The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on August 31, 2023.
2. The facility hours of operation are Monday through Friday 7:30 am to 4:30 pm and Saturday 8:00 am to 2:00
pm.
3. Durable, weather -resistant signs stating the name of the facility, emergency contact information, hours of
operation, permit number, and the types of material the facility cannot accept were posted at the entrance to the
facility.
Records Review
4. Certified Transfer Station Operations Specialists:
• Dakota Webb (expires September 15, 2025)
• Anthony Holland (expires February 8, 2026)
• Tracy Sellino-Gilles (expires August 14, 2024)
5. Tonnage records were reviewed from the FY2022-2023 Facility Annual Report. The facility received 11,008 tons
of waste from July 1, 2022 to June 30, 2023.
6. Waste screening reports from July 27, 2022 to August 31, 2023 were available for review. The forms showed
the final disposition of any unacceptable waste that was encountered. The facility was performing adequate
waste screenings to meet the requirements of 15A NCAC 13B .0405(8)(A).
7. Cleaning records were available for review. The tipping floor, push walls, and truck loading bay are being
cleaned with a pressure washer no less than once per month and the inside building walls are being washed at
least twice per year as required by 15A NCAC 13B .0405(l 1).
8. Leachate pump and haul receipts and system inspection logs were available for review. Leachate pump and haul
receipts from B&B Concrete were reviewed. Leachate was pumped on the following dates: July 29, 2022,
September 8, 2022, November 2, 2022, December 14, 2022, March 6, 2023, April 14, 2023, July 24, 2023, and
August 28, 2023.
9. Facility staff indicated that annual training occurs, but records are not kept. Documentation of 8-hour annual
training including review of operations plan and permit shall be placed in the operating record.
Operations Inspection of the Transfer Station (5704T-TRANSFER-2008)
10. Commercial and residential customers dump their waste directly on the tipping floor Monday through Friday. The
transfer station tipping floor is not open on Saturday and customers dump their waste in a roll off container
located to the north of the scale house.
11. The access roads were of all-weather construction and were being maintained to be accessible by loaded
collection vehicles.
12. Windblown waste was minimal and well managed at the time of inspection.
13. Minimal waste was on the loading bay floor and is being removed at the end of each operating day.
14. Multiple holes were observed in the siding on the north side of the loading bay; however, no waste was
observed leaving the loading bay area. Facility staff stated that they were in the process of acquiring materials
to repair the damage. Repair the holes to help prevent the possibility of waste leaving the loading bay.
15. The leachate collection tank is located on the north side of the transfer building. The lids to the tank were
secured and the grass area around the tank was clean.
16. The trench drain at the entrance to the facility had recently been cleaned and appeared to be functioning as
designed.
17. The tipping floor and push walls were in good condition at the time of inspection. The squeegee that was

attached to the bucket was broken and had been removed. Facility staff stated that the squeegee would be
replaced.
18. The facility has two concrete pads with leachate collection where loaded trailers are parked awaiting transfer.
Some leachate was observed on one of the concrete pads while the stormwater drain was in the open position.
However, leachate did not appear to have entered the stormwater drain. Facility staff stated that the transfer
driver is instructed to switch the plug to the stormwater position when removing a trailer. Ensure that the
leachate drain line is in the open position and the stormwater drain line is in the closed position while
leachate is present on the concrete pad.
Operations Inspection of the Yard Waste Treatment and ProcessinE Area
19. The facility collects land clearing debris and yard waste to the southwest of the transfer building.
20. The facility is permitted to receive land clearing waste as defined in 15A NCAC 13B.0101(31) and wooden
pallets constructed of unpainted and untreated natural wood.
21. No unapproved waste was observed in the griding stockpile at the time of inspection.
22. Some pallets and other yard waste had fallen off the pile into the drainage ditch located between the stockpile
and access road. Remove the material from the drainage ditch.
Operations Inspection of the White Goods, Tire, Convenience and Recycling Areas
23. White goods are collected on a concrete pad and are taken to Macon County Landfill for further processing.
Refrigerants are removed by county staff at the Macon County Landfill. White goods containing refrigerants
were being stored upright to help prevent the unintentional release of refrigerants to the environment.
24. One trailer was staged to the north of the scale house to receive scrap tires. No tires were observed outside of the
trailer.
25. The facility utilizes a roll off container for waste collection on Saturdays and the area was clean and well
managed at the time of inspection.
26. A small trailer for collecting cardboard is located adjacent to the tire trailer. The cardboard is sent to the Macon
County Recovery Center for further processing. No cardboard was observed outside of the trailer.
27. The facility collects used oil in a covered tank with secondary containment adjacent to the white goods storage
area. No oil was observed outside of the secondary containment area.
