STATUS OF PERMIT: 6019-MSWLF-2000: Permit Approval to Operate, Amendment (Phase 2, Cell 2) was issued on September 15, 2022 (FID 1704765). In accordance with N.C.G.S. 130A-294(a2), this Permit is for the life-of-site of the MSW facility
which is defined as the period form the initial receipt of solid waste at the facility until the facility reaches it final permitted elevations, which period shall not exceed 60 years. Permit number 6019-MSWLF-2000 was approved to begin waste receipt operations on April 11, 2020; there the Permit shall expire on April 11, 2060.

ADDITIONAL COMMENTS
1. The facility consists of a MSWLF (only C&D waste received at this time), yard waste treatment and processing area, large Type 1 Compost area, a drop-off area for residential waste, a drop-off area for recyclables, household hazardous waste collection facility, tire collection area, white goods and scrap metal collection area, used oil collection, used antifreeze collection, batteries collection, cooking grease collection and foam rubber collection. 2. The Permit to Operate approves the continued operations of Phase 1 and Phase 2, Cell 1 and for the initial operation of Phase 2, Cell 2 of the municipal solid waste landfill, as well as the onsite environmental management and protection facilities as described in the approved plans. 3. The service area for the facility includes Mecklenburg County and Union County, North Carolina and Lancaster County, South Carolina. 4. Proper signage was observed at the entrance of the facility. 5. The facility is secured by a locked gate.
6. Access roads are well maintained. 7. Mecklenburg County notified Section staff of a leachate release in the stormwater ditch adjacent to Phase 2 Cell 1 on June 29, 2023. A leachate release assessment plant was submitted on August 2, 2023 and approved by Section staff on August 8, 2023 (FID 1817449). Soil sampling was conducted on August 9, 2023 and a Leachate Outbreak Soil Sampling Closure Report (FID 1817446) was submitted on September 6, 2023. On September 12, 2023, Section staff issued an approval letter for the closure report and no additional assessment related to the leachate
release is required at this time (FID 1817450). Operations Inspection of the Municipal Solid Waste Landfill: 8. The facility is currently working in Phase 2, Cell 2. 9. The facility accepts approximately 550 tons of waste per day. 10. The working face was well controlled. 11. No unacceptable waste was observed. 12. Windblown waste was well controlled during the inspection. 13. The facility is approved to conduct a drywall recycling program. The facility is currently not operating the drywall recycling program. 14. The facility is approved to grind and dispose of mattresses/box springs and tires in the landfill. 15. The facility is approved to use glass fines mixed with soil as an alternative cover material. 16. Edge of waste markers were visible and being maintained. 17. Good vegetative cover has been established on inactive areas.
Operations Inspection of the Treatment and Processing (Wood Grinding) /Large Type 1 Compost Area: 18. The Compost Area may only receive yard waste, silvicultural waste and untreated and unpainted wood waste.
19. The Treatment and Processing (Wood grinding area) may receive land clearing waste, wooden pallets constructed of unpainted and untreated natural wood. 20. No unacceptable waste was observed.
21. The material that is processed and not composted is transported off site to be composted at another facility or used as boiler fuel. Operations Inspection of the White Goods and Scrap Tire Collection Area: 22. White goods containing chlorofluorocarbon refrigerants were being stored in an upright condition. The CFC’s are removed by a certified facility employee. 23. All tires were being collected in covered trailers and were being stored properly.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Operations Inspection of the Household Hazardous Waste Facility: 24. The facility is permitted to receive household hazardous waste generated within Mecklenburg County. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household); and (b) Composed primarily of materials found in the waste generated by consumers in their homes. 25. The HHW storage building is separated into three compartments. The compartments have a containment area beneath the metal grate floor.
26. The compartments are equipped with a dry chemical suppression system, one fire extinguisher and one lithium fire extinguisher. 27. A spill kit is located next to the storage building. 28. No unacceptable material was observed. 29. All drums or containers were marked with the start date of accumulation of waste as required by the approved operations plan.
Records Review: 30. Reviewed the Permit to Operate (FID 1704765), operations plan (FID 1386998), training records, soil cover log, random inspection records (2 per day), rejected load records, daily, quarterly and monthly leachate tank and lift station inspection records, quarterly methane monitoring, semi-annual groundwater, surface water monitoring reports and leachate sampling reports.
31. Leachate lines were remote video camera inspected and jet cleaned in March 2023. 32. 800,360 gallons of leachate was discharged to the Charlotte-Mecklenburg sanitary sewer system in August 2023. 33. Compost temperatures were reviewed. 34. HHW Collection Facility waste manifests and weekly inspection records were reviewed. 35. Certified Manager of Landfill Operations Certification:
