The Notification Letter was issued by the Solid Waste Section on October 10, 1996. The site is recorded in deed book
1542, page 905.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The site is only used by the employees of J.P. Edwards, Inc. The facility does not appear to have been used since
the last inspection.
2. Overgrown vegetation and trees were observed along the side slopes of the LCID. The overgrown vegetation
and trees need to be removed from the side slopes to allow for proper inspection.
3. The edge of waste markers were not easily visible due to the overgrown vegetation. Ensure that the markers are
visible.
4. The signs at the entrance to the landfill are installed and posted as required.
5. The access road to the facility is being managed properly at this time.
6. The side slopes appeared to be steeper than three horizontal to one vertical. The side slopes must be graded to
meet the three horizontal to one vertical ratio.
7. As a reminder, Notified LCID landfills must be properly closed by January 1, 2026 or obtain a permit from the
Division of Waste Management.
8. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
