Monitoring Report June 21, 2023 Suttles Property, NCDEQ Incident #28266 ATC Project #SLC2826605 2 2.0 EXECUTIVE SUMMARY ATC Associates of North Carolina, P.C. (ATC) submits this Monitoring Report (MRP) documenting the monitoring well sampling of MW-1 and MW-2 on April 27, 2023 at the Suttles Property site. The report has been completed based on a April 17, 2023, Task Authorization (TA-05) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work was performed as part of the State Lead Contract #N122019A between the NCDEQ and ATC. As part of TA-05, ATC obtained groundwater samples from two monitoring wells, MW-1 and MW-2. The samples were analyzed for Volatile Organic Compounds (VOCs) by Standard Method SM 6200B and for Volatile Petroleum Hydrocarbons (VPHs) by MADEP VPH. The following site conditions are presented, based on the recent and historical assessment activities:  Twelve drinking water supply wells were identified within 1,000 feet of the source area (wells WSW-2, WSW-3, and WSW-7 within 250 feet). Additional water supply wells are presumed to exist at occupied properties since municipal water is not available to the area. One of the water supply wells (WSW-2) is a public water supply well that serves a community center property north of the source area;  Surface water bodies (tributaries of Newfound Creek) are located within 500 feet of the source area, with the nearest approximately 75 feet west of the source area;  No SM 6200B VOCs were detected above 15A NCAC 02L .0202 groundwater quality standards (2L Standards) or the 15A NCAC 02B surface water standards (2B Standards) by more than ten times in the groundwater sample collected from MW-1 and MW-2;  ATC sampled WSW-2 and WSW-3. VOCs were not detected in the water supply well samples. Water Supply well WSW-7 could not be accessed; and  Based on limited historical gauging data from the two monitoring wells and proximity of nearby tributaries, groundwater elevation contours flow cannot be estimated. However, based on the groundwater elevations, groundwater flow is projected to be to the West - northwest toward the nearby tributary. The current Conceptual Site Model is included in Appendix A. Low-level groundwater impacts above 2L Standards were previously detected in the groundwater sample from monitoring well MW-1 where three gasoline USTs were historically located. Soil impacts exceeding Soil-to- Water MSCCs (VPH and methyl isobutyl ketone a typical laboratory contaminant) were detected in the soil sample near monitoring well MW-2 where the former dispenser island was located. Additionally, VOCs have not been historically detected in nearby potable water supply wells. Based on the recent groundwater sampling results and the Site Conceptual Model, ATC recommends issuance of a Notice of No Further Action without restrictions. 3.0 SITE DESCRIPTION 3.1 Site Characterization ATC, under contract to the NCDEQ, provided environmental consulting services at the Suttles Property site, which is located at 1100 Newfound Road in Leicester, Buncombe County, North Carolina. Figure 1 depicts the site on a topographic map. The site currently operates as an auto repair and tire facility and is improved with a 2,394 square foot commercial building, storage shed, and a mobile-home used as a residence by parcel owner Christopher James Suttles. Based on receptor survey information collected during December 2020 Limited Site Assessment (LSA) activities and previous sampling conducted by NCDEQ, twelve drinking water supply wells, including one public water supply well, were identified within 1,000 feet of the source area. Figure 2 depicts the locations of water supply wells on an aerial overlay. Information regarding the water supply wells is provided in Table 1. A Site Map is presented as Figure 3. 3.2 Site Background The former UST system at the 1100 Newfound Road property consisted of five gasoline USTs ranging in size from 570 to 2,000 gallons, one approximate 430-gallon kerosene UST, dispenser island, and product piping lines. The USTs were removed by Solutions Industrial & Environmental Services (Solutions) in October 2004. During removal of the USTs, several holes were observed in one of the gasoline tanks (UST-3) and the kerosene tank (UST-6). Additionally, petroleum fuel odors were observed within the vicinity of gasoline tanks UST-1, UST-2, and UST-3. Soil impacts were observed beneath each UST during tank removal activities. Approximately 400 tons of impacted material was removed from the site. Following the removal of the USTs, Solutions collected two closure soil samples beneath the five gasoline tanks and one closure soil sample beneath the kerosene tank. Two additional closure soil samples were collected from beneath the former dispenser island and product lines. Closure soil samples were submitted for laboratory analysis of Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO) and