Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On September 13, 2023 Chuck Kirchner with the Solid Waste Section met with Mike Szychowicz with the City of Greensboro Solid Waste Department to conduct a partial inspection of the White Street MSW landfill. Facility Information: 1. The City of Greensboro operates a municipal solid waste (MSW) landfill (Phase III, 41-12). The property also contains a large type I solid waste compost (SWC) facility (41-03), a construction and demolition debris (C&D) atop a closed MSW landfill (Phase II, 41-03) adjacent to a closed unlined MSW landfill (Phase I), and a temporary disaster debris staging site (TDDSS, DS41-002). 2. The facility is open Monday through Friday 7:50 am to 4:50 pm and Saturday 7:00 am to 1:00 pm. 3. The facility is permitted to receive solid waste generated within the City of Greensboro and Guilford County. 4. The MSW landfill is permitted to operate Phase III, Cells 1, 2 and 3. 5. The facility does not accept scrap tires or white goods. 6. The MSW landfill Cells 1 and 2 contain intermediate soil cover and have a good grass cover. 7. Waste is currently being placed in Cell 3. Facility Inspection: 8. Leachate from Phase III Cells 1, 2, and 3 drain into a leachate pump station before being routed to the leachate storage tanks. During the inspection, the leachate pump station was observed and appears in good condition. 9. The facility has two 350,000-gallon leachate storage tanks with a secondary containment wall. During the inspection, the leachate level in Tank A was 15.0 feet and Tank B was 4.0 feet. The leachate tanks were observed to be in good condition. The leachate tanks are connected by spillover pipe and can be pumped from one to the other. 10. Leachate tank secondary containment had water in it from rain received at the landfill the previous night. Secondary containment in good condition. Water from the secondary containment is pumped via sump pump into Tank B. 11. The leachate storage tanks are connected to the City of Greensboro sanitary sewer which flows to the TZ Osborne wastewater treatment plant. 12. Landfill gas from the Phase III area is flared off. The landfill gas flare was observed in operation. 13. Landfill Gas Monitoring Wells, LFG-2, LFG-3, LFG-5, LFG-6, LFG-7 and LFG-8 were observed in good condition this inspection. 14. Groundwater Monitoring Wells, MW-13, MW-15, MW-16, MW-17, MW-20, MW-22, MW-25 and MW-25D were observed in good condition this inspection. 15. The working face was observed to be very small and compact. 16. The working face is regularly covered with soil and an adequate amount of soil is on location to use as cover material. 17. The MSW landfill currently receives approximately 24.86 tons per day from the TZ Osborne WWTP. 18. Final cover is currently being installed on Phase III by JR Lynch contractors. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 19.Continue to seed and mulch and bare areas in Phase III until bare areas are stabilized with vegetative ground cover.20.JR Lynch is planning on maintaining the sediment traps below Phase III upon completion of the permanent capaccording to Mr. Szychowicz. 21.Heavy rains from the previous night eroded some of the installed final cap currently under construction. Nosediment appears to have left the construction area. 22.Erosion and sedimentation control measures appeared to be in good order and no evidence of sediment leavingthe property was observed this inspection.23.The facility has installed edge of waste markers. Markers are on a steel post and have a yellow sign that clearly states: ‘Edge of Waste’.24.During the inspection odor was not detected.25.Landfill cap appears to be well maintained.26.Windblown material was not observed.27.The facility has a water truck available for dust control. General Comments: 28.The facility has proper signage.29.Access roads are of all-weather construction.30.The facility is secured by a locked gate.31.In the event of an emergency the facility will call 911 for assistance.
