To increase predictability and most efficiently assess Brownfields Properties and the redevelopment timing requirements of Prospective Developers or follow-on owners, the Brownfields Redevelopment Section has standardized the format for Site Assessments. This format has been generated in the form of a checklist to allow for ease in submission by the prospective developer’s consultant and for the Brownfields Redevelopment Section’s completeness review. This checklist outlines the minimum requirements and submittal format under the Brownfields Redevelopment Section for Assessment Requirements and Reporting. All Assessment Work Plans and Report submissions to the Brownfields Redevelopment Section must include this completed checklist in the outlined format. These requirements allow DEQ to reduce review time for the Assessment Work Plan and Report and increase process predictability for prospective developers. This checklist will also provide reliable data for risk-based decisions and further expedite the project timeline. Any divergence from these requirements will lengthen the process of assessing risks on the site, may necessitate reprioritization of a project manager’s queue towards projects that meet these requirements. Therefore, delaying production of the brownfields agreement and/or environmental management plan. Any alterations to the checklist on a site-specific basis must be reviewed and approved by the Section prior to implementation. However, in order to respect the schedule of all projects in house and keep the Section’s entire project pipeline moving, we strongly recommend against seeking changes to the checklist. Based on a review of environmental and risk data from our project inventory, please note there are some new points of emphasis that are included herein: 1. For ALL residential reuses; sub-slab vapor assessment (full list EPA TO-15) is required, regardless if existing structures will be removed. If no structures or slabs exist on the Brownfields Property, exterior soil gas assessment is required within all proposed structure footprints.  2. ALL properties require groundwater data (VOCs, SVOCs and RCRA Metals) from a minimum of three sample locations, depth to groundwater and a resulting potentiometric map.  3. Soil shall be assessed based on areas of concern and redevelopment plans and across the depth interval of the cut/grading. IHSB, EPA SESD, VI Guidance, Well Construction Rules (NCAC 2C). Note deviations or methodology planned that is not covered by such guidance (e.g., multi-increment sampling, passive air samplers, mobile labs, Hapsite, simultaneous indoor/outdoor radon, high-volume sub-slab vapor testing, PFAS sampling). ☒ Describe what will be installed (soil boring, temporary well, permanent well, sub-slab vapor, exterior soil gas, etc.). Include construction details. ☒ Discuss installation methodology (Hand Auger, DPT, etc.) Discuss Equilibration Times  Monitoring wells (equilibration time prior to development and equilibration post well development should be 24 hours, per EPA standard protocols).  Vapor: a. Include the following, at a minimum:  Equipment to be used  Purging methods and volumes  Stabilization parameters for groundwater sampling  Field screening methods  Leak check procedures for sub-slab vapor and exterior soil gas samples (Note this is required)  Discuss how and when vacuum readings will be collected (for summa cans)  Submission of the samples to the laboratory within 48 hours of collection and/or written documentation of temperature maintenance if the situation requires extension beyond 48 hours prior to lab submittal ☒ Discuss sample point abandonment Section 4 – Laboratory Analyses ☒ Discuss the proposed analyses (include method number, preparation method, if there are concerns with short hold times, etc). ☒ Discuss any proposed limitations on the contaminants of concern, if any, and the reason for such limitation (sufficient previous data, indoor air interferences, etc). ☒ Discuss laboratory certifications. Please note, NC does not certify labs for air samples. Please specify what certification the proposed air lab holds. ☒ Indicate that the Reporting Limits/Method Detection Limits will meet applicable screening criteria (to the extent feasible). Include reporting of J-Flags to meet criteria. ☒ Indicate what Level QA/QC will be reported by the laboratory. Level II QA/QC is typically acceptable. Section 6 – Investigation Derived Waste (IDW) Management ☒ Discuss what IDW will be generated and how it is proposed to be managed. Management recommendations should be in accordance with 15A NCAC 02T.1503 and 15A NCAC 02H. 0106. Generally, if the Brownfields Property has not previously been assessed, then all IDW must be containerized and characterized prior to management. Previous assessment data that