Glatfelter Ash Industrial Landfill, Permit Number 88-01, Pisgah Forest, Transylvania County Dear Mr. Cody: The Division of Waste Management, Solid Waste Section hereby approves the referenced Closure Plan dated September, 2005, prepared and submitted by P. H. Glatfelter. In accordance with the Compliance Order and the Conditions for Compliance issued September 12, 2005, Glatfelter shall begin installation of the final cover within 30 days of the approval of the closure plan. Upon completion of closure activities, a final construction report as specified in the Closure Plan shall be submitted to the Division for approval. The report shall include documentation of landfill closure and as-built drawings, and certification that the "slide area" has at least two feet of soil in place and vegetation established. Easley, Governor William G. Ross Ji;., Secretary This letter is in response to your letter dated January 21, 2005, requesting additional time to allow continued storage ofcoal fly ash within a warehouse located at the Ecusta Business Center Facility in Pisgah Forest. The Solid Waste Section will grant an extension of 60 days for fly ash storage with the following conditions: • The ash will continue to be stored within a dry, enclosed warehouse located on-site • Within 60 days ofreceipt of this letter, submit a beneficial reuse plan and schedule to remove a minimum of 75 percent of the stored coal combustion by-products within six months • Upon approval of the plan and schedule by the Section, submit monthly progress reports Given the ongoing site evaluation, your proposal to fill concrete foundation pits with fly ash should riot be considered a viable beneficial reuse option at this time.
