Life of Site Permit issued March 31, 2020 and will expire April 17, 2057. PURPOSE OF SITE VISIT: Follow-up Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: A. 15A NCAC 13B .0405 (b), "Water that comes into contact with solid waste is leachate and shall be collected from the site for disposal to an approved facility or discharged directly from the site into a sanitary sewer line." RESOLVED: This violation is resolved due to the following reasons: the release of leachate has been stopped, the leachate has removed via pump truck and placed in the leachate collection system, and the impacted soils have been removed. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday, Tuesday, Thursday, and Friday from 7:30 am until 4:00 pm, and Wednesday and Saturday from 7:30 am until 12:00 pm. 4. Digital pictures were taken during the inspection. C&D Landfill 5. The facility is permitted to receive C&D waste generated in Harnett County. 6. The western side slope of the working face had been covered and stabilized with mulch. Ensure that the working face is covered with a minimum of six inches of earthen material weekly. 7. The leachate-stained soils have been removed from the sediment basin. Soil samples have been collected; however, additional soil sampling has been requested. The side slopes of the sediment basin have been sloped, but not stabilized. Ms. Bruce stated that the side slopes should be stabilized to prevent erosion. 8. Overgrown vegetation and cattails were observed within the sediment basin. Ms. Bruce stated that the vegetation would need to be removed from the basin and baffles installed per the erosion and sedimentation control plan. 9. The side slopes of the borrow area and future cell location were identified to be nearly vertical during this inspection. Ms. Bruce stated that the side slopes need to be sloped and stabilized so that sediment is not washing into the sediment basin. Ms. Bruce also stated that she would be providing Mr. Beane with a report for the facility. 10. Edge of Waste (EOW) markers were observed around the CDLF. 11. The CDLF had been mown since the last inspection. Ensure that the landfill areas are mown as often a necessary to allow for proper inspection. 12. A perimeter road has been established around the entire footprint of the landfill. Yard Waste 13. There was one large static pile of unground land clearing/yard waste and one windrow of ground yard waste. The larger pile should be managed to allow for positive drainage of surface water. The ground yard waste pile had been reduced since the last inspection, as it had been utilized for stabilization on the CDLF. 14. Unacceptable wastes, such as yard signage, were identified along the northern . Ensure that the unacceptable wastes are removed from the waste stream. 15. Continue to manage the yard waste area in accordance with the permit and approved operations plan. Please contact me if you have any questions or concerns regarding this inspection report.
