Ward, Hertford Co. Solid Waste Manager John College, NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active, Life of Site Permit. Issued April 10, 2019 and Expires 12/15/2055. PURPOSE OF SITE VISIT: Follow up Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: Corrective Actions are in process to remove Mulch from site. OBSERVED VIOLATIONS: No New Violations The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 1. This follow-up inspection was conducted to ensure compliance has been met from issues noted on past inspections. 2. The leachate collection has been repaired and appears to be functioning correctly. Be sure to monitor level in the tank to ensure adequate storage of leachate. KEEP LEACHATE REMOVAL RECORDS IN RECORDS BOOK. 3. The back wall of the tipping floor has been repaired. 4. The area of ponded leachate has been cleaned up and graded. 5. ALL the yard waste has been ground into mulch. Mulch to be removed ASAP. 6. The Yard Waste area still needs the entrance road to be made off all weather construction. Slag or Rock/Crushed Concrete discussion now. 7. Some grading may need to occur at the Yard Waste area to allow for positive drainage away from the storage area. 8. The windblown trash and small waste doesn’t look bad during this inspection at working hours. 9. All open top containers must be covered when left onsite. 10. It may help to discuss this issue with your contract hauler (GFL) to ensure that this doesn’t cause a non-compliance issue as well. 11. ALL the above was discussed while on-site with Ashley Ward. 12.
