Box 200 Pisgah Forest, NC 28768 July 5, 2001 Re: Permit Modification, Ecusta Industrial Landfill, Permit Number 88-01, Transylvania County Dear Mr. Cody: The purpose of this letter is to inform the owner/operator that the Solid Waste Section(Section) has approved modification of the pem1it to allow construction of the referenced landfill in accordance with the Transition Plan for Phase I submitted by Sevee & Maher Engineers, Inc. dated December 5, 2000 and the P. I-I. Gladfelter Ash Expansion, Landfill Design Report dated June 2001. In a letter dated December 18, 2000, the Section conceptually approved the Transition Plan for Phase I. The approved plan is designed to cut-off, collect, and treat ground water migrating from the landfill and includes: an underdrain system in Phase I, a slurry wall downgradient of Phase I, an interceptor drain and pump station up gradient of the slurry wall, and stonT1water management dikes and ditches. As stated in that letter, the approved plan limits Phase I to a vertical expansion over the existing landfill footprint established prior to January 1, 1998. The approved Transition Plan allows this phase of operation of the landfill until January 1, 2003. The Section still has some concerns regarding the effectiveness of the proposed slurry wall design which were not adequately addressed in the hydrogeologic submittal. Since the approval is "performance based" and the effectiveness of the proposed landfill design will be fully evaluated prior to January 1, 2003, the Section approves construction of the proposed slurry wall design. However; prior to issuance of the approval to operate, a revised water quality monitoring plan shall be submitted to and approved by the Section. The plan shall, at a minimum, include additional monitoring wells to measure the effectiveness of the design in controlling the migration of the contaminant plume. Glatfelter Ash Landfill Expansion Landfill Design Report, dated June 2001 I have reviewed the Glatfelter Ash Landfill Design Report. It does not contain the level of detail in hydrogeologic information or evaluation that I had anticipated. In a separate submittal that included boring logs, soil test reports, and hydraulic test reports, there was insufficient information for me to formulate a good conceptual model of the hydrogeology of the site. Nor does the information provide as clear a picture as expected regarding the contrasting hydraulic characteristics between the sand-gravel outwash materials and the sandy-silt saprolitic materials. Therefore, I will need to evaluate this new data along with data from various previous submittals to develop a good understanding of the site hydrogeology. Based on my present understanding there is still some question regarding how effective the slurry wall will be if anchored in the saprolite. Theoretically the design proposal seems reasonable, so they may be able to proceed working under a "performance based" permit modification. If this approach is taken, it will be important to install some additional ground-water monitoring wells to measure the effectiveness of the design in controlling the migration of the contaminant plume.
