OBSERVED VIOLATIONS:
15A NCAC 13B .0203(d): Resolved. An accumulation of waste was observed behind the northern push wall of
the transfer building. The waste was covered with dirt and dust, indicating that it had been behind the push wall
for multiple days. Facility staff cleaned the area and sent photographs after the area was cleaned. Therefore,
the violation is resolved.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on September 6, 2023 unless otherwise noted.
2. The facility is open to the public, Monday through Saturday from 7:00 am to 5:00 pm.
3. Signage showing the facility name, permit number and hours of operation were posted at the entrance to the
facility.
4. The facility is secured by gates at the entrance and new chain link fencing has been installed around the
perimeter to prevent unauthorized access.
5. Access roads throughout the facility are constructed of asphalt and were in good condition.
Record Review
6. The permit and operations plan were available for review.
7. Waste screening forms from July 2, 2022 to September 5, 2023 were available for review. The forms showed
the final disposition of any unacceptable waste that was encountered.
8. Tonnage records from the FY2022-2023 Facility Annual Report indicated the facility transferred 23,119 tons of
waste to the Haywood County Landfill and recovered 5,897.74 tons of material.

10. Tipping floor and wall washing records were provided by email for review.
Operations Inspection of the Electronics, Baling, Universal Waste and Blue Bag Area
11. Televisions and electronic waste are collected, sorted, palletized or placed in crates on the southern side of the
building and are sent for recycling.
12. Florescent tubes, bulbs and lead acid batteries are collected in a locked metal cage inside the baling building.
The bulbs were stored in structurally sound cardboard boxes and plastic buckets to prevent breakage. The
Universal Waste area was well managed at the time of inspection.
13. Used motor oil and antifreeze is being collected in IBC totes and used oil filters were being collected in trash
cans. It should be noted that the antifreeze tote is sitting on top of a secondary containment device that is
designed for four, 55-gallon drums and not a 275-gallon IBC tote and the trash cans being used for used oil filters
are sitting on top of a secondary containment device designed for a 5-gallon bucket.
14. "Blue Bag" recyclables are brought from the county convenience sites and stored inside the baling building.
The material is then loaded into transfer trailers or roll off containers and is taken to Asheville for processing.
Facility staff stated that blue bag material sometimes stays onsite for multiple days due to transportation
constraints. Ensure that the material is being removed in a timely manner to prevent the possibility of
attracting vectors and compliance with 15A NCAC 13B .0302(a)(5).
15. Rodent traps were observed throughout the facility to help control vectors.
16. Windblown material was observed around the entrance and the paved area outside the building where
recyclables are taken into the building. Ensure that all windblown materials are picked up at the end of
each operating day.
Operations Inspection of the Transfer Station Area
17. Large loads are directed to the tipping floor; citizens and small haulers dump material over a tipping wall
located on the southeast side of the building.
18. Windblown waste was observed outside the transfer building near the entrance for large loads. Waste was also
observed around the area were citizens throw material over the wall. Ensure that all windblown waste is
picked up at the end of each operating day.
19. The leachate drain is located in the center of the tipping floor and is connected to the sanitary sewer system and
appeared to be functioning properly.

20. Some waste had been pushed across the small curb on the inside of the transfer building. Ensure all waste is
kept on the tipping floor.
21. The visible portions of the tipping floor appeared to be in good condition; however, there was a buildup of
residue from waste on the floor. Facility staff stated that the floor is cleaned with a water hose on a weekly
basis, but it appears that this may not have adequate pressure to remove all the residue. The floor must be
cleaned and kept in a sanitary condition as required by 15A NCAC 13B .0302(a)(5). Due to the transfer
station component of this facility, the section recommends following the cleaninz procedures outlined in 15A
NCAC 13B .0405(11) which consists of washin,- the tippinz floor and push walls no less than once per
month and the interior walls twice per year with a pressure washer.
22. No unapproved material was observed on the tipping floor at the time of inspection.
23. An accumulation of waste was observed behind the northern push wall of the transfer building. The waste was
covered with dirt and dust, indicating that it had been behind the push wall for multiple days. Facility staff
cleaned the area and sent photographs after the area was cleaned. All waste must be removed from the
tipping floor and behind the push walls at the end of each day of operation.
Operations Inspection of the Scrap Metal, White Goods and Tire Collection Areas
24. Scrap metal and white goods are collected on a concrete pad and are loaded into roll off containers. White
goods containing refrigerants were observed to be stored upright and separately from other materials.
25. Two van trailers were onsite for the collection of scrap tires. No tires were observed outside the trailer at the
time of inspection.
