The North Carolina Department of Environmental Quality’s Brownfields Redevelopment Section (DEQ Brownfields) received a request to dispose approximately 1,000 tons of stockpiled soil and debris at Republic Services’ Charlotte Motor Speedway Landfill in Concord, North Carolina. This email request was submitted on your behalf by Ms. Amy Kenwell with Geosyntec Consultants of
NC, P.C., on August 10, 2023. For this request, DEQ Brownfields reviewed the August 10, 2023, email and the analytical report. Based on our review of the data, the DEQ Brownfield determines that the stockpiled soil may be exported to the Charlotte Motor Speedway Landfill. If another export facility is selected, please
contact us and we will assist you in determining if additional sampling is needed for the receiving facility.
In accordance with the approved Environmental Management Plan (EMP), materials are to be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until
appropriate characterization can be completed. In addition, and also in accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of the materials including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report.

As I mentioned the other day, additional materials with a petroleum odor were identified beneath Baxter Street next to
the former location of the UST described in the email chain below. We are still obtaining analytical results from the
sidewalls and base which I will share with you once complete. Meanwhile, the materials with staining and/or elevated
photoionization detector (PID) readings was stockpiled and sampled for characterization. The attached laboratory
results from the stockpile are consistent with previous characterization data collected when the UST was removed.
We would like to request permission to dispose of this material at Republic Service’s Charlotte Motor Speedway Subtitle
D landfill. I believe they expect approximately 1,000 tons.

Good afternoon Pete,
As discussed in the emails below, the construction team at the former Domestic Laundry Brownfields Site at 801 South
McDowell Street found an approximately 400 gallon Underground Storage Tank (UST) near the edge of Baxter Street the
morning of 12 April 2023. Following removal of the UST, select surrounding soils with a petroleum odor and
photoionization detector (PID) responses above 30 parts per million (ppm) were removed and stockpiled in general

accordance with the EMP. Disposal of these soils at Republic Services’ Charlotte Motor Speedway Subtitle D landfill was
approved by you in a letter on 28 April 2023.
Following soil removal, the remaining base and sidewall (one sidewall because this was at the edge of a pit) were
sampled for volatile organic compounds (VOCs) by Environmental Protection Agency (EPA) Method 8260, semivolatile
organic compounds (SVOCs) by EPA Method 8270, Resource Conservation and Recovery Act (RCRA) metals by EPA
Method 6020 and 7471, and total hexavalent chromium by EPA Method 7199. We’ve received the attached laboratory
results and tabulated the detections in comparison to the Residential and Industrial/Commercial Preliminary Soil
Remediation Goals (PSRGs). Note that some SVOCs may have had reporting limits above PSRGs but no SVOCs were
detected in the samples. The detected results were evaluated using the NCDEQ Risk Calculator which found no
unacceptable risk to residential, non-residential, recreator, or construction worker occupants. The location of remaining
impacts are anticipated to be beneath four or more feet of soil and impervious surfaces following redevelopment.
Based on this data, we request that no release reporting be required. A description of the discovery, analytical results,
and soil disposition will be included in the 2023 Redevelopment Summary Report. Please let me know if you want to

We’ve received the attached laboratory results for the stockpiled soils from near the UST (which also include debris
materials similar to those previously found near Baxter Street). The analytical report is attached and the sample is called
“R1C-PILE-20230413”. These soils were from outside of Area A and above the water table. We would like to dispose of
the stockpiled soils off-site at the Republic Services’ Charlotte Motor Speedway Subtitle D landfill under our “Fill Near
Baxter” waste profile. We estimate approximately 1,500 cy of soils. Please let me know if this is acceptable.
We’ve also received results from a roll-off of saturated soils from the base of a crane pit excavation (“CRANEROLLOFF-
20230412” and “RIC-RO-20230413” samples). The VOC results (because these are Area B saturated soils) are below the
Contained-In Policy Unrestricted Use Standards. We would like to request to reuse these soils onsite if they can be
sufficiently dried or to dispose of them at Republic Services’ Charlotte Motor Speedway Subtitle D landfill if they are too
wet. We estimate approximately 14 cy of this saturated material.
We are still waiting for the in-place soil results from the UST sidewall and base.

Good afternoon Pete,
The construction team at the former Domestic Laundry Brownfields Site at 801 South McDowell Street found an
Underground Storage Tank (UST) the morning of 12 April 2023. The UST was located approximately 5-6 feet below
ground surface beneath the edge of Baxter Street, about 10-20 feet south of Area A. The UST appears to be
approximately 400 gallons, is empty, and has a petroleum-like odor. PID readings in the wall of the pit near the UST were
up to 95 parts per million (ppm). The construction team is excavating soils surrounding the UST and stockpiling it on
plastic for characterization. Debris (concrete, wood, etc.) were also found just beneath the edge of Baxter Street and are
also being stockpiled. Once excavation is complete and PID readings have decreased in remaining soils, Geosyntec will
collect samples in general accordance with the EMP from the sidewall and base (the other three sidewalls are now open-
air as it was discovered at the edge of a pit). Please let me know if you have any questions or would like to discuss.
In addition, the team encountered groundwater at the base of the crane pit and are dewatering into a frac tank.
Saturated soils are being placed in a roll-off. These materials will be characterized and results will be provided to you.

Unless otherwise noted, the test results for solid materials are calculated on a wet weight basis. Analyses for pH, dissolved oxygen,
temperature, residual chlorine and sulfite that are performed in the laboratory do not meet NELAC requirements due to extremely