indicate no Hazardous Waste (listed or characteristic) is likely to be encountered in the area of proposed assessment will be required before thin spreading of IDW on-site is permitted. Section 7 – Reporting This section should discuss the components of the assessment report which will be prepared as a result of the above sample collection. Brownfields property (Brownfields Project No. 24010-20- 060) at 1001 N. Brevard Street in Charlotte, Mecklenburg County, North Carolina (Site or subject Site). The Yandle-Witherspoon Supply Inc. Brownfields property consists of two (2) contiguous parcels (Mecklenburg County Parcel Identification Nos. {PINs} 08104106 and 08104107) that collectively total approximately 5.6 acres of land. The Optimist II apartments are located on PIN 08104106 which comprises approximately 4.2 acres of the larger Yandle-Witherspoon Supply Inc. Brownfields property. A Site location map is provided as Figure 1, and the Site and surrounding area are shown in Figure 2. Proposed redevelopment of the Site has included the construction of a multifamily residential apartment building and an associated parking deck. A copy of the Final Planting Plan prepared by Land Design on August 16, 201 depicts the proposed redevelopment layout and is provided in Appendix A. Redevelopment activities at the Site have been completed in accordance with the North Carolina Department of Environmental Quality (DEQ) approved Environmental Management Plan (EMP) dated August 11, 2021. The EMP for the Site generally states that no occupancy of the Brownfields property may occur after redevelopment until representative final grade soil samples have been collected in areas at the Site that are not covered by building foundations, sidewalks, or asphalt or concrete parking areas and driveways. Redevelopment activities at the Site are nearing completion. Brownfields property is presented in Section 2.0, and the final grade soil assessment scope of work is described in Section 3.0. 3 s:\aaa-master projects\trammell crow residential - tcr\tcr-001 yandle witherspoon\brownfields\final grade\work plan\24010 - final grade soil assessment work plan_ yandle witherspoon.docx 2.0 Background Information 2.1 Site History The Site was comprised primarily of residences, a church, and a portion of 14th Street from the early 1910s until the early 1950s, when the southern portion of the Site was developed with a small commercial building utilized for wholesale fruit distribution. By the late 1950s, a building located in the eastern portion of the Site was occupied by a laundry and dry-cleaning facility, and the commercial building located in the southern portion of the Site was utilized for paint storage. The eastern building was occupied by a dry-cleaning facility until the late 1970s, a construction company from the late 1970s until the early 2000s, multiple retailers in the 2010s, and a food and beverage marketing business until the building was razed for construction of the Optimist II apartments in 2021. Additions to the commercial building in the southern portion of the Site were completed in the 1970s and in the 1990s. The southern building was occupied by Yandle-Witherspoon for warehousing and distribution of heating, ventilation, and air conditioning (HVAC) systems and parts from the 1970s until the early 2020s when the building was razed as part of the Optimist II development. A generally east to west trending railroad spur was constructed across the Site in the late 1920s and was utilized by the northern adjoining property until the 1980s. The LYNX Blue Line light rail tracks were constructed along the northern and northwestern portions of the Brownfields property in 2015. A portion of an unnamed tributary of Little Sugar Creek located in the western portion of the Brownfields property along the light rail corridor was piped below grade during construction of the light rail and daylights at the confluence with another unnamed tributary of Little Sugar Creek which flows south-southeast across the eastern portion of the Site. 4 s:\aaa-master projects\trammell crow residential - tcr\tcr-001 yandle witherspoon\brownfields\final grade\work plan\24010 - final grade soil assessment work plan_ yandle witherspoon.docx 2.2 Summary of Previous Environmental Assessment Activities To obtain additional information, H&H reviewed several environmental reports prepared by others to document previous environmental assessments completed at the Site. Former Gay Laundry and Cleaners The eastern portion of the Site was historically occupied by Gay Laundry and Cleaners from at least 1959 until approximately 1979. During assessment activities conducted at the Site in 2006, the chlorinated dry-cleaning solvent tetrachloroethene (PCE) and its degradation compounds were detected in groundwater at concentrations above the DEQ 15A NCAC 02L .0211 Groundwater Quality Standards (2L Standards). The facility was entered into the DEQ Dry-Cleaning Solvent Cleanup Act (DSCA) Program (Project ID No. DC600044). Assessment and risk evaluation activities were conducted at the former Gay Laundry and Cleaners facility under the purview of the DSCA Program from September 2009 until 2010. In August 2010, a Notice of Dry-Cleaning Solvent Remediation was recorded on the former Gay Laundry and Cleaners tax parcel deed, and DEQ issued a No Further Action (NFA) letter for the chlorinated solvent release incident. 