Gussman Director, Environmental Affairs Subject: Brown No. 2 Ash Landfill Ecusta Facility Pisgah Forest, North Carolina Gentlemen: Law Environmental has reviewed Ecusta's preliminary plans for the Brown No. 2 Ash Landfill. The purpose of our review was to determine the potential effect of expansion on the existing landfill and the nearby Aerated Stabilization Basin (ASB) dike. In December, 1989, Law assisted Ecusta with installation of subsurface relief wells along the ASB dike (please refer to our Report of Relief Well Installation, Job No. 56-9610.50, dated January 17, 1990). This work demonstrated that continuing subsurface seepage could be expected under the dike, and that future dike stabilization would be beneficial. Ecusta plans to place ash within the low-lying open area bordering the south side of the active landfill. A drainage channel currently flows through this area from east to west. The channel carries stormwater runoff and spring discharges from a nearby hillside to the Davidson River. The channel is bounded to the south by the ASB dike. The width of the channel varies from three to ten feet, and the channel lies about 18 feet below the top of the ASB dike. Flow carried by the channel from upgradient are.as is proposed to be redirected to an existing sediment control basin. Since the basin outlet is downgradient of the fill area, flow will effectively bypass the portion of the drainage channel to be filled. From the top of the ASB dike to the ash landfill, a rectangular area covering approximately 150 by 600 feet is planned for fill placement. The ash will be placed in this area up to the top of the ASB dike; the fill will ultimately be 18 to 20 feet deep. Our recently completed review has indicated that expansion of the ash landfill will provide two major benefits to Ecusta: • Stability at the toe of the existing steeply-sloped landfill will be reinforced by the presence of ash in the drainage channel. • The proposed compacted ash fill will help stabilize the ASB dike by providing a counterbalancing force on the north side of the dike.