Diesel Range Organics (DRO). Fifteen confirmation samples were collected from beneath the dispenser island, product line, UST bases, and UST sidewalls. Confirmation soil samples were submitted for laboratory analysis of VOCs, semi-volatile organic compounds (SVOCs), volatile petroleum hydrocarbons (VPH), extractable petroleum hydrocarbons (EPH), and lead. Analytical results indicated that closure soil samples collected beneath UST-1, UST-2, UST-3, UST-4, the dispenser island, and product line exceeded the UST Action Levels for TPH-GRO and/or TPH-DRO which was 10 milligrams per kilogram (mg/kg). The UST Action Level for TPH- GRO has since been increased to 50 mg/kg. TPH was not detected above laboratory method detection limits in closure samples collected beneath UST-5 and UST-6. Analytical results indicated that confirmation soil samples collected from the sidewalls of both UST excavations had concentrations of various VOCs, SVOCs, VPH, and EPH compounds above their respective Soil-to-Water Maximum Soil Contaminant Concentration Levels (MSCCs). Several VOC compounds also exceeded Residential and Industrial/Commercial MSCCs in confirmation soil samples collected. Following tank closure activities, Solutions submitted a Tank Closure Report to the UST Section on November 15, 2004. Additionally, five water supply wells (WSW-1, WSW-2, WSW-3, WSW- 4, and WSW-6) were sampled in January 2005 for analysis of VOCs. No VOCs were detected above laboratory method detection limits. Based on the findings of tank closure activities and water supply well sampling results, the UST Section requested an LSA be conducted in accordance with UST Section guidelines in order to receive a No Further Action (NFA) determination. ATC submitted a Limited Site Assessment report to NCDEQ on February 18, 2021, which documented LSA activities conducted at the site in December 2020. Assessment activities included conducting a receptor survey within a 1,000 foot radius of the site and the installation and sampling of two monitoring wells (MW-1 and MW-2). Twelve drinking water supply wells were identified within 1,000 feet of the source area, three of which are within 250 feet. One of the water supply wells (WSW-2) is a public water supply well that serves a community center Monitoring Report June 21, 2023 Suttles Property, NCDEQ Incident #28266 ATC Project #SLC2826605 4 property north of the source area. One of the wells (WSW-11) is inactive. ATC concluded that additional water supply wells are presumed to exist at occupied properties since municipal water is not available to the area. Concentrations of several VOCs including benzene, naphthalene, n- propylbenzene, aliphatic carbon chain C5-C8, and aromatic carbon chain C9-C10 were detected above 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards) in monitoring well MW-1. No exceedances of 15A NCAC 2B Surface Water Quality Standards (2B Standards) by more than ten times or the Gross Contaminant Levels (GCLs) were identified. The responsible party for the release was identified as Christopher James Suttles, who is the son of the late Forrest and Elaine Suttles, the previous property owners and UST operators for the historical Suttles site operations. Several attempts were made by NCDEQ (formerly NCDENR) between 2012 and 2019 requesting an affidavit for tank ownership to enter the site into the State Lead Cleanup Program. Christopher James Suttles took ownership of the property following the deaths of Forrest and Elaine Suttles. The site was accepted into the State Lead Cleanup Program on October 14, 2020 based on the circumstances surrounding the original property owner’s deaths, regulatory status, and inability to pay for assessment and remediation activities. ATC conducted soil assessment activities on April 14, 2021 which included the advancement of two soil borings adjacent to monitoring wells MW-1 (SS-MW-1) and MW-2 (SS-MW-2) and a water supply well sampling event for three water supply wells (WSW-2, WSW-3, and WSW-7). Soil samples selected for laboratory analysis were from depth intervals that had the highest potential for soil impacts based on visual and olfactory observations, as well as PID screening results. Soil samples selected for laboratory analysis were collected from the 4 to 5 ft-bgs depth interval in both soil borings. Several VOCs were detected above laboratory method detection limits in the soil samples collected from soil borings SS-MW-1 and SS-MW-2. The detected concentration of the VOC methyl isobutyl ketone (0.856 mg/kg) and aliphatic carbon chain C5- C8 (96.3 mg/kg) in soil boring SS-MW-2 exceeded the Soil-to-Water MSCCs. No concentrations of VOCs or VPH were detected above Residential or Industrial/Commercial MSCCs. On April 14, 2021, ATC collected samples from water supply wells WSW-2, WSW-3, and WSW-7. Analytical laboratory results indicated that VOCs were not detected above laboratory