1990 UST Closure Activities In March 1990, one 2,000-gallon gasoline underground storage tank (UST) was removed from the Site. Upon removal of the UST, closure soil samples were collected from the base of the excavation for analysis of benzene, toluene, ethylbenzene, total xylenes, total petroleum hydrocarbons as diesel-range organics (TPH-DRO), and TPH as gasoline-range organics (TPH-GRO). Closure soil sample analytical results indicated that no compounds were detected at concentrations above the DEQ UST Section Action Levels or Maximum Soil Contaminant Concentrations (MSCCs). Based on closure soil sample analytical results, DEQ issued a No Further Action letter for the 2,000-gallon UST on October 15, 2007 (Leaking UST Incident No. 36379). UST removal activities are documented in the Report of Site Assessment for Underground Storage Tank Closure prepared by SPATCO Environmental and dated May 1990. 5 s:\aaa-master projects\trammell crow residential - tcr\tcr-001 yandle witherspoon\brownfields\final grade\work plan\24010 - final grade soil assessment work plan_ yandle witherspoon.docx March 2002 Remedial Investigation Report In 2000 and 2001, groundwater, surface water, and sediment assessment activities were conducted at the Site by Brown and Caldwell to evaluate the potential for impacts from the former Consolidated Engravers facility located adjacent to the southwest and topographically upgradient of the Site. The Consolidated Engravers facility operated as a textile mill from the late 1880s until at least the mid-1950s. The facility was entered into the DEQ Inactive Hazardous Sites Branch (IHSB) following discovery of impacted groundwater attributed to historical mill operations (IHSB ID No. NCD003162500). Assessment activities for the Consolidated Engravers release were completed at the Site under purview of IHSB and included installation and sampling of four groundwater monitoring wells, collection of eight groundwater grab samples, and collection of four co-located surface water and sediment samples from the unnamed tributary of Little Sugar Creek located in the northern and eastern portions of the Site. Results of the assessment activities are documented in a Remedial Investigation Report prepared by Brown and Caldwell for the Consolidated Group, Inc. dated March 2002. Groundwater analytical results indicated the presence of multiple compounds at concentrations above the 2L Standards in samples collected across the Site. During the October 2001 sampling event, PCE (31 micrograms per liter [µg/L]) and trichloroethene (TCE, 24 µg/L) were detected at concentrations above the 2L Standards in groundwater sample SLGW-10, collected in the western and upgradient portion of the Site. In addition, PCE (35 µg/L) and TCE (37 µg/L) were also detected at concentrations above the 2L Standards in downgradient groundwater sample SLGW- 16, collected in the northern portion of the Site. Surface water sample laboratory analytical results identified PCE (up to 110 µg/L) and TCE (up to 23 µg/L) at concentrations that exceed the DEQ 2B Surface Water Quality Standards (2B Standards). Sediment analytical results identified low levels of PCE (up to 0.43 milligrams per kilogram [mg/kg]) and TCE (up to 0.066 mg/kg) at concentrations above the laboratory method detection limits, but below the DEQ Residential Preliminary Soil Remediation Goals (PSRGs). The polycyclic aromatic hydrocarbon (PAH) benzo(a)pyrene (up to 0.42 JD mg/kg) was detected 6 s:\aaa-master projects\trammell crow residential - tcr\tcr-001 yandle witherspoon\brownfields\final grade\work plan\24010 - final grade soil assessment work plan_ yandle witherspoon.docx in sediment at concentrations above the DEQ Residential PSRGs. The “J-flag” designation for the benzo(a)pyrene detection indicates that the compound was detected at a concentration above the laboratory method detection limit, but below the laboratory reporting limit resulting in a laboratory estimated value. Metals, including arsenic (up to 2.7 mg/kg), lead (up to 435 mg/kg) and hexavalent chromium (up to 7.1 mg/kg) were also detected at concentrations above the DEQ Residential and/or Non-Residential PSRGs in sediment samples collected at the Site. November 2016 