STATUS OF PERMIT:
4302-LCID-1998 Permit to Operate issued May 26, 2015. Permit expired on May 26, 2020. Permit renewal paperwork
was submitted May 22, 2020.
Life of Site Permits issued for 4302-CDLF-1998 and 4302-CDLF-2018 on July 23, 2020. The Life of Site Permits will
expire on March 2, 2058.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
Facility Inspection
1. The facility is fenced and secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday, Tuesday, Thursday, and Friday from 7:30 am until 4:00 pm, and Wednesday
and Saturday from 7:30 am until 12:00 pm. This inspection was conducted after the facility had closed at noon.
4. The C&D cover log was verified through July 19, 2023.
CDLF Area 2
5. The total working face area was approaching the 1/2 acre size limit. Ms. Thompson recommended that the facility
utilize early closing on Wednesdays to catch up on covering the waste and staging cover soil at the top of the CDLF.
Mr. Beane provided photographs of cover placed on the working face on September 7, 2023. Ensure that the waste
is covered with a minimum of six inches of soil once weekly or when the working face reaches 1/Z acre in size,
whichever occurs first. Also, as per 15A NCAC 13B .0542 (f) (3), aeras that will not have additional waste
placed on them for three months or more, shall be covered and stabilized with intermediate cover.
6. Little vegetation and numerous erosion rills were identified on the side slopes of CDLF Area 2. Some exposed
waste was also observed near the erosion in the side slopes. Monitor the CDLF Area 2 for erosion and exposed
waste and repair any problem areas as they are observed.
7. One tire was observed to be partially buried within the waste stream. Mr. Beane stated that the fire would be removed
by the operators prior to the covering of the waste. Ensure that unacceptable wastes are removed from the waste
stream as they are identified.
8. Reminder that the County cannot move into the new cell until all items are addressed from the pre -op
inspection.
9. Ms. Denise Bruce, DEMLR, stated that she would provide Mr. Beane with a report for the facility.
LCID
10. The top of the LCID was being used to store uncovered vegetative waste. The vegetative waste was actively being
ground during this inspection.
11. The side slopes of the LCID had been covered since the last inspection. Continue to ensure that the LCID is covered
with six inches of soil monthly or when the working face reaches one acre in size, if Harnett County wishes to
utilize the LCID.
12. In accordance with 15A NCAC 13B .0564 (7), the facility must maintain an access roadway around the LCID.
