Craig Coslett, Project Coordinator Seaboard Group II and the City of High Point c/o de maximis, Inc. 1550 Pond Road, Suite 120 Allentown, PA 18103 Re: Request for PFAS Monitoring Workplan Seaboard Group II and the City of High Point Former Seaboard Chemical and Riverdale Drive Landfill Site Jamestown, Guilford County, North Carolina EPA ID# NCD071574164 Solid Waste Section Permit No.: 4 10 1 -MSWLF- 1979 Dear Mr. Coslett, Both the Hazardous Waste Section (HWS) and the Solid Waste Section (SWS) of the Division of Waste Management (DWM) appreciated meeting the stakeholders for the Seaboard Group II and the City of High Point on August 2, 2023. This letter requests that the stakeholders prepare a Workplan for sampling and initial testing of selected environmental media for Per- and polyfluorinated Alkyl Substances (PFAS). Both the North Carolina Department of Environmental Quality (DEQ) and the U.S. Environmental Protection Agency have prioritized the identification and assessment of regulated sites that produce(d), utilized, or accumulated products that contain PFAS. The product categories and waste types which may contain or release PFAS are many, including but not limited to paints, coatings, water repellent fabrics, non-stick cookware, stain - resistant fabrics and carpeting and food packaging. The DWM is requiring the Former Seaboard Chemical and Riverdale Drive Landfill Site to conduct PFAS monitoring in addition to the routine water quality monitoring beginning with the Fall 2023 monitoring event. The sampled media must include groundwater from monitoring wells, and surface water from surface water drainages that cross the property. From the August 2, 2023 meeting, the DWM understands that surface water sampling of Randleman Lake for PFAS is being planned by the Piedmont Triad Water Authority. The Workplan must include sharing the results of the surface water sampling with the DWM.
