Dear Ms. Blalock:
S&ME, Inc. (S&ME) is submitting this Limited Soil Sampling Letter Report for the
above-referenced site. The scope of services performed for this report were performed in
general accordance with S&ME’s Proposal No. P036A-11V, dated May 17, 2011, and as
authorized by the North Carolina Department of Environment and Natural Resources
(NCDENR’s) Task Authorization No. 02, dated May 19, 2011 and within NCDENR’s
Contract No. 16-1713-3C for the Eastern Region.
S&ME’s approved Scope of Services for this Task Authorization included advancing five
soil borings to depths of five feet below ground surface (ft. bgs), collecting soil samples
and, preparing this Limited Soil Sampling Letter Report.
Soil Sampling
On June 1, 2011, S&ME utilized direct push technology, commonly referred to as
Geoprobe® to advance five borings to collect five soil samples in the vicinity of the
former USTs. The site and vicinity are shown on Figure 1 and a map showing the
locations of the soil samples is shown on Figure 2. Photographs of the site activities are
included in Appendix I. Each of the soil borings were advanced to depths of
approximately five feet below the ground surface. One soil sample was collected from
each boring just above the water table (noted at five ft. bgs as measured in monitor well
MW-1). In general, soils encountered in the soil borings consisted of silty sands and
clays. Subsurface lithology for the soil borings are provided in the boring logs in
Appendix II.
The soil samples were placed in laboratory-supplied containers, stored in a cooler with
ice, and shipped under chain-of-custody procedures to Prism Laboratories, Inc. (Prism) of
Charlotte, North Carolina to be analyzed for volatile organic compounds (VOCs) by EPA

Method 8260B and volatile petroleum hydrocarbons (VPH) by the Massachusetts
Department of Environmental Protection (MADEP) Method.
Soil Sampling Results
The laboratory analytical results of the soil samples collected on June 1, 2011 indicated
that naphthalene (2.6 milligrams per kilogram (mg/Kg)), C9-C18 aliphatics (650 mg/Kg),
and C9-C22 aromatics (160 mg/Kg) were detected in concentrations exceeding their
respective Soil to Water Maximum Soil Contaminant Concentrations (MSCCs) in soil
sample SB-3. Several other VOCs and one other carbon fractions were detected in
concentrations exceeding their respective reporting limits, but below their respective
MSCCs in soil sample SB-3. No other VOCs or carbon fractions were detected above
their respective MSCCs in the other soil samples submitted for analysis. The laboratory
analytical results of the soil samples are shown on Table 1, and soil boring locations and
the constituents detected in the soil samples are shown on Figure 2. A copy of the
laboratory analytical report and chain of custody form are included in Appendix III.
Conclusions and Recommendations
Previous environmental reports indicate that some contaminated soils remain in
the former UST pit which is now covered with an awning and wooden deck, and
in the area to the east of the former UST pit.
Based on S&ME’s April 6, 2011 Groundwater Monitoring Report, the laboratory
analytical results of the groundwater sample collected from MW-1 on March 8,
2011 indicated that no constituents were detected at concentrations exceeding the
laboratory reporting limits. In addition, there are no water supply wells located
within 1,500 feet of the site.
Based on the results of the June 1, 2011 limited soil sampling event, one VOC
(naphthalene) and two carbon fractions (C9-C18 aliphatics and C9-C22
aromatics) were detected in concentrations exceeding their respective MSCCs in
soil sample SB-3. Target contaminant constituents in other soil borings advanced
by S&ME on June 1, 2011 were below the MSCCs.
S&ME recommends conducting no further assessment activities at the site and closing
the site with a Notice of Residual Petroleum for soil.
