The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The site is permitted as a large Type 1 compost facility to produce compost from leaves and yard waste. The
facility also accepts clean wood waste, land clearing debris, unpainted and untreated wood and wood pallets.
2. The facility is limited to a total capacity of 45,000 tons of materials received per year for both compost and
wood waste processing.
3. The Permit to Operate and Operations Plan are kept on -site at the scale house and are available for review upon
request.
4. Facility monthly tonnage records were emailed after the inspection by Mr. Dively. These records indicated that
the facility received 564.56 tons in July, 387.97 tons in August, and 803.92 tons in September.
5. The Facility Annual Report was reviewed and indicated that the facility received a total of 10,236.58 tons of
material from July 2022 through June 2023. The records also indicate that the facility composted 2,601.17 tons
of material.
6. Temperature logs were reviewed in the FAR for FY 2021-2022. Records indicated that all windrows reached
the required minimum temperature of 131 °F for three consecutive dates.
7. Please note that 15A NCAC 13B .1406(19), which became effective November 1, 2019, requires operations
permitted as Large Type 1 Compost Facilities to meet certain training requirements on or before November 1,
2022.
8. The City of Winston-Salem contracts Wallace Farms to manage and operate the site. Wood waste is ground
onsite and transported to the Wallace Farms facility in Davie County (permit # 3004) for composting and
further processing.
9. Composting takes place onsite in small quantities so that compost can be made available to the public in the
spring.
10. Facility annual training is conducted by Wallace Farms as required. Training records were provided by Mr.
Dively after the inspection.
11. Thermometer calibration records are maintained by Wallace Farms off site at their facility. Records were
provided by Mr. Dively after the inspection and indicated the calibration occurred on February 6, 2023.
12. The site is secured by a perimeter chain link fence with access to the site secured by a locking gate.
13. Proper signage was observed at the facility entrance.
14. The facility roadways were of all-weather construction and in good condition. The northern area of the site is
paved with asphalt while the southern area of the facility is gravel.
15. The entire area is paved and is graded to convey water to a large swale that directs stormwater to grated drain
that takes the water off site.
16. No ponding water was observed on site.
17. Incoming loads are first screened at the scale house upon arrival. The scale house operator conducts random
inspections of the incoming loads throughout the day.
18. The paved northern side of the facility contains the scale house, wood waste collection, and wood waste
processing takes place.
19. Stockpiles of wood waste, logs, and clean wood pallets were observed. Stockpiles were of a manageable size
and no unacceptable material was observed.
20. A roll off container is staged next to the clean wood pallets stockpile and is used to collect any unacceptable
waste found in incoming loads. Waste generated at the site is taken to the Hanes Mill Road landfill (permit
#3402) for proper disposal.
21. The southern side of the facility is used for composting and is constructed with gravel. The site is graded to
convey water to the eastern side of the site. During the inspection a small stockpile of compost from the
previous season was located on site.
