PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. According to the Permit to Operate, the facility is permitted to receive scrap tires – as defined in NCGS 130A - 309.53 – from all states within the United States. As stated in the approved Permit Amendment Application (DIN 1552495), scrap tires are received from North Carolina, South Carolina, Virgina, Georgia, Tennessee and West Virgina. 2. The scrap tire processing facility is permitted to store no more than 2,350 tons of stockpiled and processed tires at any time. 3. A minimum of seventy-five percent (75%) of the tire-derived products must be disposed in the U.S. Tire Recycling Partners, LP tire monofill or shipped offsite on an annual basis. Adjustments to this percentage to allow additional amounts of storage or adjustments to allow additional length of storage time must be submitted to the Section for review and approval. 4. The Poplar Tent Fire Station provides fire protection services to the facility. 5. The facility is secured by a gate at the facility entrance. A security guard is also present during the evening and nighttime hours. 6. Proper signage was observed at the entrance of the facility. Operations Inspection of the Scrap Tire Processing Facility: 7. Incoming tires are segregated into three primary types: 1) tires suitable for resale, 2) passenger vehicle tires, and 3) scrap tires from off-road/heavy equipment. 8. Passenger vehicle tires that are not culled for resale are loaded onto conveyor and transported to one of two primary shredding machines. The shredded rubber is then conveyed to a 2” chipper where the shredded rubber is reduced to rubber chips. After passing through the chipper, the rubber chips are conveyed to a vibratory screen where they are sifted. Chips too large to pass through the taper slot screen are re-routed through the 2” chipper for further size reduction. The smaller chips that pass through the screen are conveyed to the magnetic separator. Chips with exposed wire are stockpiled for drain field applications and chips without exposed wire are stockpiled for tire derived fuel. Depending on market conditions, the shredded rubber from the primary shredding machine can be routed via a conveyor to a dump truck for disposal in the monofill. 9. Tires too large for processing (i.e., off-road tires and heavy or earth moving equipment) are split with a shear and disposed of in the tire monofill. 10. No unacceptable waste was observed. 11. The facility has installed stakes to delineate the tire chip pile storage areas. 12. It appeared that a 50-foot fire lane is being maintained around the perimeter of the scrap tire piles. 13. No vectors were observed during the inspection. Records Review: 14. Reviewed the permit, operations plan, fire safety survey, temperatures for the processed tire piles, size of processed tire piles and scrap tire certification forms. 15. An Emergency Preparedness Manual has been included in the approved Permit Amendment Application (DIN 1552495).
