PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this facility compliance inspection; please see the ADDITIONAL COMMENTS section below for details concerning this inspection. ADDITIONAL COMMENTS: 1) This facility is a Construction and Demolition Landfill, Yard Waste Notification, White Goods Collection, and Scrap Tire Collection facility. 2) This facility is permitted to receive Construction and Demolition (C&D) waste as defined in NCGS 130A- 290(a)(4), Inert Debris as defined in NCGS 130A-290(a)(14), Land Clearing Debris as defined in NCGS 130A-290(a)(15), and Asphalt in accordance with NCGS 130-294(m) generated in Washington County. 3) This facility does not accept asbestos containing waste. 4) Yard Waste as defined in Rule 15A NCAC 13B .0101(56) and Land-Clearing Debris as defined in NCGS 130A-290 may be accepted and managed in the Yard Waste Processing Area/Small Type I Composting Facility. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 9404_INSP_20230926 Page 2 of 5 5) This facility is secured by means of a locked gate at the facility entrance. 6) The facility gate was open upon my arrival and Washington County Solid Waste Personnel were on site during this facility compliance inspection. 7) Proper signage is posted at the facility entrance stating the permit number, emergency telephone number, the hours of operation, and listing acceptable and banned waste types. 8) Hours of operation for this facility are Monday through Friday 8:30 AM to 4:30 PM and Saturday 8:00 AM to 1:00 PM. Eleven Holidays are observed: New Year’s Day, Martin Luther King Jr Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving (2 days), and Christmas (2 days). 9) The facility access road is of all-weather construction and is currently being maintained in overall good condition. 10) The recycling area was reviewed during this facility compliance inspection. The white goods/metal recycling area is currently being well managed. 11) All metal containing materials collected for recycling are deposited on-site on the concrete pad and are maintained in an orderly fashion until collected by the metal salvage contractor. 12) All refrigerant containing white goods are placed and maintained in an upright condition and are kept separate from non-refrigerant containing white goods and metals. 13) All scrap tires are loaded directly into a covered trailer until transported to the tire recycling facility. 14) This facility maintains a Caterpillar 953C crawler loader on site for use in daily operations and facility maintenance. 15) The Land Clearing Debris/Vegetative Waste Management Area was reviewed during this facility compliance inspection. 16) All landclearing debris and other vegetative waste is staged on site for grinding and removal from the site for use as boiler fuel. 17) The vegetative waste stockpile has recently been ground/chipped. The ground materials are currently being staged onsite in an area adjacent to the vegetative waste pile for re-use. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 9404_INSP_20230926 Page 3 of 5 18) Adequate access is being maintained around the mulch and vegetative waste stockpiles for fire suppression and safety inspections. *Please ensure that all vegetative waste and much stockpiles are maintained at a minimum of 25’ from all drainage ditches and swales. 19) No grinding operations were in progress during this facility compliance inspection. 20) The C&D landfill is currently operating in Phase 3. 21) Permanent Edge of Waste Markers are in place around the footprint of the inactive areas of landfill. *Please properly install permanent, highly visible, edge-of-waste markers around the entire disposal area. 22) The outside slopes of Phases 1 and 2 have a cover crop of native warm season grasses and mixed coppice- type vegetation. 23) Small trees and other woody vegetation were observed growing on the outside slopes of Phases 1 and 2. *Plans need to be underway for the removal of all woody vegetation from the outside slopes of the landfill. All outside slopes should be maintained free of brush and woody vegetation, graded at a slope not greater than 3:1 and seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 24) Portions of the outside slopes of Phase 2 were observed as having inadequate soil cover. *Please properly cover all outside slopes and ensure that all inactive areas of the landfill have cover soil applied and maintained as per your approved facility permit and operations plan. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 9404_INSP_20230926 Page 4 of 5 25) The outside slopes of Phases 1 and 2 appear to have been constructed at a slope greater than 3:1. *All outside slopes should be measured/surveyed and any that have been constructed at a slope greater than 3:1 should be pulled back to the proper grade. All repaired areas should be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. Moving forward, please ensure all outside slopes are constructed and maintained at a slope not greater than 3:1. 26) Soil is stockpiled adjacent to the landfill and on the top lift of the landfill in an area adjacent to the active working face for use as weekly cover. 27) The waste type was reviewed; only C&D waste was observed and no unpermitted waste streams were noted in the active disposal area during this facility compliance inspection. 28) *Please ensure the active working area is covered weekly or when it reaches ½ acre in size, whichever occurs first. 29) Minimal windblown debris was observed on the landfill sideslopes and no windblown debris was observed leaving the facility during this facility compliance inspection. Windblown debris is currently being well managed. 30) The area around the eastern toe of the landfill does not appear to have been mowed in some time. *Please ensure the area around the toe of the entire landfill is mowed regularly and maintained clear of brush and vegetation, providing free access around the landfill for inspections and facility maintenance operations. 31) The facility groundwater monitoring wells were observed during this facility compliance inspection. All reviewed wells were readily accessible, painted with high-visibility paint, and secured with functioning locks.
