Dear Jackie:
On behalf of Burke County, LaBella Associates is submitting this request for an extension for
implementation of the Landfill Gas Remediation Plan (LGRP) for the Kirksey Drive Landfill (Permit # 12-
01). The LGRP was originally submitted in June 2018 as a single document presenting plans for landfill
gas remediation at both the Kirksey Drive Landfill (Permit # 12-01) and the East Burke Landfill (Permit #
12-02). In April 2020, you approved an extension for the installation of proposed gas intercept trenches
at the Kirksey Drive Landfill to Fiscal Year 2022 (FID 1401387) in conjunction with a request to similarly
delay the installation of gas intercept trenches and the East Burke Landfill due to the County's plans to
build a new convenience center and then close the East Burke Convenience Center. Again, in October
2021, you approved an extension to FY-2023 for similar reasons (FID 1616315).
Construction of the new convenience center started earlier this year; however, there have been delays
in the construction which have necessitated a request for an additional extension for the construction of
the intercept trenches at the East Burke Landfill until June 2024 (see the accompanying extension
request letter for the East Burke Landfill).
LaBella has prepared plans and bid documents for the trench construction at both the East Burke and
Kirksey Drive Landfills, which assume the construction at both sites will be completed by one contractor
in one mobilization. Since construction of the trenches at East Burke Landfill have been delayed, we
also request an additional extension to June 2024 for construction of the trenches at the Kirksey Drive
landfill.
Also, the recent new methane exceedance in probe GP-1 is being investigated. If this exceedance
persists, we may need to add an additional gas intercept trench in that area. The requested extension
will allow us to fully investigate that exceedance and plan for any additional corrective action.