Highland Park Mill Brownfields Assessment In September 2016, Terracon Consultants Inc. (Terracon) performed Brownfields assessment activities for the Highland Park Mill Brownfields property (Brownfields Project No. 20005-16- 060) which now includes northeastern portions of the Yandle-Witherspoon Supply Brownfields property including eastern portions of the Site. Highland Park Mill assessment activities conducted in the northeastern portions of what is now the Yandle-Witherspoon Supply Brownfields property included collection of four groundwater samples (GW-03, GW-06, GW-07, and GW-08) and two surface water samples (SW-01 and SW-02). The assessment activities are documented in a Brownfields Assessment Report prepared by Terracon dated November 17, 2016. Laboratory analytical results for groundwater samples indicated that no organic compounds were detected at concentrations above the 2L Standards. However, several metals including arsenic (up to 14.7 µg/L), cadmium (up to 4.8 µg/L), chromium (up to 282 µg/L), and lead (up to 74.6 µg/L) were detected in groundwater samples at concentrations above the 2L Standards. Terracon attributed the elevated metals concentrations to high turbidity in the groundwater samples. No other compounds were detected at concentrations above the 2L Standards in the November 2016 groundwater samples collected in northeastern portions of the Yandle-Witherspoon Supply Brownfields property. Results of surface water samples collected from the unnamed tributary of Little Sugar Creek located in the eastern portions of the Site indicated the presence of cis-1,2-dichloroethane (up to 1.3 µg/L) and barium (up to 110 µg/L) at concentrations below the 2B Standards. No compounds were detected at concentrations above the 2B Standards in the November 2016 surface water samples collected at the Site. 7 s:\aaa-master projects\trammell crow residential - tcr\tcr-001 yandle witherspoon\brownfields\final grade\work plan\24010 - final grade soil assessment work plan_ yandle witherspoon.docx April 2021 Brownfields Assessment H&H conducted Brownfields assessment activities at the Yandle-Witherspoon Supply Brownfields property in April 2021. The Brownfields assessment activities included the collection of soil, groundwater, surface water, sediment, and soil gas samples to evaluate for potential impacts and to assist in management of media during proposed redevelopment activities. A brief summary of the Brownfields assessment activities is provided below.  The PAH benzo(a)pyrene (0.141 J mg/kg) was detected in one soil sample (EX-1) at a concentration above the DEQ Residential PSRG of 0.11 mg/kg. Metal concentrations detected in soil were within established concentrations for naturally occurring metals and/or were below DEQ Residential PSRGs with the exception of the hexavalent chromium (up to 2.04 mg/kg), which was detected at concentrations above the DEQ Residential PSRG of 0.31 mg/kg and typical background levels for the Site area.  Laboratory analytical results confirmed the presence of TCE (5.6 µg/L) in a groundwater sample (TMW-2) collected in the northern corner of the Brownfields property at a concentration above the 2L Standard of 3 µg/L and DEQ Non-Residential Vapor Intrusion Groundwater Screening Level (GWSL) of 4.4 µg/L. In addition, laboratory analytical results indicated the presence of PCE in groundwater at concentrations (up to 8.9 µg/L) above the 2L Standard of 0.7 µg/L.  Laboratory analytical results identified the presence of PCE (up to 14.6 µg/L) and TCE (up to 4.8 µg/L) at concentrations above their respective 2B Standards in upgradient surface water samples (BF-SW-3/BF-SW-DUP) collected from on-Site portions of the unnamed tributary of Little Sugar Creek.  The sediment sample analytical results did not indicate the presence of organic compounds at concentrations above the DEQ PSRGs. However, no compounds were detected above their respective DEQ Residential Vapor Intrusion Sub- slab and Exterior Soil Gas Screening Levels (SGSLs). As stated above, redevelopment activities for the Optimist II multifamily building and associated parking deck are nearing completion. The DEQ-approved EMP requires the collection of final grade soil samples in unpaved areas at the Site upon completion of soil disturbance activities. This Work Plan has been prepared to fulfill the requirements of the EMP. The soil sampling activities will be performed in general accordance with the DEQ IHSB Guidelines for Assessment and Cleanup of Contaminated Sites (Guidelines) dated September 2022, the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Laboratory Services and Applied Science Division (LSASD) Field Branches Quality System and Technical Procedures guidance, and the DEQ Brownfields Minimum Requirements Checklist for Site Assessment Work Plans and Reports dated March 2023. 