The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility consists of a transfer station (permit # 7903T-TRANSFER-1991) and permanent HHW collection
facility (permit # 7903-HHW-2013) for the City of Eden.
2. The Transfer Station is not open to the public and only receives waste from city trucks that collect household
waste. The HHW is open to City of Eden residences only.
3. A recycling convenience center is located on site next to the HHW collection area. The facility allows residents
to drop off separated residential recyclable material including cardboard, plastic bottles, aluminum cans, mixed
paper, plastic bags, used motor oil, oil filters, and used cooking oil. Televisions and computer equipment are not
accepted at the site and residents are directed to take electronics to the Rockingham County Landfill (permit #
7904).
Records Review:
4. The Permit to Operate and approved Operation Manual are available for review and located on site at the
Transfer Facility.
5. A review of the 2022-23 Facility Annual Report indicated that a total of 6,483 tons solid waste. Additionally,
the site received 8.17 tons of source separated recyclable material.
6. The facility tracks daily tonnage by logging each truckload taken to the Rockingham County Landfill and
correlating that information with the weigh tickets received from the landfill. Truck logs and waste tickets from
September 2022 through August 7, 2023, were reviewed.
7. Waste screening logs from September 2022 through August 7, 2023, were reviewed and found to be complete.
Based on tannage records the facility is inspecting more than the required 5% of incoming waste.
8. The facility accepts latex and oil -based paints for the HHW program. Records indicated that the facility
collected 8,932 lbs. of latex -based paint. Facility staff solidify latex paints as they are received. The solidified
paint is placed directly into the transfer trailer for disposal at the Rockingham County Landfill. Oil -based paints
are disposed of through a HHW contractor EcoFlo, Inc. The facility operations plan calls for the collection of
oil -based paints every 6 months. HHW records indicated that 231 lbs. of oil -based paints had been collected by
EcoFlow from July 22 through June 2023.
9. Facility staff are required to participate in a monthly safety training the relates to the HHW and transfer station.
Training records were reviewed for the period of July 20, 2022, through August 8, 2023.
10. Transfer station cleaning records were available for review. Records dating from August 2022 through July
2023. Mr. Curry stated that contractors were scheduled to clean and repaint the exterior of the transfer station
building.
11. The following city staff are currently certified by NCSWANA as Transfer Station Operator Specialists:
a. Dusty Curry — expires 4/14/2024
b. Mark Boyer —expires 1 l/15/2024
c. Kris Long— expires 11/15/2024
d. Ivan Cabiness —expires 11/3/2024
Field Insuection:
12. Proper signage was observed posted at the entrance of the facility.
13. The facility is secured by a perimeter chain link fence with site access secured by two locking gates.
14. All roadways are paved, in good condition, and provide adequate room for traffic to maneuver safely.
15. The facility was observed to be clean and well maintained. Grassy areas were mowed and appeared to be

trimmed regularly. No windblown litter was observed onsite with Mr. Curry stating that the recycle
convenience and transfer station attendants are assigned areas to collect windblown litter during hours of
operation.
16. The HHW collection area is located within the recycling convenience area so that the attendants can assist
residents and monitor the incoming material.
17. HHW collection takes place on a covered gravel pad where used oil is also collected. A lined containment area
is filled with sand to help confine and remove any spilled material. Latex paints are stored on pallets within a
containment area prior to being solidified or bulked.
18. Mr. Curry stated that the city is possibly looking to make changes to the HHW collection area in the future.
Please contact the SWS Permitting Branch staff for information regarding any rules or guidance for required
submittals.
19. Used oil and oil filters are collected and stored within a containment area located next to the paint area. A
plastic drum is accessible for residents to place used oil filters along with a plastic oil tank to store used oil. The
area was clean and well maintained.
20. Facility staff take oil -based paint products to a trailer located beside the pad and pour them into 55-gallon drums
for storage until they are removed for proper disposal by EcoFlow, Inc. The drums were properly closed and
appeared to be clean and intact, with no leaks evident. Containers and bags filled with separated recyclable
material are also housed in the trailer. The trailer was observed to be clean and well organized to allow access to
the drums and containers safely. Fire extinguishers are located just inside the trailer.
21. Source separated recyclable materials are collected in waste bins on a covered gravel pad located North of the
HHW trailer. Additionally, a collection vehicle is parked west of the convenience center and is used to collect
cardboard.
22. The transfer station building is located on higher ground northwest of the convenience area. The building
consists of two bays separated by concrete curbing. The transfer station office is located at the back of the bay
next to the hopper. The transfer station is using the western bay for the tipping floor and uses the eastern bay for
storage. At the time of inspection waste bins were being stored in the eastern bay.
23. The tipping floor is concrete and is sloped to help direct any leachate into the hopper. The tipping floor
appeared clean and appeared to be in good condition with no large holes or cracks observed.
24. The Transfer station walls appeared to be clean and free of any debris. Cleaning records were available for
review.
25. The hopper was observed to be clean and in good condition with no holes.
26. The waste is pushed into the hopper where it drops down into the compactor. The compactor then compacts the
waste into the trailers parked at the bottom of the transfer station.
27. The area around the compactor and trailer storage is a concrete pad designed to act as the leachate containment
system. Leachate from the tipping floor flows to the hopper where it drains onto the concrete pad. The concrete
pad is designed to have all leachate flow to a curb inlet where it drains into a pipe system. The leachate is
directly pumped to the wastewater treatment plant located next door.
28. The compactor and trailer loading area were observed to be clean of any waste. At the time of the inspection the
area was damp. Mr. Curry stated that the area was hosed down after each trailer is taken away.
29. The facility has three transfer trailers that are used to transport waste to the Rockingham County Landfill. Two
transfer trailers were on site at the time of the inspection. One trailer was hooked up to the compactor, while the
second trailer was parked on the concrete pad and out of service for maintenance. Mr. Curry stated the third
trailer was transporting waste to the landfill. The two trailers located on site were inspected and found to be in
good condition with no holes or leaks evident.
