STATUS OF PERMIT:
Life of Site permit was issued for 9102-TRANSFER-1997 on August 27, 2018 and will expire on December 31, 2057.
PURPOSE OF SITE VISIT:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.

2. The correct signage is at the entrance of the facility listing the facility name, permit number, and emergency contact
information as well as material accepted at the facility.
3. The facility accepts waste Monday through Friday 0530 to 0700 for private operators, Monday through Friday 0730
to 1630 for the public, and Saturday 0730 to 1200.
4. The permit, operations plan, waste screening, and training records were reviewed during this inspection.
5. The following are facility certified personnel:

6. The transfer station had recently been power washed. Continue to ensure that the transfer station is cleaned no
less than twice per year.
7. The condition of the tipping floor is consistent with daily operations. Mr. Deming stated that wear at the edge of
the tipping floor and transfer trailer loading bay had been repaired. Mr. Deming provided a photograph of the
cleaned tipping floor to the Section at the end of the operating day. Continue to ensure that the tipping floor is
cleaned at the end of the operating day.
8. The waste observed on top of the push wall was consistent with daily operations. Mr. Deming provided the Section
with a photograph of the waste having been removed from the push walls. Continue to ensure that the waste on
top of the push walls is removed and properly disposed of at the end of the operating day.
9. A hole was observed in the northern sidewall of the transfer station. Mr. Deming stated that the hole would be
repaired with extra tin at the facility.
10. A large amount of waste was observed within the transfer trailer loading bay and outside of the southern end of the
transfer trailer loading bay. Mr. Deming stated that the transfer trailer loading bay should be cleaned out between
every trailer. Mr. Deming also stated that the facility was looking into constructing a type of push/retaining wall in
the hill to the south of the transfer trailer loading bay to assist in the removal of the waste from the loading bay. Mr.
Deming provided the Section with photographs of the waste having been removed from the transfer trailer loading
bay. Ensure that the waste is removed from the transfer trailer loading bay as needed throughout the day
and at the end of the operating day.
11. Windblown waste was actively being picked up during this inspection; however, a large amount was observed
throughout the facility. Mr. Deming provided the Section with photographs of the windblown having been picked
up prior to the end of the operating day. Ensure that the windblown waste is picked up prior to the end of the
operating day.