3.1 Final Grade Soil Sampling Based on review of the Final Planting Plan (Appendix A), conversations with the PD, and observations at the Site, landscaped areas at the Site have been divided into five (5) final grade evaluation areas (FG-1 through FG-5). Five (5) shallow soil borings will be advanced in each area for collection of aliquot soil samples. The final grade evaluation areas and aliquot soil boring locations are shown in Figure 3. Each aliquot soil boring will be advanced from the surface to approximately two (2) ft below the ground surface (ft bgs) using a decontaminated stainless steel hand auger. Continuous soil samples will be collected from the center of the hand auger buck at each boring. Soil samples will be described for lithologic purposes, observed for obvious evidence of staining and unusual odors, and field screened for the presence of volatile organic vapors using a calibrated photoionization detector (PID). The soil samples selected for laboratory analysis will be placed in dedicated laboratory supplied sample containers, labeled with the sample identification, date, time, requested analysis, and placed in a laboratory-supplied cooler with ice. The sample cooler will be submitted to a North Carolina certified laboratory under standard chain of custody protocols for the analyses outlined below. 10 s:\aaa-master projects\trammell crow residential - tcr\tcr-001 yandle witherspoon\brownfields\final grade\work plan\24010 - final grade soil assessment work plan_ yandle witherspoon.docx Based on results of field screening, a grab soil sample from the aliquot exhibiting the highest likelihood for impact will be collected from each of the final grade evaluation areas and will be submitted for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 8260. If field screening results do not identify the obvious presence of impacts in an aliquot soil sample, the final grade evaluation area grab samples will be collected from the 1 to 2 ft bgs sample interval from a randomly selected aliquot soil boring in each evaluation area. Aliquot soil samples will be collected from each soil boring advanced in a final grade evaluation area and homogenized to form a composite soil sample representative of shallow soil in that evaluation area. Composite soil samples will be submitted for laboratory analysis of SVOCs by EPA Method 8270 and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7199. A final grade soil sample summary is provided as Table 1. Following sampling activities, the soil borings will be abandoned and the surfaces will be repaired similar to pre-drilling conditions. Additionally, the soil sample locations will be estimated using a hand-held global positioning system (GPS) unit. 3.2 Quality Assurance / Quality Control Non-dedicated equipment and tools will be decontaminated prior to use at each boring location. To evaluate the reproducibility of the sample results, H&H will collect one duplicate soil sample (FG-DUP) that will be submitted for the same analyses as the parent soil sample. Laboratory QA/QC procedures will be employed to ensure appropriate sample handling and analysis and to aid in the review and validation of the analytical data. QA/QC procedures will be conducted in accordance with the method protocols and will include regular equipment maintenance, equipment calibration, and adherence to specific sample custody and data management procedures. H&H will request that laboratory method detection limits for each analyte be at or below appropriate screening criteria, where possible. Additionally, H&H will request that the laboratory include estimated concentrations for compounds that are detected at levels above the laboratory method detection limit, but below the laboratory reporting limit (J flags). The laboratory analytical data report and QA package for the final grade soil samples submitted to and analyzed by the subcontracted laboratory will be provided in an appendix to the final report. Laboratory QA data consistent with Level II documentation will be requested for this project. A copy of the completed chain-of-custody record and shipping receipt will be appended to the corresponding laboratory analytical report included with the final report. 3.3 Investigation Derived Waste Based on results of previous soil assessment activities completed at the Site, investigation derived waste (IDW) generated during the assessment activities will be thin spread on-Site. However, if significant impacts are suspected (i.e., presence of free-product, etc.) the soil cuttings will be containerized in 55-gallon drums and staged on-Site pending analytical results of a composite IDW sample. Based on laboratory analytical results of IDW samples, the drums will be transported off- Site to a suitable facility for disposal.
