Hello Danny,
The Solid Waste Section does not object to your plans to temporarily change the composting method at your site from
aerated static bins to traditional windrow method. The change is proposed due to your plans to close out your existing
compost site and move to a new site, which involves moving your aerated static bins.
The windrow compost method operation would be:
1. Operated on the exact same site as the current aerated static bins
2. Compost process water and leachate would not run-off the area
3. Time and temperature, 15 days at 131 degrees, would be met, with 5 turnings during the high temperature
period
4. Other siting requirements, such as distance to property lines, residences, are met
The duration of the approval is only for moving of the aerated static bins from your original site to the newly permitted
site. Once the new site is permitted, the windrow operation at the existing site would promptly cease (within 2 weeks
unless otherwise approved).

Thank you for getting back to me yesterday,
As we discussed I would like to temporarily change my method of composting. We are moving our facility and
need to move our in -vessel composting bins. During this transition period we would like to continue to process
our material on the same site using the same process flow, but rather than using the forced air system we would
like to use the windrow method.
(13) Process to Further Reduce Pathogens (PFRP). The composting process shall qualify as a process to
further reduce pathogens for all Type 3 and Type 4 facilities. The following shall be acceptable methods:
(a) the windrow composting method, in which the following requirements apply:
(i) aerobic conditions shall be maintained during the composting
process;
(ii) a temperature of 131 degrees F (55 degrees Celsius) or greater
shall be maintained in the windrow for at least 15 days; and
(iii) during the high temperature period, the windrow shall be turned at
least five times.
