RE: Water Quality Monitoring At The Ecusta Ash Landfill (tt 88-01)
Dear Mr. Gussman,
This letter is written to document the telephone conversation we
had yesterday regarding the sampling parameters for future sampling
at the Ecusta Ash Landfill. The ground and surface water monitoring
sampling locations should be sampled for the following parameters:
pH, temperature, conductivity, arsenic, cadmium, chromium, iron,
lead, manganese, mercury, selenium, sulfates, total dissolved solids,
and total organic carbon.
The new monitoring well, MW-4, should be sampled again this
July for the parameters referenced above. The initial sampling of
this well indicated the presence of some constituents that exceeded
ground water standards. Should this be confirmed in future sampling,
additional investigation may become necessary. Please inform the
Solid Waste Section in advance of the exact date of the July sampling
event so we can make arrangements to split samples with you.
The regular annual sampling for all wells is scheduled for this
November. Beginning in 1993 all monitoring wells and surface water
sampling locations should be sampled on at least a semi-annual basis.
I have enclosed a copy of the Section's data from this past year's
sampling event with this letter. If you have any questions regarding
water quality monitoring at the Ecusta Ash Landfill site, please

Subject: Sampling Frequency at Solid Waste Management Facilities
As requested in your January 10th letter on the above subject, the Ecusta
Division of the P.H. Glatfelter Company at Pisgah Forest will be
monitoring all of the groundwater monitoring wells and designated surface
water monitoring locations on a semiannual basis starting January I, 1993.
These sampling events, which have been discussed with Bobby Lutfy, will
take place in May and November in the future.
Copies of the analytical data resulting from these sampling events will be
submitted to your department within fifteen days after our receipt.

Enclosed please find the referenced permit and a certified copy. The
Amendment to Permit is approved in accordance with G.S. 130A-294,
subject to the Conditions of Permit. This permit modifies the original
approved plans (15 June 79) to comply with the current regulatory
requirements. The conditions of this permit supersede any conditions
issued heretofore.
This permit describes the reconstruction of the monofill following the
01 Oct 89 "Slide Incident", and amends the facility description to
include an additional 5.7 acres for recordation purposes. The approved
disposal area remains consistent with the original permit, issued
05 July 79. It should be noted that Permit# 88-01 describes the Coal
Ash Monofill only.
The Conditions of Permit describe the requirements for construction,
operation, and monitoring/reporting for the referenced facility. The
water quality monitoring requirements for this facility are described in
conditions M&R #1. Based on the logistical difficulties in using the
plant's scales and the additional weight of the water used in ash
management, M&R #4 describes the approved method for weighing waste.
The approved plan is described by Attachment 2 and is subject to the
Conditions of Permit. As per our discussion, please forward a set of
drawings for the approved plan to Mr. James Patterson at the Asheville
Regional Office.

Lying within Brevard Township, Transylvania County, North
Carolina and being a portion of Parcel One of the Ecusta
Corporation property as described in Deed Book 277, Page 651;
also being a portion of Tract1-2 as shown on that certain plat
entitled Sheet 2 of 3, Boundary Survey, Olin Corporation and
recorded in Plat Cabinet 2, Slide 371 of the Transylvania
Registry and being more particularly described as follows:
BEGINNING on a coricrete monument, the southeast corner of
the Mackey Estate Subdivision as shown on Plat Book 1, Page
10, said monument being Corner Number 46 of the aforementioned
plat of the Olin Corporation Boundary;
Thence from said beginning with the Ecusta Corporation boundary

