A. RESLOVED: 15A NCAC 13B .0203(d) states: `By receiving solid waste at a permitted facility, the
permittee shall be considered by the Department to have accepted the conditions of the permit and shall comply
with the conditions of the permit." Permit to Operate No7908-COMPOS-2018, ATTACHAMNET 3, PART 1,
General Facility #5 states, in part "open burning of solid waste is prohibited."
During the previous inspection on January 31, 2023, an air curtain incinerator was onsite and being
used to conduct open burning of yard waste material. At the inspection on July 26, 2023, the air
curtain incinerator had been removed from site and no open burning was occurring on site.

B. RESOLVED: 15A NCAC 13B .1406 states: "A person who maintains or operates a solid waste compost
facility shall maintain and operate the site to conform with the practices and operational requirements of this
rule." 15A NCAC 13B .1406(7)(a) states, "open burning of solid waste shall be prohibited."
During the previous inspection the facility was conducting open burning of yard waste material on site.
Ash material was observed scattered on the ground with smoldering material stockpiled on site. During the site
inspection the ash and smoldering material had been removed. Mr. Shelton Provided proof of proper disposal
of the ash to Mr. Pike
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advisd that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The site contains a large Type 1 compost facility that is permitted to accept land clearing debris and clean,
untreated wood waste. The compost created onsite is offered to Reidsville City residents.
2. The facility also serves as a pre -approved temporary debris storage and reduction (TDSR) site. 15A NCAC
13B(b)(9) requires that "The site operator shall notify the Division verbally or in writing that the site is accepting
waste within 14 days of initial acceptance of waste after a disaster event" Please notify the Solid Waste Section
before opening the TDSR for use as required.
3. The Permit to Operate and Operations Plan are kept at the City of Reidsville Solid Waste Division Office and are
available for review upon request. Thermometer calibration record was provided by Mr. Shelton after the
inspection.
4. The temperature records are maintained in the Solid Waste Division Office and are available for review.
5. The 2022-23 Facility Annual Report was reviewed. The report indicates that 1,610.76 tons of clean
wood waste was received at the site, along with 744.80 tons of leaves. Temperature logs included with
the annual report indicated that the compost achieved the minimum temperature standard of 131 °F for at
least 3 consecutive days.
6. Proper signage was observed posted at the facility entrance.
7. The site is secured by a perimeter fence along the eastern property line with dense woods along the north, south,
and west.
8. The facility roadways are of all-weather construction and in good condition.
9. The site was observed to be well maintained with no windblown litter observed on site.
10. The facility buffers were observed and appeared to meet the requirements.
11. The city collects brush and yard waste curbside, and vegetative waste is brought to the facility by city trucks.
No residents or outside contractors are permitted to drop off material at the site.
12. The brush and land clearing waste is stockpiled in the northwest corner of the site.
13. Compost windrows are laid out in a north -south direction and take up most of the site. The windrows appeared
to be well maintained and of a reasonable size. Adequate fire lanes are set up to provide easy emergency access.
14. Brush and land clearing waste was being grinded at the time of the inspection. Mr. Shelton said that the
contractors were going to finish processing the stockpiled material and then transport the material off stie.
15. No Unacceptable material was observed at the time of the inspection.
