ADDITIONAL COMMENTS
1. David Powell was onsite to inspect Scotland County landfills. Mr. Higgins has retired, and Mr. Bill Lash is now main the contact for solid waste/landfills in Scotland County. The landfill is still down one full time
employee to be fully staffed. The CDLF facility is currently operating in Phase IV (on top of closed unlined MSWLF – Phase II). Includes post-closure care requirements for the closed MSWLF Phase I, II, and III (under Phase IV CDLF) as well as, concrete stockpile areas, mobile home deconstruction area and 2-acre yard waste
storage and processing area. A temporary Disaster Debris Site (DS83-004) is also across the path from the yard waste area, and further down, but is currently NOT activated and no waste inside of it. A second debris site, DS83-002, is across from working face, further NE but near working face, for CDLF waste and was clear. Updated documents should be submitted for the debris sites for Scotland County, three of which are located at the county landfill. Emails with the documents were emailed to Bill Lash on 8/23/2023. Plans for a new scale and scale house are in the works. Please discuss with Section Permitting for any requirements that may be needed. Smith and Gardener staff were onsite sampling during inspection.
2. Signage is still present at entrance, and it meets rule/permit requirements for CDLF and site is still secured by gate/fence. Signage updating needs to be done to meet transfer station rules (see transfer station inspection report).

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

3. Yard waste and clean pallet wood processing area has greatly improved. EOW markers still in place marking two-acre limits and buffers. Traffic cones are used to control dumping area and access. Upfront is an area designated for dumping and then county staff separate the waste into windrows/piles. Good job. Earthen berm in buffer was found to have some inert debris/block in it, so county is having it removed. Pallets had clean wood, but boilers are not accepting waste currently. Be sure where this waste goes and that it is utilized
according to rule. It can be mulched and used as ADC with soil as well. Older waste in rear and new mulch is used as ADC 50/50 mix with soil for cover on CDLF.

4. CDLF working face was max size during inspection. Be sure and keep working face under ½ acre and cover when at this size and at least weekly. A roll off container was onsite for unapproved waste and pallets, but they are removed daily from working face. Compaction looked to be good, along with the slope. Good job.
Mr. Lash stated he has used a lot of 50/50 ADC mix to cover. Be sure and cover with soil at least weekly as well, refer to ADC Guidance Document, to meet conditions for using ADC. Indicate ADC and what type on cover logs as well.

5. Mowing is needed across the CDLF/closed MSW, and it has begun in some areas. Some small shrubs/vegetation is starting to build up on slopes/ditches surrounding CDLF/Closed MSWLF along the north and south sides and should be removed when conditions allow. If under 6 inches diameter, then can be just removed but larger than 6 inches will need cap repair. More frequent mowing can keep this larger vegetation from beginning. A larger mower was purchased last year for the Landfill, so this should assist.

6. SWS staff reviewed each record set randomly back to approximately 9/2022; waste screening records, monthly waste volumes for all types, scrap tire forms, transfer station wash down records (sent via email after inspection), groundwater sampling, methane sampling, septic hauler of leachate records, yard waste tonnages,
rainfall records, safety meeting records, CDLF cover logs. Facility had newest copies of permits available onsite as well in paper and electronically. Certified operators’ certifications were also available in office. Waste screening is done once a day for MSW, for transfer station, and once a day for CDLF. White
goods/scrap metal are accepted and taken by Scotland Salvage to remove CFCs. Electronics are taken at convenience sites and stored palletized, inside fenced area and inside building, at landfill. They are removed about twice a year by Southern Environmental Solutions of Carolinas. Scrap tires go to Central Carolina Tire.
Tire trailers are kept on NE corner of landfill near transfer station. Asbestos is not accepted at Scotland County.

15A NCAC 13B .0542 (f)(2) - (2) Except as provided in Subparagraph (4) of this Paragraph, the owners and operators of all C&DLF units shall cover the solid waste with six inches of earthen material when the waste disposal area exceeds one-half acre and no less than once weekly. Cover shall be placed at more frequent intervals if necessary to prevent the escape of waste and the attraction of vectors and scavenging, and to minimize fires and the generation of odors. A notation of the date and time of the cover placement shall be recorded in the operating record as specified in Paragraph (n) of this Rule. 7. There were several landfills gas and water monitoring wells inspected surrounding the facilities at Scotland County site. Wells that were inspected were: MW1, MW8, LFG10, GP6, MW7, MW6, GP3, and GP1. Methane sampling showed and methane LEL level of 40%. Please work with Section Hydrogeologist

8. Concrete storage area has greatly improved. EOW markers are in place to concentrate dumping into an are less than what’s approved. Mr. Lash explained the area is about 85 ft x 110 ft, which gives the site abuffer from being out of compliance with the approved area of 150ft x 150ft. Good job. Older concrete waste has been
removed from woods line, along with the rest of the stockpiled concrete, and has now been crushed. Some waste was onsite and inside approved area.

9. Mobile Home Deconstruction area was clean and no MHs onsite. New gate was installed as well.

10. Dust has been previously an issue at Scotland County landfill. The county now has a water trailer that can be
used on a roll off or used to fight fire and assist the pressure washing of the station. In addition, the county has purchased a 50 ft lift to help with entire station wash downs. Good job.

11. Records were very neat and orderly, even older logs that were stored away from Scalehouse. Many
improvements have been made at the landfill/station, good job. Please contact me if you have any questions or concerns regarding this inspection report.
