STATUS OF PERMIT:
Permit to Operate (PTO) issued August 2, 2019. Permit to Operate shall expire on August 2, 2024. Permit renewal must
be submitted to the Section no later than April 2, 2024.
A revised Permit to Operate Application was submitted to the Section on February 5, 2021.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
A. March 11, 2019 Permit to Operate Application, Site Design (Page 4, Paragraph 1), "The West Farms Wood
Produces wood material treatment and processing facility is in the east central portion of the site and occupies
about 6.0 acres (see Total Property Layout & Staging Area — Drawing 2)."
PARTIALLY RESOLVED: A new permit application has been submitted to Donna Wilson, Permitting Engineer,
for review. This violation will be resolved once the new permit application with site plan has been reviewed and
approved.
OBSERVED VIOLATIONS:
None.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operations.
2. The correct signage is located at the entrance of the facility.
3. Operating hours are 7:OOAM to 5:OOPM, Monday through Friday and 7:OOAM to 12:OOPM, Saturday.
4. The facility is permitted to store up to 200,000 tons of treated wood on -site at any one time based on a demonstrated
financial responsibility of $229,065.60.
5. The waste stream was identified to be relatively clean. Continue to remove and properly dispose of any unacceptable
waste, as it is observed.
6. The area had been graded to shed water away from the wood stockpiles.
7. Grinding and incineration were not taking place during this inspection. Ms. Pernell stated that incineration was no
longer taking place at the facility. The last operation of the incinerator was on July 26, 2022. Ms. Thompson
recommended that permitting be notified. Ms. Pernell stated that the stated that the white wood is ground and sent
to McGill for mulching and composting. The electrical poles are ground and sent to the Gaston County Landfill.
The West Farms Wood Products facility is located outside of the service radius for the Gaston County Landfill.
However, it has come to our attention that Gaston County has ceased acceptance of the ground electrical poles. The
West Farms Wood Products facility must ensure that the receiving facility can accept waste from Johnston
County.
8. Ms. Pernell stated that the eastern portion of the facility would be used as a laydown yard for new metal electrical
poles. The wood grinding operations would be taking place in the western portion of the facility. Please notify
Permitting of possible layout changes at the facility.
