Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility consists of a transfer facility, convenience area for recyclables, tires, cardboard, metal, construction and demolition debris, brush, rigid plastic, white goods, batteries, antifreeze, used oil and electronics. 2. The required signage is posted at the entrance of the facility. 3. The facility is secured by an automatic gate at the entrance of the facility. 4. The facility is permitted to receive solid waste generated from within Iredell County. 5. All waste is taken to the Iredell County MSWLF (Permit # 49-03). 6. No unacceptable waste streams were observed. 7. The aggregate had become exposed in the surface of the tipping floor. Please maintain the integrity of the tipping floor to prevent future deterioration of the surface. 8. The tipping floor slopes towards the lower trailer loading bay. The floors and walls of the transfer station are washed daily. The wastewater is collected by drains in the lower trailer loading bay. 9. The inside and outside of the transfer station was pressure washed on August 26 & 27, 2023. Facility staff pressure washed the tipping floor, push walls and trailer loading bay on September 9, 2023. 10. No waste was observed in the drain at the end of the truck turn around area. 11. Facility staff were observed picking up windblown waste during the inspection. 12. The trailer loading bay was free of debris and leachate drains were free of debris and appear to be operating properly. 13. The drains from the trailer loading bay flow into an oil -water separator. The grit chamber and oil water separator were last pumped May 3, 2023, by Universal Environmental Services, LLC. 14. Leachate is discharged into the Town of Mooresville Sanitary Sewer system. 15. Eight fire extinguishers are available throughout the facility and located in heavy equipment for fire suppression. 16. White goods were staged on a concrete loading dock. CFC's are removed by facility staff and then loaded into a container. All metal is taken to Gordon's Metal in Statesville. 17. Observed electronics palletized and staged for Powerhouse in Salisbury to pick-up. 18. Observed a crack in one of the roll -out containers containing used oil filters and was pointed out to facility staff. Oil was observed underneath and around the container. Mr. Torrence immediately notified facility staff to spread some oil absorbent material. Ensure containers are free of cracks and leak resistant. Records Review 19. A copy of the current permit and operations plan are maintained in the scale house. 20. The average daily tonnage from November 17, 2022, to December 31, 2022, was 193.60 tons per day, received 7,550.11 tons and transferred 7,530.39 tons. 21. The average daily tonnage from January 1, 2023, to September 19, 2023, was 198.24 tons per day, received 46,486.56 tons and transferred 46,510.90 tons. 22. Reviewed waste screening records from January 3, 2023, to September 18, 2023. Any unacceptable waste observed was noted on the waste screening forms along with actions taken for proper disposal. The facility is in accordance with the 15A NCAC 13B .0405(8)(A) in meeting the requirement for screening incoming loads weekly. 23.
