Permit Modification #1, Permit to Operate issued February 1, 2000. Permit Amendment, Permit to Construct & Operate issued March 28, 2013. A Life of Site Permit was issued May 8, 2019. The Permit will expire on May 8, 2069. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: A. 15A NCAC 13B .0405 (b), "Water that comes into contact with solid waste is leachate and shall be collected from the site for disposal to an approved facility or discharged directly from the site into a sanitary sewer line." RESOLVED: This violation is resolved due to the following reasons: the cause of the leachate release has been identified, the leachate drains have been cleaned so that leachate can flow into the leachate collection system, and Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT D_E Division of Waste Management NORTH CAR E-! °°°°�°°'a`°""=°� °' Solid Waste Section the impacted soils have been removed. However, additional sampling may be required if Ms. Elizabeth Werner, Section Hydrogeologist, determines additional assessment is required. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday, Tuesday, Thursday, and Friday from 7:30 am until 4:00 pm, and Wednesday and Saturday from 7:30 am until 12:00 pm. This inspection was conducted with Mr. Beane after the facility had closed at noon. 4. The transfer station walls were covered with dirt and grime and are in need of cleaning. Mr. Beane stated that the pressure washing would be scheduled before the end of the year. As per 15A NCAC 13B .0405 (11), the tipping floor, the truck loading bays shall be cleaned with a pressure washer no less than once per month and the remaining areas of the transfer station building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Ensure that the entire transfer station is cleaned no less than twice per year. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. 5. Sections of the tipping floor were observed to be cracked and damaged to the extent that potholes have formed in the tipping floor. Leachate was pooling on the tipping floor near the leachate drains in the push walls. Mr. Beane stated that the tipping floor would likely be replaced in November 2023. Ms. Thompson reminded Mr. Beane that assessment of the soils below the tipping floor may be required if leachate had come in contact with the soils. Continue to monitor the tipping floor to ensure that the damage to the floor has not grown and that leachate has not come into contact with the soils below the tipping floor. 6. Waste was observed within the leachate drains within the push walls. Debris was also identified within the exterior leachate drains. Ms. Thompson reminded Mr. Beane that the waste needed to be removed from the leachate drains at the end of the operating day. 7. Damage to the sheet metal above the transfer trailer loading bay was observed. Mr. Beane stated that facilities management was looking to replace the metal sheeting. 8. Windblown waste was observed near the transfer trailer loading bay. Waste was also observed on the floor of the transfer trailer loading bay. Ms. Thompson stated that all waste needed to be picked up at the end of the operating day. Mr. Beane stated that the facility staff remove the waste from the transfer trailer loading bay in the morning; however, he would remind staff that all waste needs to be removed at the end of the operating day. 9. The soil berm that was identified at the end of the transfer trailer loading bay has been removed, along with the impacted soils to the west of the paved trailer storage area. 10.
