Attached are the responses to your questions contained in your letter of July 9 in
regards to the process waste landfill. I appreciate the time it took you to review our
submittals and hope that these responses will satisfy your concerns.
It was my understanding that your department did have a copy of the 1991
"Hydro geological Assessment of the Olin/Ecusta Landfill." When you advised me that
you did not, I can certainly understand your questions and concerns.
After you review this information, please give me a call; and if there are any more
questions, we can set up a satisfactory time for the two of us to meet either in Raleigh
or Pisgah Forest to more fully discuss the future operation of this landfill.

PROCESS WASTE LANDFILL
MAY 2, 1996 SUBMITTAL
Item 1
-Waste stream characteristics are described in Section II and
subsurface investigations in Section III of the attached "Hydrogeological
Assessment of the Olin/Ecusta Landfill," dated December 1991.
Item 2
-The existing permit describes the permitted waste boundary as the
outer perimeter of the island. There is in actuality at least a 50-foot
buffer between the actual waste boundary and the outer perimeter of the
island.
-All of the property on the other side of the Davidson River and the
Davidson River Canal is owned by the P. H. Glatfelter Company.
-The top of the Davidson Canal weir is 2109.00 feet. Even though the
Davidson River and the Turkey Creek weir is also 2109.00 feet, they are
separated from the Davidson Canal by a sheet piling weir with an
elevation of 2110.57 feet. The stream elevations above these weirs are not
routinely measured. There is always an overflow from both weirs.
-During the installation of the monitoring wells, site conditions resulted
in the installation of only six wells. Even though the initial plan was to
install nested wells at MW-1, MW-2, and MW-3, this was changed to
single wells when the boring logs were reviewed. There are no nested
wells. The three existing groundwater monitoring wells are MW-1,
MW-2, and MW-5 and are described in Item 2. The drilling logs for these
wells are attached.
-Copies of the results of the study done after these wells were installed,
including all well construction records, etc., are included in the attached
"Hydrogeological Assessment of the Olin/Ecusta Landfill," dated
December 1991.
Item 3
-A copy of the requested report is attached.
-This section of the report was found to contain a number of errors. In
particular bis (2-ethylhexyl) phthalate was incorrectly assumed to be the
same as di (2-ethylhexyl) phthalate. The latter is listed in the 2L
standards while the former is not. The detection limit for vinyl chloride,
1,2-dichloroethane and benzene were above the NC 2L standards. In
Table I of Item 3, one or more analysis of these chemicals were identified
with a "J". This meant that those chemicals were detected but were below
the methods detection limit.
For a more complete explanation, see Section 4 and Appendix H of the
"Hydrogeological Assessment of the Olin/Ecusta Landfill" dated December
1991.
October 29, 1997 Submittal
-The model that was used to evaluate the impact of this landfill on
groundwater was recommended by the Division of Waste Management.
It is important to remember the type of process waste placed in this
landfill. It is not mixed waste; it is primarily rejected alkaline based
paper from our :finishing and converting areas. This paper is compacted
into almost impervious layers.
-Modeling of the volume and concentration of contaminants in the
groundwater layer is contained in the December 1991 report on
"Hydrogeological Assessment of the Olin/Ecusta Landfill." A copy of this
assessment is attached.
-The water table map that was based on the data collected on October
15, 1990 is contained in Plate III of the referenced Hydrogeological
Assessment. This map should have been included in the October 29, 1997
submittal but was not because it had previously been submitted to the
Division of Waste Management.
-Based on the information contained in the December 1991 report on
the "Hydrogeological Assessment of the Olin/Ecusta Landfill," this landfill
is currently meeting the 21 standard.
-The process waste landfill monitoring plan was based on earlier work
completed in 1990 and 1991. This plan was an attempt to build on past
knowledge accumulated during our Hydrogeological Assessment
completed in 1990. The number, location, and design of the current
monitoring wells were selected and approved by EPA and the North
Carolina Division of Environmental Management taking into account the
physical location of the landfill, the nearness of the Davidson River and
the Davidson River Canal. The number and location of the proposed
surface water monitoring sites was simply the selection of a
representative upstream and downstream location. Selection of the
sampling parameters was based on previous analysis for the 2L
constituents.
Proposed sampling parameters can certainly be changed. I have no
problem expanding these parameters to include the RCRA metals, sulfate,
a VOC scan (using EPA method 8260), and a SVOC scan (using method
8270) for a specified time -such as; every six months for one year. Then
we should evaluate this data and modify the sampling parameters, if
needed.
-You are correct, the five-year grading plan is designed to be basically
flat. It is our intention to use this landfill for many years; but, if it were
decided to close this landfill early, proper slopes would be created to
minimize infiltration.
-Yes, the downstream sample point, P002, is located downstream of the
weir and the confluence of the Davidson Canal and the Davidson River
and Turkey Creek.

Dear Mr. Gussman:
This letter serves as formal acknowledgement of receipt by the Division
of Waste Management, Solid Waste Section, of information required by Rule
.0503(2)(d)(ii) submitted on behalf of the owner and operator of the referenced
industrial landfills. The rule requires that the owner and operator of an industrial
landfill receiving waste on or after January 1, 1998, submit a demonstration that
the landfill design ensures compliance with the ground water standards of 15A
NCAC 2L. This acknowledgement is given without Section review and
evaluation of the submittal and does not constitute final determination by the
Section that the design ensures compliance with the ground water standards
established under 15A NCAC 2L.
The Section will review and evaluate the information submitted and
determine if the landfill designs ensure compliance with the ground water
standards. If the Section determines that the landfill designs do not ensure
compliance with 2L, closure of the landfills will be required. The Section may
take into consideration the time required to properly close the landfills and the
time necessary to prepare for alternative waste management when considering
an order to close. If the Section determines that the landfill designs ensure
compliance with 2L, a five-year permit will be issued. Additional requirements
such as an enhanced final cap system and specific operational requirements may
be made conditions of the permit.
