The permit was issued June 1, 2022. The permit will expire on September 30, 2025.
Renewal paperwork must be submitted to the Section prior to March 30, 2025.
PURPOSE OF SITE VISIT:

STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1) Roanoke Valley LCID Landfill is owned and operated by Rightmyer Machine Rentals, Inc. The facility is not open to
the public.

2) This facility is permitted to receive land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil;
inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in accordance with NCGS 130-
294(m).
3) The facility has set a maximum disposal rate of 70,000 cubic yards per year (average of 275 cubic yards per day based
on 253 operating days per year).
4) This facility is permitted to receive waste generated Halifax, Bertie, Hertford, Northampton, Warren, Vance, Granville,
Franklin, Nash, Wilson, Edgecombe, Pitt, Martin, Chowan, and Gates Counties in North Carolina and Suffolk,
Southampton, Greensville, Brunswick, Mecklenburg, Lunenburg, Nottoway, Amelia, Chesterfield, Dinwiddie, Prince
George, Sussex, Surry, and Ile of Wright Counties in Virginia.
5) The access road is of all-weather construction and appears to be properly maintained.
6) White edge of waste markers were observed. No land clearing waste was observed outside of the edge of waste markers.
Beneficial fill was identified within the beneficial fill areas along the northwest and southeast side slopes.
7) Several areas of what appeared to be washout from a concrete truck or the last of a concrete load were observed on top
of the LCID. The liquified concrete cannot be deposited on -top of the LCID. The concrete could be utilized as the road
base or it must be solidified prior to disposal in the LCID.
8) No unacceptable wastes were observed within the waste stream. Continue to ensure that any unacceptable wastes are
removed and properly disposed of when encountered.
9) Several piles of land clearing debris were observed in the northern portion of the landfill. Numerous piles of asphalt
and cover dirt were identified on top of the LCID. The working face, including the land clearing debris and inert debris,
was approaching an acre in size. Ensure that all waste is covered with six inches of soil monthly or when the
working face reaches one acre in size, whichever occurs first.
10) Digital photographs were taken during the inspection.
