Box 230 High Point, NC 27261 PARTICIPANTS: Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section (SWS) Mike Spencer, Solid Waste Disposal Superintendent – City of High Point Brad Embry, Assistant Solid Waste Disposal Superintendent – City of High Point Ron Taylor, Landfill Supervisor – City of High Point STATUS OF PERMIT: Permit to Operate (PTO) issued August 22, 2022 Life of Site Permit PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On September 18, 2023, Chuck Kirchner met with Mike Spencer, Brad Embry and Ron Taylor to conduct a partial inspection of the Kersey Valley MSW Landfill located off E. Kivett Road in High Point, Guilford County. Facility Information 1. The municipal solid waste (MSW) landfill is located on property owned by the City of High Point. The property also contains a treatment and processing (T&P) operation, a convenience center, and a temporary disaster debris staging site (TDDSS). 2. The August 22, 2022 permit is an Approval to Construct (PTC) Area 3, Phases 6-8 and Phases 9-10 which are the vertical expansion over Areas 1, 2 & 3. This permit is also a Permit to Operate (PTO) Areas 1 & 2, Phases 1-5. 3. Construction in Phase 6 area is near to grade and liner will be installed soon according to Mr. Spencer. Liner material observed on site during this inspection. 4. The landfill is in operation Monday through Friday 7:30 am to 4:30 pm. The convenience center near the entrance is open on Saturday from 7:00 am to 1:00 pm. 5. The facility appeared to be well maintained. 6. Facility personnel were observed maintaining areas near the working face of the landfill and around the convenience center near the entrance to the facility. 7. Kersey Valley Convenience Center near entrance observed to be clean and well maintained. 8. Phase 1, 2 & 3 on west side of Kersey Valley Road is closed and has an intermediate cover. 9. Cap vegetative cover on Phase 1, 2 & 3 was well established with no observed erosion or exposed waste. 10. Remove saplings and ensure vegetation is mowed on the cap. 11. The facility has installed four candlestick flares atop Area 1. The flares are used for the combustion of passive landfill gas. The flares automatically ignite when needed. All four candlestick flares were observed during the facility inspection and appeared in good condition. 12. A Wood Waste Processing Area for LCD and pallets located SW of Phase 1, 2 & 3 was observed this inspection. 13. The Wood Waste Processing Area is permitted to receive clean wood waste, lumber scraps, and furniture manufacturing wastes. No chemical or preservative-treated wood wastes are acceptable at this area. Engineered or glued laminated wood wastes may be acceptable at this area for mulch after being treated and processed. The mulch products can only be used at the landfill facility. 14. A dumpster is located next to the wood waste pile. Any painted pallets or unacceptable waste material in the wood pile are separated into this dumpster prior to grinding according to Mr. Spencer. Unacceptable wastes are then placed in the landfill. 15. A 25-foot buffer zone shall be maintained around all sides of the Wood Waste Processing Area to allow fire equipment to access all sides of the wood waste in the event of fire. 16. The facility is currently operating MSW disposal in Phase 4, Cell 5B. 17. The working face was small and compact. 18. A small amount of exposed waste was observed outside the working face from the day’s activities. All waste shall be covered at the end of each working day. Ensure any exposed waste just outside the working face is returned to the working face or covered with a minimum six inches of soil as discussed in the field. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 19. The facility has white edge of waste markers along Areas 1 and 2. 20. During the inspection, no odor off site was detected. 21. Mr. Spencer stated tarps are commonly used to cover the working face during the week and they cover the working face with soil any day the landfill will be closed the following day. 22. Soil/Mulch mixture is approved for use as alternative daily cover (ADC) at MSW facilities. Mulch shall be mixed with soil at a ratio from 80% soil to 20% mulch up to 50% soil to 50% mulch by volume. 23. The facility has a leachate pump station that is connected to a pump station located on the south side of the landfill, east of Kersey Valley Road. The municipal sewer system collects leachate from Areas 1 and 2. 24. Phase 6 leachate collection system will be connected to this same pump station. 25. Pump station appeared maintained and in good condition during this inspection. 26. Leachate is pumped to the east side wastewater treatment plant. 27. The facility has a 340,000-gallon leachate storage tank with secondary containment that is no longer used. The storage tank appeared to be in good condition. 28. Continue to seed and mulch all bare slopes along the east side of the landfill per the operations plan. In addition, seed and mulch any construction areas per the approved erosion control plan. Seeding contractor observed on site during this inspection, however, seeding and mulching of the construction area had not begun at the time of this inspection. 29. Erosion control measures observed during this inspection appeared to be in good condition. 30. No off-site erosion was observed during this inspection. 31. Access roads are of all-weather construction. 32. The facility has proper signage. 33. The facility entrance is secured by a locked gate.
