Post-closure care of the landfill began in July 1999. 1. The facility is secured by locking gates on Corporation Pkwy, or it can be accessed from the City of Raleigh Yard Waste Facility, which is also secured by a locking gate when not in operation. 2. The landfill cap is covered in native vegetation and is mowed several times per year. However, at the time of this inspection, some areas of the landfill contained knee-high grass and woody vegetation which made it difficult to perform a visual inspection of the cap. It is recommended that vegetation is mowed as often as needed so that settlement, subsidence, erosion, and/or leachate seeps, should they occur, can be seen and repaired accordingly. Any woody vegetation should be removed or rough cut to prevent damage to the landfill cap. Any vegetation with trunks larger that 6 inches in diameter must be removed and permitting notified for guidance on cap repair. 3. The facility has a landfill gas collection and treatment system consisting of approximately 77 extraction wells (EW), pneumatic pumps (which remove condensate/water from the sumps), associated buried and aboveground collector and header piping, and a blower that conveys the LFG to an onsite open flare. Additionally, approximately 21 of the gas extraction wells recover condensate/water, which is discharged from the Site via the sanitary sewer on the northern corner of the site. 4. 15A NCAC 02C .0108 (1), “All non-water supply wells, including temporary wells, shall be secured with a locking well cap to ensure against unauthorized access and use”. At the time of this inspection, several LFG monitoring wells (B-73, B-75, B-62) located along Corporation Pkwy were identified as missing locks, one (B-64) was missing a well cap, and one well (B-74) had been run over. Ensure all landfill gas monitoring wells and groundwater monitoring wells are periodically inspected for security, any missing locks replaced, and any damaged wells repaired. 5. Semi-annual water quality monitoring is being performed by AECOM. Monitoring was conducted March 20-23, 2023, and is also scheduled to occur in September 2023. 6. At the time of this inspection, some edge of waste (EOW) markers on the western and southern landfill slopes were either missing or had been knocked down. Ensure any damaged or missing EOW markers are repaired and/or installed so that each one is visible from one to the next. 7. During this inspection mature trees and woody vegetation were identified on a large ungraded hill located on top of the landfill cap. Mr. Gainer was unsure of the origin of the hill but stated that he believed the hill consisted of soil only. If the hill contains soil only, it should be removed, as the dumping/storage of this material on top of the landfill has not been approved. If the hill contains waste, any trees and woody vegetation needs to be removed or rough cut to maintain the vegetative cover of the landfill and prevent damage to the landfill cap and waste disposed of properly. Vegetation on the cap with a trunk or stem larger than 6 inches in diameter should be removed. 8. Any stockpiled soil would need to be tested for contaminants before depositing on the LF. If the COR has supporting analytical data to show this is clean soil, then it may be used on the landfill to repair eroded and settled areas. The COR should contact permitting branch staff should they wish to continue stockpiling soil on top of the closed LF. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. During this inspection several piles of ground wood waste containing large pieces of wood were identified on top of the landfill. Mr. Gainer stated that these piles were dumped here by mistake and facility staff were in the process of removing them. Mr. Hammonds suggested that compost from the legacy pile located at the City of Raleigh Yard Waste Facility be utilized on top of the landfill cap to augment vegetative growth and help reduce the volume of the legacy stockpile. 10.
