(Terracon) conducted a limited site investigation (LSI) at the property located at 1551 Cooper Street in Durham, Durham County, North Carolina (the site). The location of the site is shown on Exhibit 1. Terracon previously completed a Phase I Environmental Site Assessment (ESA) (Terracon Project No. 70197484; Terracon, 2019). Terracon identified the following recognized environmental conditions (RECs) in connection with the site: The prior on -site photo processing operations of the former site occupant American Photographic Service in the 1970s and 1980s; The prior on -site photo processing and metal plating operations of the former site occupant Intaglio Vivicolor Al Piedmont/ Piedmont Gravure Cylinder Service Inc. in the 1980s through the early 2000s; ■ The potential for historical and current releases to the interior floor drain located in the chemical storage room area; ■ The uncontrolled sink discharge to the exterior ground surface; and, ■ The adjacent Fairey Finishing Plant Brownfields Project. This LSI was completed to evaluate if soil or soil vapor at the site is impacted as a result of the identified RECs. 1.1 Site Description and History Based on Durham County property assessment data and client -provided information, the site is located at 1551 Cooper Street in Durham, Durham County, North Carolina. The site is comprised of an approximate 0.97-acre tract of land (Durham County Parcel ID 118849) that has been improved with an approximately 13,520 square -foot building with paved parking lots, driveways, and landscaping. At the time of the LSI, the on -site building was occupied by Piedmont Metalworks LLC who provides custom metal fabrication services. The facility cuts, shapes, welds, and assembles custom metal projects. Based on a review of historical information, the site was cleared or wooded land from at least 1937 until southern portion of the current on -site structure was constructed in 1968. Based on city directory and Durham County deed information, former site occupants included: American Responsive Resourceful Reliable 1 Limited Site Investigation Piedmont Metalworks Building LSI Durham, North Carolina Irerracon September 25, 2019 Terracon Project No. 70197536 Photographic Service; Thiele Engdahl Inc.; Piedmont Gravure Cylinder Service Inc.; and Intaglio - Piedmont Engraving -Printing Cylinders. 1.2 Standard of Care Terracon's services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. Terracon makes no warranties, either expressed or implied, regarding the findings, conclusions, or recommendations. Please note that Terracon does not warrant the work of laboratories, regulatory agencies, or other third parties supplying information used in the preparation of the report. These investigation services were performed in accordance with the scope of work agreed with you, our client, as reflected in our proposal and were not restricted by ASTM E1903-11. 1.3 Additional Scope Limitations Findings, conclusions, and recommendations resulting from these services are based upon information derived from the on -site activities and other services performed under this scope of work; such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non -detectable, or not present during these services. We cannot represent that the site contains no hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations, or exploratory services. The data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. Terracon understands the client intends to purchase the site and incorporate it into the Durham Technical Community College campus. As such, the sampling locations were spaced to assess the overall site conditions. 1.4 Reliance This report is prepared for the exclusive use and reliance of Durham Technical Community College. Use or reliance by any other party is prohibited without the written authorization of Durham Technical Community College and Terracon Consultants, Inc. (Terracon). Reliance on the LSI by the client and all authorized parties will be subject to the terms, conditions and limitations stated in the proposal, LSI report, and Terracon's Agreement for Services. The limitation of liability defined in the Agreement for Services is the aggregate limit of Terracon's liability to the client and all relying parties. Reliable Responsive Resourceful 2 Limited Site Investigation Piedmont Metalworks Building LSI Durham, North Carolina Irerracon September 25, 2019 ■ Terracon Project No. 70197536 2.0 FIELD INVESTIGATION METHODS Terracon conducted field investigation activities on September 10 and 11, 2019. The site layout and sample locations are depicted on Exhibit 2. 2.1 Utility Clearance Prior to LSI activities, public utility locators were notified via a call to North Carolina 811. In addition, a subcontracted private utility locator marked and located utilities in the vicinity of the proposed sample locations. The private utility locator was unable to trace the interior floor drain located within the chemical storage room to the exterior of the building. 