1.0 SCOPE OF SERVICES
The scope of services performed for this report was performed in general accordance
with S&ME’s Proposal No. P036-11V, dated February 16, 2011, and as authorized by
NCDENR’s Task Authorization No. TA-01, dated February 21, 2011 and within
NCDENR’s Contract No. 16-1713-3C for the Eastern Region.
S&ME’s approved Scope of Services for this Task Authorization included collecting one
groundwater sample from the existing monitor well (MW-1), conducting a site
reconnaissance and receptor survey and preparing this groundwater monitoring report.
S&ME completed the following scope of services:
Sampled one monitor well (MW-1) for Volatile Organic Compounds
(VOCs) by EPA Method 6200B;
Conducted a site reconnaissance and receptor survey; and,
Prepared this report.

2.0 SITE HISTORY
The site is located at 700 East Geer Street in Durham, Durham County, North Carolina.
The site and vicinity are shown in Figure 1. The site with the lone monitor well location
is shown on Figure 2. The site is currently utilized as an automotive detailing facility.
According to the Preliminary Soil and Groundwater Assessment - Petition for Site
Closure prepared by SPATCO Environmental Services Inc. (SPATCO), dated October
26, 1994, two 1,000-gallon gasoline USTs and one 1,000-gallon kerosene UST were
removed from the site by Four Seasons Industrial Services, Inc. in March 1990.
According to several other documents, including the Pollution Incident/UST Leak
Reporting Form submitted by Four Seasons Industrial, dated March 3, 1990 indicated the
UST system consisted of two 1,000-gallon and one 550-gallon gasoline USTs. The form
also indicated that product was discovered during the removal of the USTs and that
groundwater had been impacted. During the UST removal, groundwater was
encountered at approximately five feet below ground surface (ft. bgs). According to the
report, the excavation was immediately backfilled due to the presence of groundwater in
the former tank pit. However, upon removal of the USTs, four soil samples were
collected beneath the tanks before the pit was backfilled. Four soil samples were
collected and analyzed for Total Petroleum Hydrocarbons-Gasoline Range Organics
(TPH-GRO) by EPA Method 5030/8015, for Total Petroleum Hydrocarbons-Diesel
Range Organics (TPH-DRO) by EPA Method 3550/8015. Three of the four samples
collected beneath the former USTs indicated concentrations exceeding the state action
level of 10 mg/kg.
Between May of 1990 and July 1996, several letters were sent between NCDENR and the
suspected owners of the former UST system to determine ownership and responsibility
for the release. According to an internal NCDENR memo, dated May 26, 2009, the
following events transpired that eventually lead to the site being recommended for
cleanup under the State Lead Program:
December 15, 1989 - RRO received a "Notification for Underground Storage Tanks"
form identifying Gwaltney Oil Company as the owner of the tanks and signed by E. R.
Dimmette of Gwaltney Oil Company.
March 15, 1990 - The Notification of Release Response Activities form was received by
RRO (completed by Four Seasons). This form described the incident as "3 UST's have
been removed and disposed of. OVA read contamination of in-situ soils. Groundwater
was impacted and the hole was backfilled due to groundwater."
April 12, 1990 - According to the Pollution Incident/UST Leak Reporting Form, Four
Seasons Industrial Services, Inc. (Four Seasons) removed two 1,000-gallon gasoline
USTs and one 550-gallon gasoline UST from the above referenced location. The form
indicated that product was discovered during the removal of the USTs and that
groundwater was impacted.

April 26, 1990 - RRO received cover letter and site documentation from E.R. Dimmette.
The site documentation included the security agreement at the time of sale from
Gwaltney Oil Company (now Bendal) to Gwaltney Oil and Gas Company, Inc. Site
documentation also included correspondence between E.R. Dimmette of Bendal and
Gwaltney Oil and Gas Company, Inc. disputing ownership of USTs. Gwaltney Oil and
Gas Company, Inc. responded to Mr. Dimmette stating that they have not serviced the
tanks since the change of ownership and that Mr. Dimmette's lessee began purchasing
product from another oil company. Gwaltney Oil and Gas Company, Inc. were prevented
from removing the tanks by the lessee.
According to the October 26, 1990 Preliminary Soil and Groundwater Assessment-
Petition for Closure by SPATCO, Mr. Dimmette contracted SPATCO Environmental
Services to perform a Preliminary Soil and Groundwater Assessment at the site. On
September 14, 1994, SPATCO installed seven soil borings in the area of the former
USTs, using a Geoprobe direct push sampler to delineate the horizontal extent of
petroleum impacted soil at the site. The samples were analyzed for TPH-GRO and TPH-
DRO by EPA Methods 3550/5030. Laboratory results indicated that one of the samples
indicated TPH-DRO levels above the NCDENR minimum action limit of 40 ppm.
SPATCO installed one Type II groundwater monitoring well (MW-1) adjacent to the
UST excavation. A groundwater sample was collected from the well and analyzed for
aromatic and halogenated volatile organics by EPA method 624 and lead by EPA method
3030c. Laboratory results indicated that no VOCs were detected above the laboratory
method detection limits. The report also indicated that SPATCO conducted a well survey
that indicated no potable wells or basements were located within 1,500 feet of the site.
Based upon the findings of the report, SPATCO requested closure of the site.

