The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. This facility accepts municipal solid waste and recyclable products from residents of the City of Goldsboro, Wayne County, and the City of Kinston. The City specifies that only waste trucks are allowed to dump waste; no personal vehicles are permitted.
2. The facility is fenced and is secured by a locking gate when it is not open for operation.
3. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 4. Personnel are onsite during operating hours. The MSW Transfer Station is open to accept waste from 7:30 am until 5:00 pm Monday through Friday and 7:30 am until 3:00 pm on Saturday. The C&D debris landfill is normally closed on Sunday’s and select County holidays. 5. The following are Certified Transfer Station Operations Specialists by NC SWANA:

Jimmie Monroe expires 9/22/2023 6. This facility typically operates four days per week: Monday, Tuesday, Thursday and Friday; Wednesday
alternatively if any other day is missed due to Holiday, weather, etc. Operating hours are normally between 6:00a.m. to 3:30 p.m. during summer months and 6:30a.m.to 4:30p.m. during winter months.
7. The facility utilizes direct dumping into a compactor. 8. White goods and tires are not accepted at this facility.
9. The facility is washed down at the end of each working day. The transfer trailer loading area is equipped with drop inlets connected to four inch sanitary sewer outfall lines which carry waste to a down-stream lift station and then on to the water reclamation facility. 10. Windblown waste at the site was well controlled. Continue to ensure site staff conduct daily inspections for windblown waste on the site property. Windblown litter from site operations discovered during the daily inspections or observed on adjacent properties shall be picked up and containerized for disposal by the end of
each operating day, unless the landowner of the adjacent property denies access to site staff. 11. Per 15A NCAC 13B .0405 (11) Site Cleaning and Maintenance: Unless otherwise stated in the site permit,
all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. 12. The facility had multiple fire extinguishers at the facility.