2.2 Soil Investigation Three borings (SB-01 through SB-03) and one background soil boring (BG-01) were advanced at the site via hand auger (Exhibit 2). Soil boring depths and characteristics including soil type, color, moisture, and odor were observed in the field and recorded on boring logs (Appendix A). The soils were screened in the field for the presence of organic vapors using a photoionization detector (PID). Based on the GPR survey, the interior drain located in the chemical storage room was traced to the northwest into the interior of the building. Since the drain was traced into the building and not to the exterior of the building, a sample was not collected for this area, and the soil vapor point sufficed for sampling beneath the subsurface of the building. One soil sample was collected from each soil boring submitted to Shealy Environmental Services, Inc for analysis of the following: Volatile organic compounds (VOCs) via EPA Method 8260; RCRA 8 Metals via EPA Method 6010; Hexavalent Chromium via EPA Method 7199/218.6; and Cyanide via EPA Method 9012B. The background soil sample (BG-01) was not analyzed for VOCs. Soil samples were collected directly into laboratory -provided sample containers and stored on ice pending shipment to the subcontract laboratory. Non -dedicated sampling equipment and field instruments were decontaminated after each sample was collected using a non -phosphate soap wash followed by a potable water rinse. Reliable Responsive Resourceful 3 Limited Site Investigation Piedmont Metalworks Building LSI Durham, North Carolina Irerracon September 25, 2019 Terracon Project No. 70197536 2.3 Sub -Slab Soil Vapor Installation & Sampling Sub -Slab Soil Vaaor Samplina Point Installation A total of five (5) sub -slab soil vapor sampling points were installed (Exhibit 2). The soil vapor points were constructed in general accordance with the practices outlined in the NCDEQ Division of Waste Management Vapor Intrusion Guidance (March 2018) and the Interstate Technology Regulatory Council Vapor Intrusion Pathway: A Practical Guideline (January 2007). They were constructed in boreholes advanced using a hammer drill to penetrate the floor slab. The floor slab was approximately 8 to 12 inches thick. Each point was constructed using an assembled Vapor Pin TM installed within the 5/8-inch diameter hole recessed in a 1.5-inch diameter hole. A pre-cut silicone sleeve around the Vapor Pin TM was hammered into the hole to create a competent seal with the concrete floor slab. The Vapor Pin TM was capped and the soil gas point was allowed to equilibrate for at least two hours before sampling. The Vapor PinsTM were installed as temporary points. Shut -In Test A shut-in (dead -head) test was conducted before sampling to check for leaks in the above -ground purge/sampling manifold. A sampling train consisting of a batch certified 6-liter Summa canister for sample collection (sample canister) connected to a critical orifice flow restrictor (flow controller). The sampling train influent was capped, the sampling canister remained closed, and a hand pump was used to generate a negative pressure reading of at least 15 inches of mercury on the sampling train pressure gauge. The pressure gauge was then observed for losses in vacuum. If there was an observable loss of vacuum, the fittings were adjusted until the vacuum in the sample train did not noticeably dissipate. Helium Tracer Test A helium tracer test was conducted prior to sample collection. The tracer test serves as a quality assurance/quality control (QA/QC) method to verify the integrity of the soil vapor point seal in addition to the connection of the sampling manifold and the soil gas point. A field instrument capable of measuring helium concentrations down to 25 parts per million was used to verify the presence and concentration of helium in the sample points and/or within the sampling manifolds. The protocol for using a tracer gas is to enclose the sampling point and the sampling manifold with a shroud. The helium tracer gas is released into the shroud until the atmosphere inside the shroud is approximately 10 to 20 percent helium. Approximately three purge volumes (one purge volume being equal to the volume within the borehole through the slab and the sample tubing) were evacuated through Teflon° -lined tubing that passes through the shroud using a hand pump. Purge samples were screened for helium to assess for leaks in the well seal and/or sampling manifold after removal of each well volume. The annulus is considered to be sufficiently sealed when helium concentrations detected within the sampling point were less than ten percent of the helium concentration in the shroud. Reliable Responsive Resourceful 4 Limited Site Investigation Piedmont Metalworks Building LSI Durham, North Carolina Irerracon September 25, 2019 Terracon Project No. 70197536 Sub -Slab Soil Vapor Sample Collection Following the helium leak test, the valve to the purge device was closed and the sample canister valve was opened to initiate collection of soil vapor for laboratory analysis. The sample canister was filled using a dedicated flow controller set to a sample rate of approximately 200 milliliters per minute. The canister vacuum was recorded prior to and periodically during the filling period. At the conclusion of the sampling event, the final canister vacuum was recorded. The canister was packaged and delivered along with chain of custody documentation to Pace Analytical in Mt. Juliet, Tennessee for analysis of VOCs via EPA Method TO-15. 