3.0 GROUNDWATER MONITORING
Site activities were performed in general accordance with a site-specific health and safety
plan (HASP) prepared by S&ME. The assessment was conducted in general accordance
with the procedures outlined in the NCDENR UST Section Guidelines for the Assessment
and Corrective Action for UST Releases, dated July 2008 (Guidelines). A photograph log
of the site is included in Appendix II.
3.1 Monitor Well Sampling
No March 8, 2011, S&ME collected a groundwater sample from the existing monitor
well (MW-1). Prior to collecting the groundwater sample, the depth to groundwater was
measured at 4.99 feet below the top of casing. After measuring the depth-to-water,
S&ME personnel purged the monitor well using new polyethylene disposable bailer by
evacuating approximately three well volumes of water. The well was allowed to recover
before obtaining the groundwater sample.
The groundwater sample was placed in laboratory-supplied containers, stored in a cooler
with ice, and shipped under chain-of-custody procedures to Prism Laboratories, Inc.
(Prism), a North Carolina certified laboratory for laboratory analysis. The sample was
analyzed for VOCs by EPA Method 6200B. The monitoring well construction details
and groundwater elevations are summarized in Tables 1. A copy of the groundwater
sampling form is included in Appendix III.
3.2 Monitor Well Sampling Results
The laboratory analytical results of the groundwater sample collected on March 8, 2011
indicated that no constituents were detected at concentrations exceeding the laboratory
reporting limits.
A summary of current and historical groundwater analytical results and a comparison to
NCDENR’s regulatory standards is included on Table 2. No detections were reported.
A copy of the laboratory analytical results and chain-of-custody form is included in
Appendix IV.
4.0 RECEPTOR INFORMATION
S&ME, Inc., (S&ME) performed a receptor study in general accordance with the
NCDENR Guidelines for Assessment and Correction Action, December 2008
(Guidelines). Information pertaining to the receptors identified within 1,500 feet of the
subject site is summarized below. The site and vicinity are shown on Figure 1. The
locations of adjacent property owners and potential receptors located within
approximately 1,500 feet of the subject site are shown on Figure 3.

4.1 Water Supply Wells
No water supply wells were located within 1,500 feet of the subject property. The site
and surrounding properties are serviced by the City of Durham Department of Water
Management. A photograph log of the site is included in Appendix II.
According City of Durham’s Department of Water Management, potable water is
available to the site and to properties within 1,500 feet of the site. The City of Durham
obtains water primarily from Lake Michie and from the little River Reservoir. None of
these sources are located within 1,500 feet of the subject property.
4.2 Public Water Supplies
S&ME personnel observed fire hydrants and water meters along the streets located within
1,500 feet of the subject property. According to the City of Durham Department of
Water Management, the source of the potable water is from Lake Michie and from the
little River Reservoir. None of these sources are located within 1,500 feet of the subject
property.
4.3 Surface Water
According to the 2010 Durham Northwest, NC USGS Quadrangle Map, one intermittent
tributary of the Goose Creek is located approximately 260 to the south of the subject site.
This stream was not located during our receptor survey. According to the same
topographic map, Goose Creek is located approximately 475 feet to the southeast of the
subject site. During S&ME’s site reconnaissance, the intermittent stream was not
located. No other surface water bodies were observed during S&ME’s site
reconnaissance.
4.4 Wellhead Protection Areas
S&ME personnel accessed the NCDENR Wellhead Protection Program website at
<http://www.deh.enr.state.nc.us/pws/wellhead/update/approved_wellhead_plans.htm> on
March 14, 2011. According to the Source Water Area Protection (SWAP) Report for the
City of Greenville, the site is not located within a designated protected wellhead area.
4.5 Subsurface Structures
Shallow drainage ditches are present on the western portion of the property (along Geer
Street) and along the adjacent property to the West of the subject site. Municipal water
and sewer lines are located along Geer Street to the north, east and west of the subject
property. No additional subsurface structures such as vaults or basements were identified
on the site and adjoining properties.

4.6 Property Owners and Occupants
The names and addresses of the property owners and occupants within and contiguous to
the site are summarized in Table 3. These properties are identified numerically on the
receptor survey map which is included as Figure 3.
The local land use in the site vicinity is mostly commercial with the residential structures
located to the west and southwest of the site. The surrounding property is primarily
commercial inside the city limits of Durham North Carolina.

5.0 CONCLUSIONS AND RECOMMENDATIONS
On March 8, 2011, S&ME sampled one groundwater monitor well (MW-1) and
conducted a site reconnaissance and receptor survey at the former Jim’s Solarguards site
located at 700 East Geer Street in Durham, Durham County, North Carolina to assess the
petroleum impact to groundwater from a UST that was removed in March 1990. The
findings at the site are as follows:
On March 8, 2011, S&ME sampled one groundwater monitor well (MW-1) near
the location of the former USTs. Groundwater depth was measured at 4.99 feet
below ground surface.
The laboratory analytical results of the groundwater sample collected from MW-1
on March 8, 2011 indicated that no constituents were detected at concentrations
exceeding the laboratory reporting limits.
According to the October 26, 1994 Petition for Closure submitted by SPATCO
Environmental, petroleum impacted soil appears to be limited to the area of the
former UST system.
During the receptor survey reconnaissance, S&ME identified no water supply
wells within 1,500 feet of the subject property. According to the USGS map of
the site, several intermediate tributaries of the Goose Creek are located to the west
and south of the subject site. These tributaries were not located by S&ME during
the site reconnaissance conducted on March 8, 2011. The nearest surface water
receptor is the Goose creek and is located approximately 475 feet to the southeast
of the subject site. According to the City of Durham’s Department of Water
Management, all properties within 1,500 feet of the subject site are serviced by
the City of Durham.
S&ME recommends:
It appears that soil samples (1990 & 1994) were collected below the water table.
Additional soil assessment may be required. If constituent detections in those soil
samples are below the soil remediation goals, the site can be closed.
