The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. David Powell onsite for routine inspections at Richmond County. The site is protected by a gate and fence.
Recent rain prevented Section and County staff from inspecting the entire Closed MSW. Landfill was viewed from southeastern access road. Site needs additional mowing each year. Landfill had overgrown vegetation which makes it difficult to inspect the landfill for seeps, settling etc.
2. EOW markers were visible on YWN side of site and north side. Access road was in good condition on the YWN side as well. Mulch was previously taken from YWN and applied across a large area of Closed MSW for
erosion control and vegetation establishment.

3. Groundwater sampling is taken by Waypoint Analytical. The most recent sampling event was done in Feb 2023.

4. Monitoring Well #5 was visited. No lock was on the well. Please add a lock to this well and any other well onsite to be in accordance with 15A NCAC 2C.
MW-5 needs lock.

Please be sure and confirm with Section Permitting / Section Hydrogeologists before changing any procedures with the monitoring or other aspects of compliance with the Closed MSW. 6. Corrective measures are necessary as a result of this inspection and should be met within 60 days receipt of this inspection. Failure to meet the conditions for compliance may result in Compliance Actions. A follow-up inspection in the future will be needed to confirm the corrective actions have been addressed properly. If additional time is needed, please communicate with Mr. Powell, and discuss before the end of the deadline timeframe.