method detection limits. ATC conducted slug tests and monitoring well sampling on MW-1 and MW-2 and water supply well sampling of WSW-7 on March 11, 2022 at the Suttles Property site. The water samples were submitted to Pace Analytical and analyzed by SM 6200B for VOCs. The laboratory analytical report indicated no VOCs were detected above 2L standards in MW-1, MW-2, and WSW-7. Slug testing results indicated hydraulic conductivity values of 5.0 and 5.7 feet per day (ft/d) for MW-1 and MW- 2, respectively. On July 19, 2022, ATC obtained depths to water and ATC collected groundwater samples from MW-1 and MW-2. No SM 6200B VOCs were detected above 2L Standards or the 2B Standards by more than ten times in the groundwater samples collected from MW-1 and MW-2. VPHs were detected above the 2L Standards in the groundwater sample collected from MW-1; however, the concentrations did not exceed the 2B standards by more than ten times. 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the North Carolina Geological Survey and dated 1985, the site lies within the Ashe Metamorphic Suite of the Blue Ridge Physiographic Province of North Carolina. The rock type in this area has been identified as Monitoring Report June 21, 2023 Suttles Property, NCDEQ Incident #28266 ATC Project #SLC2826605 5 magmatic biotite gneiss. The shallow subsurface in most areas of the Blue Ridge contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. Boring logs from the December 2020 LSA activities conducted at the site indicate that the subsurface generally consists of gray to brown sandy clay saprolite (with residual rock structure) to a depth of approximately 10 feet below ground surface (ft-bgs). Bedrock and PWR were not encountered during LSA activities. 3.3 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Blue Ridge. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. The bedrock fractures or other planar features of the Blue Ridge Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Blue Ridge are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. Based on the groundwater levels measured at the site from monitoring wells MW-1 and MW-2 and the nearby tributaries, the groundwater flow direction is anticipated to be to the west-northwest in the western portion of the site, and to the north in the central and eastern portions of the site. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels On April 27, 2023, ATC obtained depths to water and total well depths from monitoring wells MW-1 and MW-2. The depth to groundwater ranged from 3.25 ft-toc in MW-1 to 3.11 ft-toc in MW-2. Depth to groundwater and elevation data are summarized in Table 2. The locations of the monitoring wells and the groundwater elevations calculated for the monitoring wells are indicated on Figure 4. Field notes are included in Appendix B. Monitoring Report June 21, 2023 Suttles Property, NCDEQ Incident #28266 ATC Project #SLC2826605 6 4.2 Groundwater Quality On April 27, 2023, ATC collected groundwater samples from MW-1 and MW-2. A three-volume well purge was implemented prior to groundwater sample collection to ensure a representative sample was collected. Upon completion of purging activities, water quality field parameters were measured and are included in Table 3. ATC sampled water supply wells WSW-2 and WSW-3 during the sampling event and attempted to sample WSW-7; however, no one was present at the residence and the phone number for the property owner was no longer in service. The water samples were collected in laboratory-supplied, preserved containers, entered into chain- of-custody control, placed on ice, and delivered to Pace Analytical in Huntersville, North Carolina. The groundwater samples were analyzed by SM 6200B and MADEP VPH. The analytical report is included as Appendix C. The results are summarized in Table 4 and presented on Figure 5. The groundwater analytical results were compared to the 2L Standards, 2B Standards, and GCLs. The groundwater analytical results indicated the following:  No SM 6200B VOCs were detected above 2L Standards or the 2B Standards by more than ten times in the groundwater samples collected from MW-1 and MW-2; and  VOCs were not detected in samples from WSW-2 and WSW-3. 4.5 Quality Assurance and Quality Control As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the laboratory report, and the chain-of-custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for SM 6200B. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for SM 6200B. A field blank (FB-1) was also analyzed during the groundwater monitoring event and constituents were not detected in the field blank. Refer to the laboratory report in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Groundwater Monitoring Report documenting monitoring well sampling activities for the Suttles Property site, located at 1100 Newfound Road in Leicester, Buncombe County, North Carolina.
