PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell with the Section visited Hoke County facilities for routine inspection. Mr. Powell met with April King Locklear, Hoke County Solid Waste Director, and Supervisor Helen Adams. Ms. Locklear and Ms. Adams assisted Section staff during inspection. The possibility of an Air Curtain Incinerator (ACI) was discussed during inspection as an alternative to YW processing, mulching and composting. Hoke County should discuss, research ACI operations in surrounding counties, and review with Section Permitting if interested. Transfer Station floor is planning to be redone. Currently the county is waiting for a building permit. Please keep Section/David Powell notified during service interruption and any changes in operation. The station structure seemed to be in fair shape and working order. A new concrete pad was also constructed for some roll offs for recyclables, and other items accepted at the station on side. The station has fire extinguishers on equipment and a water hose on the side of the station. Front of station. Roll off for scrap metal. However, emergency contact information, beyond just 911, should be provided on the signage. Please add this contact information. Additional signage is in place beyond entrance for traffic control and waste disposal locations. 15A NCAC 13B .0405 (e)(4) - Signs shall be posted at the site entrances unless otherwise stated in the site permit. The signs shall be constructed of a durable, weather-resistant material. The signs shall be clear and legible to the public. The signs shall state the name of the operator of the site, emergency contact information, the operating hours of the site, the permit number of the current permit authorizing operations at the site, the types of waste that can be accepted under the permit, and that hazardous waste and liquid waste cannot be accepted at the site. Records were reviewed during the section and were as follows: Electronics are removed as needed by Metech. Documentation onsite had records for May 2022 through July 2023. Scrap metal and White Goods are taken by OmniSource, Raeford, NC, but Hoke County removes CFCs with trained staff onsite, copy of the staff’s certification provided. Scrap tires go to Central Carolina Tire. The certifications and documents were reviewed. Used oil is collected and removed by Safety Kleen, out of St. Paul’s, as well as the leachate collection from station. Cooking oil is collected and then removed by Key Energy. Batteries are collected and taken by MT recycling, Aberdeen, NC. Plastics taken at convenience sites, and at the station, are taken to PRATT Recycling, Fayetteville, NC. Waste screening records, 3 are taken a week minimum. Be sure waste screening meets the 15A NCAC 13B .0405(8)(A), which states in part,” … no less than five percent of the average daily waste tonnage reported in the site's annual report for the previous year.” Onsite training, such as monthly safety training, was documented. Be sure to meet 15A NCAC 13B .0405 (7), which states in part, “Sites shall provide all staff with no less than eight hours of training updates annually that includes a review of the operations plan and permit documents.” Keep documentation in records for inspection review. Facility Annual Report, previous inspection reports, permits, applications, plans were also available. Be sure to keep the most recent inspection reports in your records and review them. Monthly volume analysis documents were emailed after inspection for December 2022 and June 2023. Groundwater sampling report, closed MSW, for 8/2023 was available. Transfer Station Certifications: Samantha Hunt expires 7/12/2026; Gideon Locklear 9/22/2024; April King expires 4/17/2025; Helen Adams expires 7/12/2026. There was no windblown litter visible from the road, around the station, coming into the facility or trailer storage area. Good job. Beside tipping floor. Beyond loading bay one side of station. Loading bay had trash but is being cleaned every trailer load once its full and leaves. The leachate drain was fairly clean and clear during inspection. Good job. Loading bay. Oil area was having issues staying contained, even with secondary containment now being used. There is still an area on concrete pavement needing to be cleaned and water contained and put into leachate collection. Please replace any dirty or leaking containers and prevent oil from leaving containers. Any area which has had petroleum products leak onto it needs to be removed immediately and put into a transfer station for proper disposal. Replace soil as needed. This could potentially need evaluation by other divisions, sampling, well installation etc., if it continues. The front of the oil area was neat and orderly. Please remove oil-stained soil and replace the container. Ensure no oil leaks in future. 7. The trailer staging area was clean and concrete slab being utilized. No leaks were visible during inspection and trailers seemed to be in better condition. This area is beside scrap tire storage trailers. Staged trailers, no leaking. Good job. The new implementation of waste tracking software was a good upgrade and will benefit the county. Oil areas need soil removed and disposed of and secondary containers replaced. The access road beyond the station should be fixed and maintained for firefighting and Section vehicle access. Signage needs a small amount of information added to meet requirements. Any additional that may be beneficial should be added as needed to help maintain compliance and understanding of waste acceptance, flow of traffic, dumping procedures etc. 9. Corrective actions are necessary as result of this inspection. Corrective actions should be completed within 60 days from the date of this inspection report sent. Failure to resolve these matters may result in further enforcement action.
