The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of an MSW transfer station and a small residential convenience center.
2. The transfer station is not open to the public, only accepting waste from the City of Reidsville trucks. Trucks
collect waste from residents within the city limits. The waste received here is compacted into transport trailers
and transported to the Rockingham County Landfill (permit #7904) for proper disposal.
3. The convenience center is open to the public and accepts C&D waste, televisions and monitors, used cooking
oil, used motor oil, and used motor oil filters.
Records Review:
4. The Permit to Operate and current Operation Plans are maintained at the Reidsville Solid Waste Division Office
and are available for review upon request.
5. The 2022-23 facility annual report was reviewed, and it indicated that the transfer station received a total of
6,942 tons of waste from July. 12022 through June 30, 2023.
6. Transfer station screening logs are kept at the facility office. Screening logs from July 2022 through July 2023
were reviewed and indicated that the facility was meeting the required 5% average daily tonnage.
7. Facility cleaning logs are stored in the facility office located next to the hopper. The cleaning logs were
reviewed from August 2022 through July 2034.
8. The facility keeps records of the amount of televisions and monitors that they receive at the convenience center.
These records indicate that a total of 114 were collected and transported.
9. Training records indicated that the following staff members are currently certified by NC SWANA as Transfer
Station Operations Specialists:
• Dale Chambers — November 14, 2025
• Ricky French — October 9, 2023
Rodney Lovelace — November 3, 2025
Facility Inspection:
10. Proper signage was observed posted at the facility entrance.
11. The site is secured by a perimeter chain link fence with site access controlled by two locking gates.
12. The site was observed to be very well maintained. No windblown material was observed at the time of the
inspection.
13. Facility access roadways are paved and are of all-weather construction. The roadways were in good condition.
14. The site is organized so that the hopper is located on higher ground located on the eastern side of the facility
with the convenience center located on the western side of the site. Adequate space for transfer trucks and
residential vehicles to operate safely.
15. The hopper is fitted with heavy metal mesh panels and extends to a height taller than the collection trucks used
by the city. The hopper is also fitted with a system of pipes and nozzles that spray water while unloading is
occurring. This helps direct waste down into the hopper, preventing dust and windblown litter.
16. City of Reidsville trucks are directed to the hopper upon entering the facility. The trucks are backed up to the
hopper where the truck is unloaded slowly. A facility operator is in a small office building directly next to the
hopper. The operator inspects the waste as it is being dumped into the hopper. Once the operator has finished
inspecting for any unacceptable material a door at the bottom of the hopper opens allowing the waste to drop
and be compacted into a truck.
17. The trailer connected to the compacter was inspected and found to be in good condition with no evidence of
leaks. One transfer trailer is also staged on site and was inspected to be in good condition.
18. Leachate is confined to the paved area surrounding the compactor and trailer. The pavement is sloped to direct
leachate and water from the hopper to a trench drain located next to the compactor. The leachate moves from
the trench drain to a holding pit and then piped to the sanitary sewer.
19. Computer monitors and televisions are collected and stacked at the convenience center area. Full loads of C&D
waste and televisions/monitors are transported to Rockingham Landfill
