The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. This facility has a Life of Site Permit that was issued April 10, 2017. Facility is required to submit an annual facility
report on or before August 1 annually.
2. This facility is permitted to receive Municipal Solid Waste as defined in NCGS 130A — 290 (a)(18a).
3. This facility is secured by fences with locking gates.
4. Signs are posted on the fence before the scales with all required information.
5. The interior roadways are made of all-weather construction and well maintained. A street sweeper is used several
times a week to clean the roadways. A smaller sweeper is utilized throughout the day to help pick up windblown
waste. Mr. Parker stated that the city was looking to purchase a walk behind blower unit to possibly help with the
collection of windblown waste.
6. The tipping floor is kept clean.
7. The leachate drains are kept clean and functioning properly. The leachate drains are connected directly to the
sanitary sewer system.
8. Some building maintenance is needed. The metal siding above the trailer loading bay has been damaged and the
metal at the base of the southern wall of the transfer station has eroded. This was also identified in the October 2021
and September 2022 Inspection Reports. Mr. Parker stated that the engineer was in the process of redesigning the
entire transfer station facility. Mr. Parker stated that he would keep myself and the Permitting Engineers appraised
of the redesign.
9. The transfer station had recently been power washed. Dirt and grime were not visible on the walls. Good Job!
Continue to ensure that the transfer station is cleaned no less than twice per year.
10. Waste was observed within the transfer trailer loading bay. Mr. Parker stated that the waste is removed as needed
throughout the day and at the end of the day. During this inspection and in a slow period on the tipping floor, the
operator removed the trailer from the loading bay to clean the excess waste within the loading bay. Mr. Parker also
stated that the possible redesign of the transfer station may also help with limiting the amount of waste in the transfer
trailer loading bay. Ensure that the waste is removed from the transfer trailer bay at the end of each day and
as needed throughout the day.
11. Windblown waste was observed throughout the transfer trailer bay and near the trailer staging area. Windblown
waste was actively being picked up during this inspection. The facility also utilizes a sweeper machine to pick up
windblown waste from the roadways and curbing. Ensure that any windblown waste is picked up around the
facility and cleaned out of the transfer trailer loading bay daily.
12. Mr. Parker stated that new and additional equipment has been purchased so that the facility can operate properly.
Some of the new equipment would serve as back-up in case one piece of equipment was down and in need of
maintenance.
13. No areas of standing water were observed during this inspection.