2.4 Investigation Derived Waste Soil cuttings and rinse water were containerized in one 5-gallon bucket and staged at the southwest corner of the Piedmont Metalworks building on -site. Based on the analytical results, the bucket should be disposed off -site in accordance with North Carolina Department of Environmental Quality (NCDEQ) regulations. Terracon will assist in identifying an appropriate disposal facility and coordinating IDW pickup. 3.0 FIELD INVESTIGATION RESULTS The soil analytical results are summarized in Table 1 and soil vapor analytical results are summarized in Table 2. A copy of the laboratory report is provided in Appendix B. 3.1 Soil Analytical Results Analytical results were compared with the NCDEQ Preliminary Soil Remediation Goals (PSRGs): Arsenic was detected above its Residential PSRG in each soil sample collected. The concentrations also exceed the Industrial/Commercial PSRG in two samples (SB-01 and SB-02) and the background sample (BG-01). Hexavalent chromium was detected above its Residential PSRG and below its Industrial/Commercial PSRG in each of the samples collected. Cyanide was not detected above the laboratory reporting limit. VOCs were not detected above their respective PSRGs. 3.2 Soil Vapor Analytical Results Analytical results were compared with the NCDEQ DWM Residential Vapor Intrusion Soil Gas Screening Levels (VI-SGSLs) (NCDEQ, 2018b) and are summarized below: VOCs were not detected above their respective Residential VI-SGSLs. Reliable Responsive Resourceful 5 Limited Site Investigation Piedmont Metalworks Building LSI Durham, North Carolina Irerracon September 25, 2019 Terracon Project No. 70197536 4.0 SUMMARY AND CONCLUSIONS Based on this investigation, Terracon provides the following conclusions: Arsenic was detected above its Residential PSRG of 0.68 milligrams per kilograms (mg/kg) and above its Industrial/Commercial PSRG standard of 3.0 milligrams per kilograms (mg/kg). Arsenic concentrations are consistent with prior sampling results collected on the site and adjacent properties and what is expected from naturally occurring conditions based on the low magnitude of concentrations, narrow concentration range, and frequency of detections. Hexavalent chromium was detected above its Residential PSRG in the soil samples collected. Terracon cannot eliminate the historical use of the property as the source of the hexavalent chromium. As the VOCs identified in soil vapor beneath the proposed building were detected at concentrations below their Residential VI-SGSLs, current data indicate there is not a vapor intrusion risk for potential on -site redevelopment. 5.0 RECOMMENDATIONS Based on the analytical results, Terracon recommends the following: Due to the hexavalent chromium concentrations above Residential PSRGs, the results of this LSI should be provided to the property owner. If the property owner is made aware of the analytical data, he/she will have a reporting obligation to NCDEQ. Data indicates that containerized IDW should be disposed off -site in accordance with NCDEQ regulations. Terracon can assist in identifying an appropriate disposal facility and coordinating IDW pickup. If Durham Technical Community College plans purchase and develop the site, Terracon recommends either (1) applying for eligibility to the NCDEQ's Brownfields Program prior to closing on the property or (2) developing a Media Management Plan for management of soil during construction, which would include sampling in areas proposed to be disturbed prior to construction activities. NATIONWIDE. The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On -Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions CP IP FTC FSS MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). [Cn] RDL Reported Detection Limit. Rec. Recovery. FSr RPD Relative Percent Difference. SDG Sample Delivery Group. Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and 6 QC (S) Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the a Dilution standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. FSC These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal Limits for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. This column provides a letter and/or number designation that corresponds to additional information concerning the result Qualifier reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state "ND" (Not Detected) or "BDL" Result (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry) Confidence level of 2 sigma. A brief discussion about the included sample results, including a discussion of any non -conformances to protocol Case Narrative (Cn) observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control This section of the report includes the results of the laboratory quality control analyses required by procedure or Summary (Qc) analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. This is the document created in the field when your samples were initially collected. This is used to verify the time and Sample Chain of date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This Custody (Sc) chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. This section of your report will provide the results of all testing performed on your samples. These results are provided Sample Results (Sr) by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss) This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description B The same analyte is found in the associated blank. J The identification of the analyte is acceptable; the reported value is an estimate.