SANITARY LANDFILL
CONDITIONS OF PERMIT:
GENERAL
1. This permit is subject to review every five years, effective
from the issuance date of this permit. Upcoming amendments to
the Solid Waste Management Rules may necessitate the
modification of the construction and operation plans or even
closure of this facility prior to this date.
2. This permit shall not be effective unless the certified copy is
filed in the Register of Deeds Office, in the granter index
under the name of the owner of the land in the county or
counties in which the land is located. After recordation, the
certified copy shall be returned to the Solid Waste Section
(SWS) and shall have indicated on it the page and book number,
date of recordation, and Register's seal.
a. Originally 21.9 acres, the permitted boundaries of this
facility has been expanded to include an additional 5.7
acres. This expansion encompasses the waste which was
displaced from the approved disposal area in the 10-01-89
Slide Incident. As defined in the original permit (issued
07-05-79), the approved disposal area is not modified by
this amendment to permit.
b. For recordation purposes, the existing limits of the waste
are illustrated on Attachment 1, "Drawing 1, Site Plan
Topographic Survey of Brown No. 2 Landfill".
3. When this property is sold, leased, conveyed or transferred, the
deed or other instrument of transfer shall contain in the
description in no smaller type than that used in the body of the
deed or instrument a statement that the property has been used
as a sanitary landfill.
4. This solid waste disposal site is permitted to receive coal ash
generated by the Ecusta Division of P.H. Glatfelter co.,
located in Transylvania County.
5. The "approved plan" is described by the documents listed in
Attachment 2, "List of Documents for Approved Plan".
6. This permit is not transferable.
CONSTRUCTION AND OPERATION
1. This permit is for construction and operation according to the
approved plan and subject to the following conditions:
a. The requirement for daily cover is conditionally waived.
However, the active area of the landfill shall be
confined to the smallest area practicable. The maximum
active area shall not exceed one acre (approximately).
Appropriate measures shall be implemented at all times to
control fugitive dust emissions.
b. Temporarily inactive disposal areas shall be
stabilized with a minimum 6-inch soil cover and
vegatation.
c. For closure, two feet of compacted soil cover shall be
applied to all areas of the site which have received
waste, including areas outside the approved disposal area.
Permanent vegatation shall be established as described in
the approved plan.
Additional conditions and revisions of the approved plans shall
be approved by the North Carolina Solid Waste Management
Division.
2. All sedimentation/erosion control activities will be conducted
in accordance with the Sedimentation Pollution Control Act,
codified at 15 NCAC 4.
3. This facility shall conform to operating procedures in Rule
.0505 of the Solid Waste Management Rules, and the conditions
specified herein.
4. As per the engineering evaluation prepared by Law Environmental,
the sequence of ash filling shall progress from upgradient to
downgradient to maintain positive drainage and prevent
accumulation of surface water behind the ash.
5. A closure and post-closure plan must be submitted for approval
at least 90 days prior to closure or partial closure. The plan
must include all steps and measures necessary to close and
maintain the facility in accordance with all rules in effect at
that time. The final cover will be evaluated based upon
performance and upgraded if necessary.
MONITORING AND REPORTING REQUIREMENTS
1. Water quality monitoring requirements:
a. The current monitoring system requirements, sampling
parameters and frequency are described in Attachment 2,
Document #7, 11 05 Feb 92 correspondence from sws
Hydrogeologist."
b. Sampling equipment and procedures shall conform to the
specifications outlined in the 11 N.C. Water Quality
Monitoring Guidance Document For Solid waste Facilities,"
or as required by the sws at the time of sampling.
c. The monitoring plan shall be modified as required by the
SWS Hydrogeologist.
2. Ground water quality at this facility is subject to the
classification and remedial actions provisions referenced in
Rule .0503(2) (d) of 15A NCAC 13B.
3. In a timely manner, Ecusta shall submit analytical data for
sampling events to the Division of Solid Waste Management, sws
Hydrogeologist. Data for all sampling events shall be
maintained on site.
4. Records for the amount of coal ash received at the facility
shall be maintained. In accordance with the Approved Plan
Document# 5 & 6, the weight (tons per day) of the ash shall be
calculated daily and compiled monthly using the following data
(most recent) from the coal combustion process:
a. ASTM 03174 -Test for ash content of coal;
b. ASTM 02234 Type I, Condition B -collection of gross coal
samples;
c. Weight of raw coal (feed); and
d. Efficiency of ash collection.
5. On or before 01 Aug 92, and each year thereafter, the permittee
shall report the amount of ash (in tons) received at this
facility and disposed of in the landfill to the Solid Waste
Section, on forms prescribed by the Section. This report shall
include the following information:
a. The reporting period shall be for the previous year,
beginning 01 July and ending 30 June;
b. The amount of waste received and landfilled in tons,
compiled on a monthly basis, according to the method
previously described in Condition 4; and
c. Notification that a copy of the report has been forwarded
to Transylvania County (to County Manager).
