PROJECT SUMMARY Blasting activities were required as part of the ongoing construction of Cell No. 6B at the Foothills Regional MSW Landfill, located on Cheraw Road in Caldwell County, North Carolina. This landfill is owned by Caldwell County, and operated by Republic Services of North Carolina, LLC. A formal Blasting Plan was prepared and submitted to NCDEQ for review and approval on May 1, 2023, in support of this request. This plan was reviewed and approved by the Solid Waste Section in a letter dated May 2, 2023. At this time, all blasting activities have been completed and all blasted material has been removed. A total of five (5) blasting events were performed between May 10, 2023, and May 19, 2023. As required by the Section's approval letter, we are providing the Blasting Summary Report to document the blasting activities that were performed in association with the blasting work. This report includes: • Final volume of rock removed. • Rock blasting observations including copies of all blasting reports and vibration monitoring data. Note: The following information has been included in the "Geologic Observation Report: Cell No. 6B," prepared by Bunnell Lammons Engineering and dated September 11, 2023. This information has not been duplicated in this Blasting Summary Report. • Rock Blasting Plan (FID 1792134) • Rock Blasting Plan Approval Letter (FID 1792135) • Vertical Separation Demonstration • Water Level Measurements A copy of these reports will be included in the final CQA Report for the project. Due to the wet weather over the last several months and the volume of blasted material required to be moved, it has taken additional time for the general contractor to remove all the blasted material so that final, top of rock survey shots could be obtained. We appreciate the Section's willingness to grant an extension on this submittal. Report of Rock Blasting 0 Cell No. 6B Foothills Regional Landfill 0 Caldwell County, North Carolina September 2023 1111iHNT Project No. 6703-1142-01 2. ROCK BLASTING OBSERVATIONS During the construction of Cell 613, a zone of rock located within the proposed cell was blasted, excavated and removed so that the cell design grades could be achieved. The general area of rock blasting within Cell No 6B is shown in the approved Blast Plan. A blasting plan was prepared by Carolina Drilling, Inc (a subcontractor to Earnhardt Grading, Inc.) and submitted by HHNT to the North Carolina Department of Environmental Quality (NCDEQ) on May 1, 2023. The Blasting Plan was approved with conditions by the NCDEQ as specified in their letter dated May 2, 2023. Following NCDEQ's approval, the first blasting event was performed on May 10, 2023 after providing the required notice to NCDEQ. In total, approximately 50,000 CY of rock material was blasted and removed to achieve the required design grades. A. Vibration Blast Monitoring Five (5) rock blasting events were performed between May 10, 2023, and May 19, 2023, by Carolina Drilling, Inc. Vibration monitoring was performed by Vibra-Tech, Inc. of Fort Mill, South Carolina. The rock blasting reports are included in Appendix A. In addition, Daily Reports which were prepared bythe on -site CQA Firm (Bunnell Lammons Engineering) have been enclosed which document project activities each day, including blasting. These reports have been included in Appendix B. The seismic analysis and monitoring data has been included in Appendix C and includes information regarding the date, time, station identification and vibration monitoring results from each seismograph utilized during the blasting activities. A total of three (3) seismographs were used to monitor vibration for this project. These locations were selected and used interchangeably as appropriate, which included: • Location 1— Top of Berm • Location 2 — Closest Monitoring Well (MW-11) • Location 3 — Between the scale house storage trailer. The specific limitation of peak particle velocity (PPV) in the approved blasting plan is 1.0 inch per second (ips) to the nearest protected structure. In this case, Location 3 represents the seismograph that was used to monitor PPV at the nearest structure. Each of the reported vibration results were less than the 1.0 ips with a maximum of 0.771 ips (Location 1 on May 12, 2023). B. Groundwater Level Measurements Groundwater levels were measured in the closest groundwater monitoring well, as requested by NCDEQ. A pre- and post -blast water level was taken from groundwater monitoring well MW-11. The head difference in the pre -and post -blast water levels of the groundwater monitoring well sampled showed no significant change in head. Vertical Separation Requirements At the completion of blasting, after the general contractor (Earnhardt Grading) had removed the blasted material, survey data were obtained by Earnhardt and submitted to HHNT for review and confirmation of vertical separation. Using this survey data, HHNT prepared a surface so that the entire area could be evaluated against the Cell 6B base grades. Upon our review, almost all the areas evaluated met, and in many cases exceeded the minimum 4' of separation required by the NCDEQ Solid Waste Rules. There were a few isolated areas along the edges of the blasted area that did not meet the required 4' separation requirement based on the survey data. In an effort to confirm separation, HHNT selected points within these areas, which were located in the field so that the contractor could excavate down at those locations to see if the required depth could be achieved. Additional rock was removed at these locations using a rock hammer and the areas were re -surveyed. The survey data was reviewed by HHNT to confirm the required separation from rock had been achieved. A sketch was included in BLE's "Geologic Observation Report: Cell No. 613" which shows the top of rock as -built data provided by the contractor and the separation that was achieved below the design bottom of clay grades in Cell 6B. Water level measurements from MW-11 read 83.65 feet at 10:30 am prior to blasting, and 83.60 feet 1:30 pm after blasting. 2) Earnhardt installed toe key in the northeast section of the project area. The toe key was excavated to a depth of 10 feet below the existing ground surface. Rocky fill material was transported using CAT 740B off road haul trucks, and spread using CAT D8T Bulldozer before being compacted using CAT padfoot compactor. 3) Earnhardt backfilled the previous day's excavation to remove soft organic soil. Fill material was deposited using CAT 740B off road haul trucks and spread using CAT D8T bulldozer before being compacted using CAT padfoot compactor. 8-inch loose lifts of structural fill were placed. CONSTRUCTION ISSUES: N/A TECHNICIAN ACTIVITIES: 1) Observed and documented contractor activities mentioned above. 2) Met with Richard and Charlie to discuss the requirements in the specifications for the composition of the rock fill material.
