The Solid Waste Management Plan for this facility was submitte_d to your
department on June 9, 1997. This plan is reviewed annually and this letter
should be considered as a status report for the preceding 12 months
A review of our waste generation and disposal activities for the 1998 -1999
year indicates the following:

Increased emphasis on process waste reduction and reuse has resulted in a
significant reduction when compared to the baseline year. There was an
increase, of 14.3 pounds of process waste per ton of paper produced, due to the
disposal of zero value inventories. The disposal of Construction and
Demolition (C&D) waste has been reduced by continuing efforts to identify
. '
areas where the C&D wastes can be used and by the reduction in
construction activity.
Unfortunately, most of the waste generated at this site comes from the
combustion of coal. It is unlikely that we can reduce the quantity of the ash
generated. The current trial of using ash for beneficial cover on the Process
Landfill could reduce the amount of ash to the ash landfill by forty percent.
We can not meet our waste reduction goal for ash without a significant
beneficial reuse program.

ash/soil mixture as an alternate daily cover on June 6, 1999. On June 8, 1999,
we started using the approved tackifier "Terra Agent 3" in place of the required
cover on a regular basis.

Subject: Beneficial Use Determination Permit No. 88-05
Transylvania County
As we discussed on March 25, the P. H. Glatfelter Company requests
approval to use coal combustion byproducts, ash, instead of a material
resource, soil, as intermediary cover in Ecusta's Process Waste Monofill,
Permit No. 88-05. This application is described in Paragraph (3) of
15A NCAC 13B.1708.
The coal combustion products, such as; bottom ash, fly ash and precipitator
ash is produced for low sulfur coal burned in our onsite coal fired steam
generation units. The amount of ash generated at this site varies from 800
to 1500 tons per month. The ash will be compacted into approximately six-
inch layers using a Model TD-15 International tracked dozer.
Soil may be blended with the ash to achieve adequate cover and
compaction. Fugitive emissions will be controlled by minimizing the
working face, use of wetting agents or other means as needed.
Toxicity Characteristics Leaching Procedures (TCLPs) have been conducted
on the ash produced at Ecusta on a regular basis. Representative metal
analysis is summarized below and the complete results are attached.

Organic compounds were not detected in the leachate from any of the ash
samples subjected to the TCLP during the past nine years.
The use of these coal combustion byproducts will allow us to more
efficiently operate this monofill while achieving the solid waste reduction
goals contained in Ecusta's Solid Waste Management Plan. If there are any

The Solid Waste Section has completed the compliance review of P. H. Glatfelter's
Solid Waste Management Plan. It appears that the plan has addressed all the
requirements of General Statute 130A-309.09D(c). We encourage P.H. Glatfelter to
implement the programs as stated in the plan, and to continually review the plan's
effectiveness in meeting your company's goals and the goals of the state law. Your
company should modify the plan if conditions change that impact solid waste
management.
I would like to remind you that General Statute 130A-309.09(D)(c) requires that the
owner and operator of industrial facilities update the solid waste plan at least every three
years. If conditions change at your facility sufficiently to warrant a substantial update of
the plan, it can be done earlier than three years.
