Solid Waste Management Plan
Introduction
This Plan was prepared in accordance with North Carolina
General Statute 130A-309.09D for the purpose of meeting
local solid waste needs and protecting public health and the
environment.
Through implementation of this Solid Waste Management Plan
and the triennial updates, RFS Ecusta, Inc. at Pisgah Forest
provides for the management of solid waste and its reduction
for the next ten years.
RFS Ecusta, Inc. has always had a comprehensive waste
management program. This program provides for disposal
capacity, waste collection and identification, and waste
reduction/ reuse programs. In the future, waste reduction,
recycling and reuse opportunities will be expanded.

Part 1 -Geographic and Solid Waste Stream Evaluations
Geographic Area
This Solid Waste Management Plan covers only the Pisgah
Forest operation of RFS Ecusta, Inc. The Ecusta mill at
Pisgah Forest began papermaking operations in 1939. The
facility is currently in bankruptcy and shutdown. However, a
new owner will be purchasing the facility at the end of July
2003 and plans to turn the facility into an industrial park and
run the facility's flax pulp mill. There are approximately 55
employees working at the Pisgah Forest site.
The Ecusta mill also includes an extensive converting
operation. This includes five rotogravure printing presses,
various winders and slitters, and an extensive paper
perforating area.
Steam is produced from six on-site boilers; five of the boilers
burn low sulfur, bituminous coal, and one boiler burns No. 2
fuel oil. A portion of the steam produced is used to drive four
on-site steam turbines that produce approximately two-thirds
of the mill's electrical demand, the remainder is supplied by
the local utility company.
The Ecusta mill is located approximately three miles east of
Brevard, North Carolina in Transylvania County on Ecusta
Road, S.R. 1512. Its location is noted on the area map in
Appendix A.

Industrial Solid Waste Definition
Industrial solid waste means "solid waste generated by
manufacturing or industrial processes that is not hazardous
waste." Solid waste means "any hazardous or non-hazardous
garbage, refuse or sludge from a waste treatment plant, water
supply treatment plant or air pollution control facility,
domestic sewage and sludges generated by the treatment
thereof in sanitary sewage collection, treatment and disposal
systems, and other material that is either discarded or is being
accumulated, stored or treated prior to being discarded, or
has served its original intended use and is generally
discarded, including solid, liquid, semisolid or contained
gaseous material resulting from industrial, institutional,
commercial and agricultural operations and from community
activities." Exempted from this definition are wastewater
discharges and the sludges incidental to and generated by
treatment which are point sources subject to permits granted
by the Environmental Management Commission.
Waste Stream Evaluations
Coal combustion by-products are generated in the five on-site
coal-fired power boilers burning low sulfur, bituminous coal.
This ash is presently disposed of in a dedicated monofill. A
Toxic Constituents Leaching Procedure (TCLP) is conducted
annually on a representative sample of this ash. The process
landfill stopped receiving waste as of December 31, 2002.
There is no residential waste in any of the waste streams.

Part 2 -Waste Reduction Goals
All of the waste generated at this site comes from the
combustion of coal. Our current air permit from the North
Carolina Division of Air Quality controls the type and
constituents of the coal burned in these boilers. We can
reduce the quantity of ash generated by finding beneficial
uses.
A goal of 1 Oo/o coal combustion by-products reduction to be
reached by June 30, 2004, and a further goal of 15% to be
reached by June 30, 2006. To make these goals more
meaningful, they have been converted to pounds of ash per
ton of paper produced. These goals will need to be revised
when the structure and products of the Ecusta Facility are
defined.

The goals for reducing coal combustion by-products in fiscal
year 2003-2004 and in fiscal year 2005-2006 can be met by
utilizing the following waste reduction methods. Specific
activities are described in Part 4.

Below are listed some of the solid waste management methods
that will be used to meet our waste reduction goals. Other
methods will be used as they become available. Many of these
methods are either completely or partially in place already.
A. Source Reduction
Coal Combustion By-products
Source reduction is not a viable economic alternative for
this waste stream. Lower ash coal is not available without
a significant economic penalty.

Coal Combustion By-products
Ash is removed daily from the boiler house ash silo by an
outside contractor and transported to either our permitted
ash monofill or a recycling option.
C. Recycling
Coal Combustion By-products

Years ago the ash from Ecusta's coal-fired boilers was used
as a soil amendment and structural fill in many areas of
Transylvania County. Recent changes in regulations will
again allow these activities. Studies are being conducted of
this material as a brick additive and as a carbon source for
expanded aggregate. It is currently being used as
lightweight fill for the closure of the process landfill.
E. Mulching
Coal Combustion By-products
Mulching is not a preferred alternative for coal ash.
F. Incineration
Incineration either with or without energy recovery is not a
part of the Company's current program for either its
process waste, coal combustion by-products, or its
construction and demolition debris.

G. Transfer of Solid Waste Off-site
Process Waste
All process waste is transferred off Company property.
Coal Combustion By-products
No coal ash is currently transported off Company property.
If the waste reduction goal for this material is to be met,
coal ash will most likely be used as a soil amendment or as
structural fill in an off-site location.
C&D Debris
Currently all C&D debris is transported off site.
H. Disposal of Solid Waste -On-site Process Waste
Coal Combustion By-products
All coal ash generated at this site is currently placed in a
permitted coal ash monofill, NC88-01. This monofill has
undergone a major expansion to increase its life approxi-
mately 20 years. To meet the goal contained in this Plan,
significant amounts of coal ash will most likely be used as
a soil amendment and/ or as structural fill in an off-site
location.
C&D Debris
All construction and demolition debris generated at this
facility is disposed of off site.

Part 5 -Updates and Reviews
Annually, this Plan will be reviewed and a report describing its
implementation submitted to the Division of Solid Waste
Management by August 1 for the preceding twelve months.
Copies of these annual reports will be made part of this Plan.
Triennially, this Plan will be reviewed and updated. Copies of
the last two updates will be included with this Plan.

(2) Ash from boilers (approximately three dump truck loads per week) is being placed in the landfill as structural
fill. This will be the first phase of the closure process. Jim Coffey has agreed to this procedure.
