The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is open Monday through Friday, 7:00 am to 4:30 pm.
2. The site was secured by gates, fencing and natural terrain to prevent unauthorized access.
3. The access roads were of all-weather construction and were being maintained at the time of inspection.
4. Signs were posted at the entrance to the facility stating the name of the facility, hours of operation, permit
number, emergency contact information and that hazardous or liquid waste cannot be accepted at the facility.

6. Tonnage records from the 2022-2023 Facility Annual Report showed that facility disposed of 9,324 tons of
waste during the reporting period, for an average of 30 tons per operating day.
7. Waste screening forms from January 3, 2023 to August 17, 2023 were available for review. The facility
conducts multiple waste screenings and were meeting the facility requirement of two tons per week as required
by 15A NCAC 13B .0405(8)(A).
Operations Inspection of the Transfer Station (8702T-TRANSFER-)
8. The transfer station consists of a roofed, open-air building with a concrete pad and a metal hopper. Waste is
loaded directly into the hopper that is located over the transfer trailer. The transfer station is only used by
commercial haulers; residential customers use the convenience site located adjacent to the transfer facility.
9. Windblown waste was minimal and well managed at the time of inspection.
10. A small amount of waste was observed underneath the metal bumper located on the front of the hopper.
Ensure that all waste is being removed from underneath the bumper at the end of each operating day.
11. No unapproved waste was observed in the transfer trailer at the time of inspection.
12. Two trailers were on site at the time of the inspection (one empty trailer and one actively being loaded). Both
trailers appeared to be leak resistant and meet the requirements of 15A NCAC 13B .0105. Facility staff stated
that the contracted hauler was in the process of replacing the existing walking floors trailers with tip type
trailers.
13. The leachate collection system is connected directly to the Bryson City Sanitary Sewer system. The loading
bay and loaded trailer areas have sump pumps installed to pump leachate to the sewer system. The leachate
pumps appeared to be functioning as designed at the time of inspection.
14. The litter issues that were observed during the July 15, 2022 inspection between the loading bay and the loaded
trailer bay have been addressed and the area was free of litter.
15. Construction and Demolition waste is collected in roll off containers located to the east of the scale house. No
unapproved material was observed in the roll off containers.
Operations Inspection of the Scran Tire. White Goods and Electronics and Oil Collection Areas
16. One trailer is staged to the southeast of the scale house to receive scrap tires. No tires were observed being
stored outside the trailer at the time of inspection.
17. Electronics are collected undercover, palletized, or placed in Gaylord boxes to the south of the scale house before
being sent for recycling.
18. Scrap metal and white goods are collected on a concrete pad next to the electronics area. Facility staff remove
refrigerants onsite before the materials are sent for recycling. White goods containing refrigerants were observed
to be stored upright and separate from other scrap metal.
19. The facility collects large volumes of oil (greater than five gallons) in a covered tank with secondary

containment adjacent to the scrap tire trailer. Smaller volumes of motor oil are collected at the convenience site
located adjacent to the transfer facility. A small amount of oil staining was observed on the gravel leading up to
the oil collection tank. It appeared that this staining was superficial and limited to the gravel. Ensure that the
facility and customers are taking adequate steps to prevent spillage of oil into the environment.
