Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. All photographs were taken by Lee Hill on August 23, 2023. 2. The facility is permitted to receive solid waste generated by Blue Ridge Paper Products, Inc. which includes fly ash from multi -boilers, lime waste, wastewater treatment plant sludge, wood waste debris, cinders, biosolids and asbestos containing material (ACM). Asbestos containing material is landfilled in a separate area from all other waste. 3. On May 9, 2023, the Section approved the facility's request to dispose of material found from cleaning out tanks and piping during the destruction of the Canton Mill plant if the material (pulping liquor, soap, and fiber) was mixed with bark to ensure that no free liquid was present and disposed of within the lined portion of Area D. Record Review 4. Quarterly landfill gas monitoring records were provided by email. The facility conducted monitoring on October 19, 2022, January 17, 2023, April 6, 2023, and August 23, 2023. No exceedances were noted during the monitoring events. 5. Disposal records for the facility were provided for review. The facility disposed of 449,512 yds3 of waste from January 2022 to December 2022. The facility has disposed of 192,080 yds3 of waste from January 2023 to July 2023 with a substantial decrease in disposal since the mill ceased operations at the end of May. 6. Asbestos disposal records were provided by email for review. The facility had three asbestos disposal events (October 19, 2022, January 10, 2023, and April 12, 2023) since the last inspection. 7. Landfill operator training as required by G.S. 130A-309.25 was conducted on August 24, 2023 and the following individuals attended: • Charles Moore • Eddie Worley • Kyle Krege • Charlie Howell Semi-annual groundwater monitoring was conducted on October 10-13, 2022 and April 19-20, 2023 and the results were sent to the Section for review. Operations Inspection of the Landfill Unit (4406-INDUS-1984) 9. Facility access is controlled by a gate and natural terrain to prevent unauthorized access. 10. The landfill access roads were constructed of concrete, asphalt and gravel and were in good condition at the time of inspection. 11. Edge of Waste (EOW) markers are installed around all fill areas of the landfill. 12. The facility utilizes multiple working faces across Area D depending on the consistency of the waste that is being received. Due to the drop in the amount of waste being received at the landfill because of the mill closure, all areas which will not have waste placed on them for the next 12 months, but have not reached final grade should be covered with no less than one foot of compacted soil as required by 15A NCAC 13B .0505(a)(1)(C) 13. The facility has three interconnected leachate ponds located to the south of Area B—Lower, and no visual deficiencies were observed in the visible portion of the liners. All three ponds had sufficient freeboard at the time of inspection. The leachate ponds are connected directly to the wastewater treatment plant located at the Canton Mill. 14. The facility developed and implemented a vegetative management plan for the mowing and removal of woody vegetation from the side slopes of the landfill. A solar array is installed on the top of Area B — Lower. The vegetative cover is being maintained and no issues with the cap were observed. 16. The Asbestos Containing Material (ACM) Disposal Area is located between closed cells, Areas F & D on the east side of the facility. The area had good soil cover and vegetation established and no erosion or other issues were observed. Please contact me if you have any questions or concerns regarding this inspection report.
