PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Friday from 5:00 am until 5:00 pm. 4. Waste screening reports were verified up to 8/31/23. The facility conducts screenings on 5% of loads received. 5. Josh Koch, Transfer Station Operations Specialist, TS-2022077, exp. 8/24/2025 6. The facility currently accepts yard trash from the Town of Wendell. A pile of yard trash was present on the tipping floor at the time of inspection, and some of the yard trash was mixed in with the MSW. Mr. Principe stated that some of the yard trash is contaminated with MSW at the time of collection, so it is mixed with the MSW at the transfer station and transported to Sampson County LF for disposal. Mr. Davis informed Mr. Principe that yard trash is banned from disposal at MSW Landfills, so this activity needed to stop. Mr. Davis recommended that the facility separates out any MSW from the incoming yard trash loads or they send any contaminated loads back to the Town of Wendell. Mr. Principe stated that his staff would no longer mix yard trash and MSW on the tipping floor or send mixed loads to the landfill. Ensure that incoming loads of yard trash and MSW are kept separate and that no yard trash is transported to the landfill for disposal. 7. The interior walls of the transfer station were relatively clean and free of dirt and grime. 8. During this inspection, a loaded transfer trailer was observed actively leaking within the staging area. Multiple puddles containing leachate and a large area of wet, stained soil were also identified within the staging area. Ensure all transfer trailers are inspected for deficiencies and repaired as needed. Containment troughs can be utilized as a temporary measure to prevent leachate from contacting the ground. Any impacted soils should be excavated, disposed of properly, and subsurface soils evaluated as necessary. 9. On Wednesday 9/13/2023 and Thursday 9/14/2023 Ms. Squirewell sent pictures to Section staff showing that the impacted soils referenced in #7 had been removed [See attached pictures]. Ms. Squirewell also stated that Hilco had been notified of the damaged trailer and that containment troughs would be ordered by the end of the week. It is recommended that facility staff continue to monitor the trailer staging area and clean up any leaks or spills as they occur. 10. 15A NCAC 13B .0405 (a)(4), “Vector Control. Owners or operators of a site shall operate and maintain the site to prevent on-site populations of vectors.” During this inspection, a very large population of turkey vultures was present on top of transfer station building and within the eastern wood line of the property. Mr. Debnam stated that large numbers of turkey vultures at the facility were commonplace. It is recommended that the facility investigate actions that can be taken to reduce or prevent this substantial on-site population of vectors. 11. During this inspection, the leachate drainage culvert at the base of the trailer loading bay contained a shovel wedged into the culvert to prevent a layer of floating waste from entering the outflow pipe. Mr. Debnam stated that the exterior grates were tightly wedged into the space, preventing his staff from removing them and cleaning out the floating waste. He also stated that the leachate drains and tanks were pumped once per month and that the drains have never overflowed. Leachate collection drains and lines should be clear and maintained in free-flowing condition. It is recommended that the grates are configured in a way which allows staff to access the drains for periodic cleaning. There was some windblown waste located on the south side of the tipping floor facility and within the transfer trailer staging area. Continue to ensure all windblown waste is picked up before the end of each operating day. 13. Digital photographs were taken during this inspection.
