2023 were available for review. Waste screenings were being performed to meet the requirements of 15A NCAC 13B .0405(a)(8) and the forms showed the final disposition of any unacceptable waste that was encountered. 11. The facility is conducting eight hours of annual training updates as required by 15A NCAC 13B .0405(a)(7) and records were available for review. 12. The facility is pressure washing the push walls and tipping floor monthly and the interior sidewalls of the building twice per year to meet the requirements of 15A NCAC 13B .0405(a)(11) and records were available for review. Operations Inspection of the Transfer Station (5003T-TRANSFER-) 13. The transfer station consists of a pre-engineered building with four loading bay openings and a covered area for cars and pickups to unload away from commercial and other large vehicles. 14. The facility has a fire suppression system consisting of fire hoses and reels. One is located on the east side of the transfer building and the other near the loaded trailer parking area. 15. No unapproved waste was observed on the tipping floor at the time of inspection. 16. The trench drains at the entrance to the tipping floor were clean and appeared to be functioning as designed. 17. The tipping floor and push walls were in good condition at the time of inspection. 18. Minimal waste was observed in the loading bay and under the scales. Facility staff stated that water is used to ensure waste does not accumulate under the scales. 19. The trench drain in the loading bay was clear and appeared to be working properly. 20. Three trailers were parked in the loaded trailer parking area, and all appeared to be leak resistant and meet the requirements of 15A NCAC 13B .0105(c). 21. Windblown waste was minimal and well managed at the time of inspection. Other Comments 22. The facility collects cardboard and other fiber for recycling in the old transfer building. The facility also collects aluminum cans, plastic bottles, steel cans, and glass containers in a separate transfer trailer adjacent to the fiber building. The collected materials are sent to Curbside Management, Inc. in Asheville for processing. 23. A panel of metal sheeting on the northwest side of the fiber building has become dislodged on one side and the interior of the building is visible. Repair the panel to prevent cardboard and other fiber from escaping the building and becoming windblown waste. Electronics are collected under an open-air metal shed located to the southeast of the transfer building. The collected electronics are placed in Gaylord boxes and placed in a van trailer for transport to the electronics recycler. All electronics were packed and placed in the van trailer at the time of inspection. 25. Tires are collected in two van trailers to the northeast of the electronics collection area. No tires were observed outside the trailers at the time of inspection. 26. A dumpster for scrap metal was located adjacent to the tire trailer for the collection of non -refrigerant containing white goods and scrap metal. No refrigerant containing white goods were on site; facility staff stated those items are taken directly to the metal recycler and refrigerants are removed there. 27. The facility has partnered with the NCDA to collect and recycle empty, triple rinsed, dry pesticide containers. The containers are stored in a shipping container located near the tire trailers. 28. The facility is permitted to operate a treatment and processing facility for the production of mulch as defined in 15A NCAC 13B.0101(39). The facility can receive land clearing waste as defined in 15A NCAC 13B.0101(31) as well as wooden pallets constructed of unpainted and untreated natural wood. 29. An inspection of the treatment and processing area was not conducted due to the contractor actively grinding at the time of inspection.
