STATUS OF PERMIT:
The Permit to Construct and Operate was issued on September 6, 2022. The Permit to Construct and Operate will expire
on September 6, 2027.
This permit is the combination of two former notified LCID landfills, which were less than 2 acres each. The northern
LCID began operating in 2006 with the notification number of N0712.The southern LCID began operating in 2018 with
the notification number ofN1096.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Signage has been placed at the entrance to the facility. Additional signage has been placed throughout the facility
to aid in the operation of the LCID.
2. A gate has been installed at the entrance to the facility.
3. The sediment basin appeared to be functioning properly. Four fabric baffles run across the sediment basin. No
overgrown vegetation was observed on the side slopes of the sediment basin. Continue to monitor and maintain
the basin as required by the stormwater permit.
4. The access road to the facility is being managed properly at this time. An access road has also been established
around the entire LCID to provide access for fire -fighting vehicles. Continue to maintain the access roadway to
ensure access around the entire facility.
5. 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ration
of three horizontal to one vertical at any time." At the time of this inspection, the eastern and southern side
slopes were identified to be nearly vertical with little compaction. It appears that the waste is placed on top of the
LCID then pushed over the edge. The waste has not been sloped nor compacted to meet the three to one ratio.
The waste must be safely sloped and compacted to meet the three horizontal to one vertical slope ratio.
6. 15A NCAC 13B .0566 (3), "All waste shall be covered with no less than six inches of soil monthly, or when
the working face reaches one acre in size, whichever occurs first." At the time of this inspection, the working
face was approaching the one acre size limit, due to the large area of uncovered vertical side slopes. Once the
waste is properly sloped and compacted, the waste must then be covered with a minimum of six inches of soil
cover monthly or when the working face reaches one acre in size, whichever occurs first.
7. No areas of exposed waste were identified on the former N1096 LCID. The vegetation on the former N1096
LCID has become overgrown. Mow the LCID as often as necessary so that the LCID can be properly inspected.
8. Edge of waste markers have been installed around the LCID and can be seen from one to the next. Continue to
maintain the edge of waste markers to ensure that they are visible around the LCID.
9. Stockpiles of broken concrete were observed at the facility. Some rebar was visible within the concrete stockpiles.
Ensure that the rebar is cut flush with the concrete or removed during the crushing process. Based on previous
conversations with Mr. Collie, the concrete will be utilized as road base at the facility.
10. Photographs were taken during this inspection.
11. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
